Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, January 19, 2023 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson Trustee Bernie Dudek, Chairperson of Community Promotion & Tourism Committee, reported the following: The Community Promotions and Tourism Committee met this past Tuesday. Village of Lombard Page 1 Village Board of Trustees Minutes January 19, 2023 The Committee spent time hearing presentations from local organizations regarding the following 2022 Local Tourism Grant applications: Lombard Junior Women’s Club Lilac Princess Program; Lombard Chamber of Commerce Art & Craft Fair; Lombard Chamber of Commerce Farmer’s Market; Lombard Lilac Festival Parade, hosted by the Lombard Lilac Festival Parade Committee. Final recommendations from the Committee on the proposed grant applications will take place at our February meeting following review of the final four Local Tourism Grant applications. Recommendations on each grant application will then be transmitted to the Board of Trustees following our meeting on February 7st for final review and action. Community Relations Committee - Trustee Dan Militello, Chairperson Trustee Dan Militello, Chairperson of the Community Relations Committee, reported the following: The committee met on January 9th; reviewed the 2023 Victim Services Contract with Association for Individual Development; recommended approval; listed on the agenda tonight for Village Board action. Village Manager/Village Board/Village Clerk Comments Village President Keith Giagnorio wished Trustee Bernie Dudek a happy birthday. Village Clerk Liz Brezinski read the following announcements: With temperatures predicted to drop below freezing, the Village wants to remind residents to check the Village website for tips on how to help prevent pipes from freezing, as well as what to do in the event you have a frozen pipe in your home. The Village also reminds residents of parking restrictions on all streets following one inch of snow. Removing vehicles from roadways and streets will allow Village crews clear passage during snowplowing efforts. The Village has a new tool for residents to report a concern such as a pothole, street light outages, or a code violation. Residents are now able to enter information on any of these matters by clicking on SeeClickFix on the Village website or by downloading the app on your phone. For issues threatening public safety or things needing immediate attention such as downed power lines or a tree limb blocking a street, please call 911. Residents are encouraged to sign up for Lombard’s weekly E-Pride Newsletter which includes Village updates, seasonal reminders, department updates and information on Village events. Residents can also sign up for updates on constructions projects in the community. For additional information on events in the community as well as information on all Village services, please check the Village website at www.villageoflombard.org. 230014 Highland Elevated Tank Perpetual Warranty & Maintenance Agreement (continued from January 19, 2023) Request for a waiver of bids and award of a contract to Utility Service Company, Inc. in an amount not to exceed $36,222.00. This is the fourth (4) of fifteen (15) possible one-year extensions of the contract. (DISTRICT #3) A motion was made by Trustee Brian LaVaque, seconded by Trustee Bob Bachner, that the bid for the Highland Elevated Tank (listed as Highland Elevated Truck) be continued to February 2, 2023 due to a typographical error in the listing of the item on the agenda. This Payroll/Accounts Payable was approved on the Consent Agenda C. 230024 Approval of Accounts Payable For the period ending January 6, 2023 in the amount of $1,432,095.68. This Payroll/Accounts Payable was approved on the Consent Agenda D. 230037 Approval of Accounts Payable For the period ending January 13, 2023 in the amount of $1,937,656.17. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) E. 230036 Adoption of Village of Lombard Zoning Map - 2023 Request for approval of an ordinance approving an updated Village of Lombard Zoning Map pursuant to State Statutes. (DISTRICTS - ALL) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8122 Other Ordinances on First Reading Ordinances on Second Reading F. 220352 PC 22-27 Text Amendments to Chapter 155 of Village Code Zoning Ordinance - Parking The Plan Commission recommends approval of text amendments to the following Sections of Village Code: 1. Section 155.602, Table 6.3 to amend off-street parking requirements; 2. Section 155.602(A)(8) to amend the computation of parking spaces; 3. Section 155.802 to amend the definition of floor area; and 4. Any other relevant sections for clarity and consistency. Hammerschmidt Avenue - Public Works Fleet Building The Plan Commission submits its recommendation to approve an Ordinance granting the request of petitioner, Village of Lombard, for the following action on the subject property located within the OPD Planned Development (Civic Center Planned Development): Pursuant to Section 155.504 (A) (major changes in a planned development) of the Lombard Village Code, amend the Civic Center Planned Development, as established by Ordinances 6213, 6214, and 6978, to approve a variance for a front yard setback (along Central Avenue) of 7’ where 30’ is required pursuant to Section 155.412(F)(1) for an addition to the fleet building. (DISTRICT #6) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8124 H. 220385 PC 22-29: 919 N. Garfield Street - Mortuarial Services The Plan Commission submits its recommendation to approve an Ordinance granting the request of petitioner, Gleason Architects, for a conditional use pursuant to Section 155.420(C)(19) of the Lombard Village Code to allow for a building expansion of an existing mortuarial services business to expand on the subject property located within the I Limited Industrial District. (DISTRICT #4) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8125 I. 220405 PC 22-31: 244 - 376 E. St. Charles Road - Lombard Veterinary Hospital The Plan Commission submits its recommendation to approve an Ordinance granting the request of petitioner, Lombard Veterinary Hospital, for the Village to take the following actions on the subject property, located within the B2 Neighborhood Shopping District: 1. Approve a map amendment rezoning the subject property from the B2 Neighborhood Shopping District to the B5A Downtown Perimeter District; 2. Pursuant to Section 155.419(C) of Village Code, establish a new planned development for the property with the following zoning relief: a. Pursuant to Section 155.419(C)(2), grant a conditional use for an animal hospital, animal kennel, animal day care, and animal training facility; b. Pursuant to Section 153.507, grant a deviation to allow for 94 square feet of wall signage where 50 square feet of wall signage is permitted; f. Pursuant to Section 153.507, grant a deviation to allow a freestanding sign with 27 square feet in surface area, where a sign of 20 square feet in surface area is permitted; and 3. (DISTRICT #2) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8126 Resolutions J. 230019 Snow and Debris Hauling - Nagel Trucking & Materials - Change Order #1 Reflecting an increase to the contract with Nagel Trucking & Materials in the amount of $16,506.29. This increase is due to an increase in emergency excavation repairs as well as planned water and sewer system repairs and maintenance. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 04-23 K. 230026 2023 Victim Services Contract - Association for Individual Development (A.I.D.) The Community Relations Committee submits its recommendation to approve a contract with the Association for Individual Development (A.I.D) to assist employees and community members experiencing a crisis. Services provided include crisis intervention, counseling, advocacy, case management, education information, and community referrals for victims of crimes and/or trauma. This Resolution was adopted on the Consent Agenda Village of Lombard Page 6 Village Board of Trustees Minutes January 19, 2023 Enactment No: R 05-23 L. 230031 Resolution Accepting the Public Improvements on Meadow Avenue (Suraiya Subdivision) The Department of Community Development transmits for your consideration a proposed resolution to accept the pavement, curb and gutter, water main, fire hydrant, sanitary sewer, and street light in the public right-of-way on Meadow Avenue as part of the Suraiya Subdivision. All public improvements were designed, constructed and tested in conformance with Village requirements. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 06-23 Other Matters M. 230014 Highland Elevated Tank Perpetual Warranty & Maintenance Agreement (continued from January 19, 2023) Request for a waiver of bids and award of a contract to Utility Service Company, Inc. in an amount not to exceed $36,222.00. This is the fourth (4) of fifteen (15) possible one-year extensions of the contract. (DISTRICT #3) N. 230015 Civic Center Reservoir Perpetual Warranty & Maintenance Agreement Request for a waiver of bids and award of a contract to Utility Service Company, Inc. in an amount not to exceed $351,300.00. This is the third (3) of twenty (20) possible one-year extensions of the contract. (DISTRICT #6) This Bid was approved on the Consent Agenda O. 230016 Coarse Aggregate Materials Contract Extension-Vulcan Materials Co. Request for a waiver of bids and award of a contract to Vulcan Materials Co. in the amount not to exceed $64,500.00. This is a one-year extension of the contract. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda P. 230017 Snow and Debris Hauling Contract Extension Request for a waiver of bids and award of a contract to Nagel Trucking and Material in the amount not to exceed $49,000.00. This is a one-year extension of the contract. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda Q. 230020 2023 Contract Sewer Lateral Rodding - All Plumbing & Sewer Village of Lombard Page 7 Village Board of Trustees Minutes January 19, 2023 Services, Inc. Request for a waiver of bids and award a contract to All Plumbing & Sewer Services, Inc. in the amount not to exceed $40,000.00. The Village has contracted with All Plumbing & Sewer since 2007. They have continued to respond to requests in a very professional, responsive and reliable manner. The contract reflects no increase in fees and has remained the same since 2018. All other contractors besides All Plumbing & Sewer could not commit to the unconditional emergency response times. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda R. 230029 Renewal of Engagement Letter - Lauterbach & Amen, LLP Request approval of an engagement letter with Lauterbach & Amen to provide pension fund accounting services for FY 2023 in the amount of $17,385; FY 2024 in the amount of $17,910 and FY 2025 in the amount of $18,440. Lauterbach & Amen has provided pension fund accounting services to the Village since 1998. This Request was approved on the Consent Agenda S. 230030 Approval of Development Services Consultant Services - Thomas Engineering Staff requests that the Village Board approve a professional services contract with Thomas Engineering Group to continue to perform engineering inspection activities on behalf of the Village Community Development Department for the 2023 calendar year.
