Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, March 2, 2023 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 6:00 p.m. Chief of Police Tom Wirsing led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson Village of Lombard Page 1 Village Board of Trustees Minutes March 2, 2023 No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson Trustee Bob Bachner, Chairperson of the Public Works & Environmental Concerns Committee reported the following: The Public Works and Environmental Concerns Committee meet on Feb 14th. The committee reviewed amending ordinance section 50.039 of the Village Code to remove the testing for hexavalent chromium. The Village Code was amended in2019 and it inadvertently was not removed at that time. Based on review by the EPA, the Village of Lombard is no longer required to test for it. Also reviewed was the list of streets and the budget for 2023 Asphalt Street resurfacing and also the 2023 Concrete roadway program. Both programs at an estimated cost of $2.7 million. The backyard drainage program was also reviewed. Recommended changes to be made were renaming as the Residential Drainage Program. Among some of the other changes will be a more resident-friendly program by having staff more involvement with particular resident issues and providing increased technical assistance to the property owners along with more of a relationship and engagement with the contractors. The amount the Village will fund is being raised. The village will pay 50% of the project up to a maximum of $15,000 after review and approval of the particular project. All these items were approved and passed unanimously by the Public Works Committee. Village Manager/Village Board/Village Clerk Comments Village Clerk Liz Brezinski read the following announcements: With a winter snowstorm expected tomorrow, residents are reminded that parking on Village streets is not allowed after one inch of snow falls. Residents and visitors are responsible for removing their vehicles from the street to create a clear passage for snowplows. This will assist our Public Works crews work safely and efficiently to keep our streets clear of snow and ice. Lombard is recognizing Illinois Severe Weather Preparedness Week March 6th through March 10th. Tips and safety information can be found on the Village website. Residents are urged to have a plan in the event of severe weather and to sign up for weather alerts. The Village’s next blood drive is scheduled for Wednesday, March 8 from 9 am and 1:30 pm at Yorktown lower level by Von Maur. Donating blood is safe, simple and saves lives. Daylight Savings time begins Sunday, March 12th. Don’t forget to “spring forward” setting your clocks ahead one hour. This is also a good time to change batteries in your smoke and carbon monoxide detectors. This Payroll/Accounts Payable was approved on the Consent Agenda B. 230079 Approval of Accounts Payable For the period ending February 17, 2023 in the amount of $1,055,128.40. This Payroll/Accounts Payable was approved on the Consent Agenda C. 230083 Approval of Accounts Payable Village of Lombard Page 3 Village Board of Trustees Minutes March 2, 2023 For the period ending February 24, 2023 in the amount of $1,376,208.03. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 230046 Ordinance Amending Section 50.039 of the Lombard Village Code Approving an Ordinance amending Title V, Chapter 50, Section 50.039 of the Lombard Village Code in regard to the regulations applicable to the use of the sanitary sewer system. The amendments to the Code are in relation to Industrial Pretreatment Standards and the establishment of local limits for specific discharges. (DISTRICTS - ALL) Village of Lombard Page 4 Village Board of Trustees Minutes March 2, 2023 This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8135 Other Ordinances on First Reading G. 230076 PC 23-03: Text Amendments to Chapter 155 of the Village Code the Zoning Ordinance - Garage Height The Plan Commission recommends approval of text amendments to Section 155.210(A)(3)(b) of the Village Code, pertaining to the highest point on the roof or parapet for any detached accessory building or structure, or a detached garage. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda Ordinances on Second Reading Resolutions H. 230081 Charles Lane Basin Improvements Project - Design Engineering Amendment #2 Reflecting an increase to the contract with Engineering Resource Associates, in the amount of $2,470.00. This amendment is for additional geotechnical engineering services beyond the current scope of the contract. Due to restrictions related to wetlands, floodplain and right-of-way limits, a retaining wall is being proposed. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 11-23 Other Matters I. 230025 Local Tourism Grant Application 2023 - Lilac Sale Recommendation from the Community Promotion & Tourism Committee to approve a grant request from the Lombard Garden Club in the amount of $2,000 from Hotel/Motel funds to cover the cost of the purchase of lilacs and associated items. The sale is a two day event beginning May 11, 2023. (DISTRICT #1) This Request was approved on the Consent Agenda J. 230035 Local Tourism Grant Application 2023 - Lilac Princess Program Recommendation from the Community Promotion & Tourism Committee to approve a grant request from the Lombard Junior Women's Club in the amount of $7,500 from Hotel/Motel funds. The grant funds support the costs of the program and the scholarships. Village of Lombard Page 5 Village Board of Trustees Minutes March 2, 2023 This Request was approved on the Consent Agenda K. 230039 Local Tourism Grant Application 2023 - Lombard Cycling Classic Recommendation from the Community Promotion & Tourism Committee to approve a grant request from the DuPage County Convention and Visitors Bureau and Prairie State Cycling Series, LLC in the amount of $9,000 from Hotel/Motel funds for expenses related to the fees associated with the event. The grant also includes $10,000 in Village Services. The event is scheduled to take place on July 25, 2023. (DISTRICT #1) This Request was approved on the Consent Agenda L. 230042 Local Tourism Grant Application 2023 - Jingle Bell Jubilee Recommendation from the Community Promotion & Tourism Committee to approve a grant request from the Lombard Chamber of Commerce in the amount of $3,000 from Hotel/Motel funds to cover the cost of Village Services for Public Works overtime. The event will take place on December 2, 2023. (DISTRICT #1) This Request was approved on the Consent Agenda M. 230069 Village Board Policy Amendment - Residential Drainage Program Recommendation from the Public Works and Environmental Concerns Committee to approve the proposed changes to the Village Board Residential Drainage Program Policy. The changes include but are not limited to, transitioning from a Backyard Drainage Grant Program to a Residential Drainage Program; creating a concierge level of service to drainage requests, from initial inquiry to final resolution; increase exposure of services provided by the Village pertaining to drainage; provide increased direct technical assistance, regardless of grant availability; develop contractor’s outreach program and direct engagement for grant applicants; increase funding levels when warranted (up to $15,000, with a minimum 50% matching component); and promote opportunities through direct communication efforts.
