Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson Trustee Bernie Dudek, Chairperson of the Community Promotion & Village of Lombard Page 1 Village Board of Trustees Minutes June 15, 2023 Tourism Committee, reported the following: The Community Promotions and Tourism Committee met on June 6. The Committee listened to a Local Tourism Grant application request from the Lombard Junior Women’s Club for a Lombard Beer Fest to take place in July. We then met with Westin Chicago Lombard’s General Manager Kym Meyers to review their Local Hotel Relief Grant Application. As a reminder, this hotel relief funding comes from the American Recovery Plan Act and is intended to help our local hotels continue to recover post-pandemic. Grant funding is limited to the proportionate share of total grant funds calculated on a per room basis and to be eligible for consideration, applications must adhere to our designated guidelines including qualified expenses and eligibility requirements. The committee voted to recommend approval for both of these grant requests. Tonight, we will be voting on these two recommendations, as well as on a previous Local Tourism Grant request from the Downtown Lombard Business Alliance and Lombard Chamber of Commerce for the October 22, 2023 downtown Spooktacular event. Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson Trustee Anthony Puccio, Chairperson of the Economic & Community Development Committee, reported the following: At last Monday night’s meeting of the Economic and Community Development Committee, the ECDC voted to approve a façade grant for a wall sign for Bone & Blossom tattoo studio, to be located at 126 West St. Charles Road. The members met the new Lombard Chamber President/liaison Rick Galfano. The ECDC will also be holding a Special Meeting on June 26, 2023 at 7:00 p.m. at the Village Hall. Village Manager/Village Board/Village Clerk Comments Village President Keith Giagnorio wished Village Manager Scott Niehaus a happy birthday. Village Clerk Liz Brezinski noted the following: I just wanted to say a few words about the agenda item regarding the reappointments to the various committees, boards, and commissions. As anyone who attends our Board of Trustees meetings knows, the meetings tend to be on the shorter side. I like to think it is because we are so efficient. One of the main factors is that so much work is done prior to any item appearing on our agenda. The volunteer committees and village staff do the majority of the “heavy lifting” - asking questions, researching, looking at code, running the numbers, offering suggestions or alternatives, conferring with the Village Attorney and so on. The items on tonight’s agenda have likely been discussed at a minimum of two prior committee meetings. The committees are an integral part of our government system, and the Village is committed to making sure they are representative of our community. Letters were recently sent to all current members whose terms are up to gauge their interest in continuing to serve another term. Additionally, these letters noted if the person missed 3 or more meetings in a year. The intent was not to shame anyone, but to emphasize the fact that these volunteers play an important role. I think I can speak for everyone sitting up here when I say we truly appreciate the work done by our committees. In 2021, we adopted a new policy of requiring the committee chair to interview at least 3 people for any vacancy. This is intended to increase openness and transparency and provide the opportunity for a more inclusive process. That being said, we have identified 10 vacancies across various committees that need to be filled, and we are once again looking for interested community members to apply. Additional information can be found on the village website and will be shared out via social media starting Monday. We would like to encourage anyone interested to consider this opportunity and if needed, reach out to any Village of Lombard Page 3 Village Board of Trustees Minutes June 15, 2023 one of us to learn more about our committees and the appointment process. Village Clerk Liz Brezinski Liz Brezinski read the following announcements: Be a hero - donate blood on Saturday, June 17th from 8:00 am until 2:00 pm at the First Church, 220 S. Main Street. All donors will receive a Summerfest code to redeem for a general admission ticket as well as be entered into a drawing for a free motorcycle. Have unwanted documents to dispose of? Free shred event Saturday, June 17 from 9:00 am until noon (or until the truck is full) at the Village Hall, 255 E. Wilson. Come join us this Saturday as Cruise Nights and Summer Concerts returns to downtown Lombard. This event is held each Saturday (except July 1st) through the end of August from 6:00 p.m. to 10:00 p.m. This is a free family event with lots of cool cars, a kid’s corner and weekly entertainment. Come join us on Saturday for the kick-off of Cruise Nights 2023. The Lombard Police Department will join the Illinois State Police and more than 200 local police and sheriffs offices by stepping up enforcement over the July 4th holiday focused on impaired and unbuckled drivers. The campaign begins June 16 and runs through July 5th. Drive sober, or get pulled over. The Lombard Farmers Market located at 20 E. St. Charles Road is held every Tuesday from 2:00 pm until 7:00 pm. Fresh locally grown produce and hand-crafted item are featured each week. Village Offices will be closed on Tuesday, July 4th in recognition of Independence Day. Offices will re-open on Wednesday at 8:30 am. Residents are reminded that they can visit the Village website to pay a water bill, submit building plans and report a concern. Come join the fun at Madison Meadow Park on Tuesday, July 4th with the Mad Bomber Fireworks Display scheduled to begin at approximately 8:45 p.m. The July 6th Village Board meeting has been cancelled. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Village of Lombard Page 6 Village Board of Trustees Minutes June 15, 2023 Enactment No: Ordinance 8166 J-3. 230222 FY23 Six (6) Vehicles Purchase - Haggerty Ford Request for a waiver of bids and award of a contract to Haggerty Ford of West Chicago in the amount of $255,525.00 for the purchase of six (6) public works vehicles. The current conditions in the new vehicle marketplace have made securing these vehicles for purchase difficult. Public Works has been searching local dealers to source FY2023 replacement vehicles and have located several vehicles available through Haggerty Ford in West Chicago. Approval of an Ordinance declaring Units PI-164, a 2013 Ford Fusion, PI-187, a 2014 Ford Fusion, PP-207, a 2016 Ford Transit Connect, WM-491, a 2014 Ford Transit Connect, SM-426, a 2014 Ford Transit Connect and SM-446, a 2016 Ford F-250, as surplus and authorizing their sale and/or disposal. Staff requests a waiver of first. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8167 Other Ordinances on First Reading Ordinances on Second Reading Resolutions K. 230199 Agreement With Flock Safety, Inc. Request for a waiver of bids and approval of a Resolution authorizing the police department to consolidate existing agreements with Flock Safety, Inc. for license plate readers into a five-year agreement to secure current pricing. The agreement would also add three license plate readers at locations to be determined. The annual cost of the agreement would be $37,500 per year with the first year cost of $39,450 due to installations costs of cameras, with a total cost of $187,500 over five years. This Resolution was adopted on the Consent Agenda Enactment No: R 29-23 L. 230210 22nd Street Shared-Use Path Improvements Resolution for Expenditure Authorization Resolution authorizing a match of $240,000.00 or as much as is mandatory for IDOT to let the project. This amount matches the local funding amount in the construction budget, and this amount is included within the current Capital Improvement program. (DISTRICTS #3 and #6) This Resolution was adopted on the Consent Agenda Village of Lombard Page 7 Village Board of Trustees Minutes June 15, 2023 Enactment No: R 30-23 Other Matters M. 230192 FY2023 Crack Sealing/Pavement Preservation Program Request for a waiver of bids and award of a contract to SKC Construction, Inc. in the amount of $95,000.00. This was originally bid on February 1, 2022 with possible contract extensions at the same fixed price for years two and three. This contract represents year two. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda N. 230206 Electric Vehicle Charging Infrastructure Purchase Request for a waiver of bids and award of a contract to Carbon Day EV Charging of Wheeling, Illinois in the amount of $28,944.00. The Village has reviewed multiple suppliers and has determined that the ChargePoint equipment is most suited for the Village's needs. This equipment is available through the Sourcewell Cooperative Purchasing Program (Contract #042221-CPI). The local distributor under the Sourcewell contract is Carbon Day EV Charging. (DISTRICT #6) This Bid was approved on the Consent Agenda O. 230211 FY2023 Surface Treatment Program Award of a contract to Austin-Tyler, Inc., the lowest responsible bidder of three (3) bids received, in the amount of $145,898.92. The Surface Treatment Program is designed to extend the life of asphalt pavements through the application of a rejuvenating agent that penetrates into the pavement. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda P. 230200 Local Tourism Grant Application 2023 - Lombard Beer Fest Recommendation from the Community Promotion & Tourism Committee to approve a grant request from the Lombard Junior Women's Club in the amount of $15,000, including Village services from Hotel/Motel funds. The grant funds support the costs of expenses toward security, waste removal, fencing, and entertainment. The fest will take place on July 22, 2023. This Request was approved on the Consent Agenda Q. 230201 The Westin Chicago Lombard Local Hotel Relief Grant Application Recommendation from the Community Promotion and Tourism Committee to approve a grant in the amount of $79,895 to support capital improvements to the hotel, safety and security improvements, and Village of Lombard Page 8 Village Board of Trustees Minutes June 15, 2023 other improvements to hotel facilities. This Request was approved on the Consent Agenda R. 230041 Local Tourism Grant Application 2023 - Spooktacular Recommendation to from the Community Promotion & Tourism Committee to approve a grant request from the Downtown Lombard Business Alliance in the amount of $10,000 from Hotel/Motel funds to cover the cost of Village Services (Public Works, Police, Fire), Waste Management costs, and any activities that are not covered by sponsorships. The event will take place on October 22, 2023. (DISTRICT #1) This Request was approved on the Consent Agenda S. 230203 Contract Extension with Lauterbach & Amen, LLP for Auditing Services Motion authorizing a three-year contract extension in the amount of $37,525 for FY 2024, $38,275 for FY 2025 and $39,025 for FY 2026 with Lauterbach and Amen, LLP for auditing services. Roosevelt Road - Noon Whistle Brewing Special Event - Summerfest Ordinance amending Title XI, Chapter 112, Section 112.18(B) of the Lombard Village Code with regard to alcoholic beverages, providing for the sale and consumption of beer in connection with a temporary event (Summerfest) on June 10, 2023 located at 800 E. Roosevelt Road. This action is to ratify the issuance of a Class J liquor license for the Summerfest event by the Liquor Commissioner. (DISTRICT #6) Trustee Brian LaVaque indicated he would abstain from voting due to a personal relationship with the owner of Noon Whistle. A motion was made by Trustee Dan Militello, seconded by Trustee Anthony Puccio, that the Ordinance for 800 East Roosevelt Road - Noon Whistle Brewing Special Event Summerfest be waived of first reading and passed on second reading with suspension of the rules. The motion carried by the following vote: Aye: 5- Anthony Puccio, Bernie Dudek, Andrew Honig, Dan Militello, and Bob Bachner Abstain: 1- Brian LaVaque Enactment No: Ordinance 8169 Other Ordinances on First Reading B. 230051 ZBA 23-01: 327 S. Lombard Avenue (Continued from May 4, 2023 to June 15, 2023 at Request of Petitioner) The Zoning Board of Appeals (ZBA) submits its recommendation to approve the petitioner's request to grant a variation from Section 155.407(H) of the Lombard Code of Ordinances to allow for forty-five percent (45%) of the lot area to be preserved in open space, where a minimum of fifty percent (50%) lot area preserved in open space is required in the R2 Single-Family Residence District. (DISTRICT #5) Trustee Militello stated he would be voting in support of the petitioner's request; however, he wished that the permitting process had been followed from the beginning. He noted the resident has been cooperative in attempting to resolve the issues. Trustee Bachner stated that zoning is in place to retain green space. He noted the petitioner did not follow appropriate steps, and he will be voting against the petition's request. A motion was made by Trustee Dan Militello, seconded by Trustee Andrew Honig, that the Ordinance relative to ZBA 23-01 for 327 S. Lombard be passed on first reading. The motion carried by the following vote: Aye: 5- Brian LaVaque, Anthony Puccio, Bernie Dudek, Andrew Honig, and Dan Militello Nay: 1- Bob Bachner Village of Lombard Page 11 Village Board of Trustees Minutes June 15, 2023 C. 230162 PC 23-10: 938 E. St. Charles Road The Plan Commission submits its recommendation of approval of the following actions on the subject property, located within the B4 Corridor Commercial District: 1. Approval of a conditional use pursuant to Section 155.416(C)(11) of the Village of Lombard Code of Ordinances for an expansion to an existing gas station/convenience store building, with the following variations, 2. Variance to the minimum lot area of 21,286 square feet, where 40,000 square feet is required pursuant to Section 155.416(D), and 3. For the proposed canopy expansion, a variance to the front yard setback to 3 feet 3 inches, where 30 feet is required pursuant to Section 155.416(F)(1). (DISTRICT #4) Director of Community Development Bill Heniff provided an overview of a Powerpoint presentation relative to this petition. The petitioner/owner (Jesbin Manuel) and the petitioner's attorney (Gregory Ziomek) were available to answer any questions. Danielle Procopio stated the property owners have been very agreeable and the parties have worked out most of their concerns. The remaining question is regarding the cooling units. The resident is concerned about possible noise levels. The petitioner and resident will continue to work together to resolve. A motion was made by Trustee Andrew Honig, seconded by Trustee Brian LaVaque, that the Ordinance relative to PC 23-10 for 938 E. St. Charles Road be passed on first reading. A variance from Section 155.407(H) of the Lombard Code of Ordinances to allow for forty percent (40.2%) of the lot area to be preserved in open space, where a minimum of fifty percent (50%) lot area preserved in open space is required; and 2.
