I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard was called to order by Village President Keith
Giagnorio at 6:00 p.m. Thursday, August 17, 2023 in the Board Room of
the Lombard Village Hall. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

Trustee Dan Militello, Chairperson of the Community Relations
Committee, reported the following:
The Committee met on August 14th; staff provided on update on the
Senior Fair scheduled for October 4th; communication sent out relative to
looking for nominations for Senior Man and Senior Woman of the Year;
staff will provide an update regarding a proposal to conduct the National
Citizens Survey in Lombard.

Committee, reported the following:
The Committee met on July 24th; the committee reviewed the FYE 2022
Annual Comprehensive Financial Report and Management Letter
prepared by Lauterbach & Amen, LLP; the committee recommended
that the report and letter be sent to the Village Board to accept both
documents and place on file.

Village Clerk Liz Brezinski read the following announcements:
Come join us this Saturday from 6:00 p.m. to 10:00 p.m. for Cruise
Nights and Summer Concerts in downtown Lombard featuring The
Village of Lombard Page 2

Blooze Brothers. The final Cruise Night event is scheduled for Saturday,
August 26th and features the #1 Festival Pop/Rock Band 7th Heaven.
This is a free family event with lots of cool cars, a kid’s corner and weekly
entertainment.
The Warhol themed canned food drive benefitting the Outreach House
Food Pantry in Lombard continues through September 1st. Donations
can be dropped off at the Village Hall, Fire Station 45, the Historical
Society Museum, the Madison Meadows Recreation Center and the
Helen Plum Library.
The Lombard Police Department is partnering with the Illinois State
Police and law enforcement agencies across the state to enforce
impaired driving and help save lives. The “Drive Sober or Get Pulled
Over” enforcement campaign runs from August 18th through the early
morning hours of September 5th.
The Lombard Farmers Market located at 20 E. St. Charles Road is held
every Tuesday from 2:00 pm until 7:00 pm. Fresh locally grown produce
and hand-crafted item are featured each week.
Village Offices will be closed on Monday, September 4th in observance
of Labor Day. Offices will reopen at 8:30 am on Tuesday, September
5th. Residents are reminded they can visit the Village website to pay a
water bill, submit building plans and report a concern.
The Village is seeking nominations for its 18th Annual Senior of the Year
Awards which recognizes outstanding seniors who volunteer or go above
and beyond to positively benefit the Lombard community. Deadline for
nominations is 4:30 p.m., Wednesday, September 6th.
Students are preparing to return to school. Motorists are encouraged to
be extra vigilant especially on streets in and around our schools.

indoor only on the subject property located within the B3 Community
Shopping District. (DISTRICT #3)

sale and consumption of alcohol in connection with a temporary event
within St. Charles Road (from Main Street to 150 feet west of Park
Avenue) and Park Avenue (from Michael McGuire Drive to St. Charles
Road) public rights-of-ways on August 26, 2023 relative to Cruise Nights
and the Summer Concert Season Finale. (DISTRICT #1)

Lombard Village Code decreasing the number of entries in the Class “Z”
liquor license category by one due to the licensee, Rock Bottom Group,
LLC d/b/a Rock Bottom Restaurant and Brewery, no longer conducting
business located at 94 Yorktown Shopping Center, and surrendering its
Class “Z” license. (DISTRICT #3)

Resolution approving parking agreements with AT&T and Egg House for
use of their parking lots for the Cruise Nights Final Event on August 26,

I. 230259 North Grace Street Underground Improvements, Change Order
#1
Reflecting an increase of $194,143.55 to the contract with John Neri
Construction Company. The revised contract amount represents
field-measured quantities for contract pay items associated with the
water and sewer improvements and supplemental pricing for work not
covered by existing items. A time extension for a delay related to natural
gas service relocation and additional sanitary sewer service separation
work is also included. (DISTRICT #4)

Hazards Mitigation Plan (NHMP)
The NHMP serves as a formal document to address natural hazard

Relative to The Elmhurst Memorial Hospital Parking Lot
Authorizing a Resolution for the Village President and Village Clerk to
enter into a Memorandum of Understanding with the Helen Plum Library
for a portion of the Elmhurst Memorial Hospital Lot. The Village will have
full access to 44 spaces in the Elmhurst Hospital Lot between August 15,
2023 and December 31, 2023. (DISTRICT #1)

Request for a waiver of bids and award of a contract to JX Peterbilt of
Bolingbrook, IL in the amount of $285,697.36. The Peterbilt chassis is
available for joint purchase through Sourcewell Contract #060920-PMC.
The participating Sourcewell Peterbilt dealer in our area is JX Peterbilt of
Bolingbrook. The dump body, plow and salt spreader are also available
for joint purchase through the Sourcewell Contract #080114-MTE. The
participating Sourcewell vendor for this equipment is Monroe Equipment
of Joliet.

A motion was made by Trustee Dan Militello, seconded by Trustee Andrew
Honig, that the ordinance regarding approval of a Plat of Abrogation of a
Public Utility Easement for 1105 Highridge Road be continued to September 7,
2023 due to an insufficient number of elected officials present to vote. The
motion carried by the following vote:
