Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Village of Lombard Page 1 Village Board of Trustees Minutes October 19, 2023 Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson Trustee Bob Bachner, Chairperson of the Public Works & Environmental Concerns Committee, reported the following: The Public Works and Environmental Concerns Committee met on Oct 10th. The new solid waste contract for 2024-2029 was reviewed. After surveying 21 surrounding communities, staff negotiated a reasonable agreement with Waste Management which keeps Lombard rates remaining lower than 17 of the surrounding communities. Lombard has had a very good working relationship with Waste Management and they have been very responsive with customer service. The committee voted unanimously to approve the new contract. The committee also reviewed change orders for current construction contracts. In front of the Board for approval tonight is my recommendation for the newest member to the Public Works and Environmental Concerns Committee. After carefully reviewing 10 applicants for 1 open position, I selected Lombard resident Nathan Borjas. Having been a community volunteer, he is now interested in getting more involved with the Village. He comes to the table with public works experience working at a neighboring community and is also a certified water operator. I look forward to welcoming a new member to the committee. Board of Local Improvements - Trustee Bob Bachner, President No report Lombard Historic Preservation Commission - Village Clerk Liz Brezinski No report Village of Lombard Page 2 Village Board of Trustees Minutes October 19, 2023 VII. Village Manager/Village Board/Village Clerk Comments Trustee Bernie Dudek noted the following: I just wanted to say that last week I completed the Citizen Fire Academy and it was absolutely phenomenal. We had 5 weeks of classes and one day of hands-on and it was both a blast and an eye opener. Both instructors, Lieutenant’s Tim Gorvett and Tony Sally put together a fantastic program and taught with enthusiasm and humor. And this was all done on their time off which was doubly appreciated. I also want to give a shout out to all of the other firemen from Firehouses 44 and 45 who assisted and volunteered their time as well. They were all amazing. This completes my tour of the Village’s three citizen academies and I just want to remind our residents what a great and unique series of programs these are. Public Works, Police, and Fire all offer these classes for free to anyone who is interested. Each class offers behind-the-scenes access and information to help us all understand the tireless work these public servants perform to make our lives better and safer. I have joked with our chiefs and our public works director about which program is the best and gets my biggest thumbs up - but the honest truth is they are all so different and well done it is impossible to pick a favorite. So please, when the courses are offered again, sign up. Village Manager Scott Niehaus asked that a motion be made to remove Consent Item J regarding the Vet Hospital from the agenda and another motion be made to continue the item as an amended item will come to the Village Board at a later time. Village Clerk Liz Brezinski read the following annoucements: Spooktacular returns to downtown Lombard on Sunday, October 22nd from noon until 5pm. This free family event will include trick or treating, costume contest, scavenger hunt, bounce houses, craft fair, live entertainment and so much more. Halloween is Tuesday, October 31st. Recommended trick-or-treating hours are 3:00 pm until 7:00 pm. Residents who choose to participate are encouraged to illuminate the outsides of their homes to let children know they are welcome. Motorists are asked to be mindful of children and families crossing dimly lit streets as they trick-or-treat. The Lombard Police Department urges drivers to commit to sober driving this Halloween as children and families walk through neighborhoods after dark in search of candy and spooky fun. Increased enforcement will focus on impaired driving as well as other traffic violations. Just a few precautions can lead to a Happy Halloween. The National Prescription Drug Take-Back Day is scheduled for Saturday, October 28th from 10:00 am until 2:00 pm at the Lombard Police Department, 235 E. Wilson. This program provides residents with Village of Lombard Page 3 Village Board of Trustees Minutes October 19, 2023 a safe, convenient and responsible means of disposing of prescription drugs. For additional information on events in the community as well as information on all Village services, please check the Village website at www.villageoflombard.org. 230331 Downtown Improvement & Renovation Grant; 244 E St Charles Road (Lombard Veterinary Hospital) A recommendation from the Economic and Community Development Committee to approve a Downtown Improvement and Renovation Grant Program (also known as the Facade Grant Program) for the Lombard Veterinary Hospital property. The applicant is redeveloping the entire subject property with an expanded veterinary hospital plus a 2,400 square-foot second building for future commercial use. The grant request is for partial funding to provide for the relocation and burial of an existing Com Ed transmission line, consistent with grant provisions and in an amount not to exceed $44,809.97 (50% of the Com Ed project cost) (DISTRICT #4) A motion was made by Trustee Anthony Puccio, seconded by Trustee Dan Militello, that the Resolution regarding a Downtown Improvement Grant for 244 E. St. Charles Road (Lombard Veterinary Hospital) be removed from the Consent Agenda. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 230317 Purchase of Four (4) For F-250 4x4 Pickups with Plows and an Ordinance Declaring Certain Municipal Vehicles as Surplus, and Authorizing the Sale Thereof Request for a waiver of bids and award of a contract to Rush Truck Centers of Northern Illinois, in the amount of $221,580.00 for the purchase of Four (4) Ford F-250 Pickups with Plows. The vehicles will be purchased through the Suburban Purchasing Cooperative (SPC Contract #221), of which the Village is a member. Approval of an Ordinance declaring units FO311, a 2017 Ford F-250, WP423, a 2016 Ford F-250, WT441, a 2016 Ford F-250, SM445, a 2016 Ford F-250, as surplus and authorizing their sale and/or disposal. Staff requests a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8195 D-2. 230276 Amending Title XI, Chapter 112, Sections 112.12, 112.13(A), and 112.14(A) of the Lombard Village Code (Alcoholic Beverages) Ordinance amending Title XI, Chapter 112, Sections 112.12, 112.13(A), and 112.14(A) of the Lombard Village Code deleting the liquor license Class “ZZ” in its entirety. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8196 D-3. 230220 PC 23-17A: 999 N . Garfield and 1051 N. Garfield Street - IMG Trucking INC Off-site Parking and Landscape Variance The Plan Commission submits its recommendation of approval of the following actions on the subject property located within the I Limited Industrial District: 1. Approve a conditional use, pursuant to Section 155.420(C)(23) of the Lombard Village Code to allow for off-site parking on the subject property, 999 N. Garfield Street, for IMG Trucking, Inc. use located at 1051 N. Garfield Street; and 2. Roosevelt Road in the amount of $10,718.00 for the Fiscal Year beginning January 1, 2023 and ending December 31, 2023. (DISTRICT #6) This Ordinance was passed on first reading on the Consent Agenda Ordinances on Second Reading Resolutions F. 230323 FY2023 Concrete Rehabilitation Program, Change Order #1 Reflecting an increase to the contract with G & M Cement Construction, Inc. in the amount of $27,750.00. This increase is needed to adjust the contract quantities to reflect the addition of 1,200 #6 dowel bars used throughout the Village and added traffic control to facilitate the road closures required on Highland Ave. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 50-23 G. 230326 FY2023 Snow and Debris Hauling Change Order #1 Reflecting an increase to the contract with Nagel Trucking & Materials, Inc. in the amount of $17,265.50. The increase is needed due to the increase in hauling spoils for FY2023 from an increase in emergency excavation repairs as well as planned water and sewer system repairs and maintenance. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 51-23 H. 230327 Highlands of Lombard Lift Station Improvements - Omega Electric, Change Order No. 3 Approving an extension of contract with Omega Electric. This is due to supply chain delays. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 52-23 I. 230328 22nd Street Junction Chamber, Change Order #1 Reflecting an increase to the contract with John Neri Construction Company in the amount of $11,500.00. The revised contract amount represents the cost increase associated with installing a pressure connection on the 22nd Street sanitary sewer force main. (DISTRICT #3) This Resolution was adopted on the Consent Agenda Enactment No: R 53-23 J. Downtown Improvement & Renovation Grant; 244 E St Charles Road (Lombard Veterinary Hospital) (This item was removed from the Consent Agenda) K. 230332 Resolution Regarding the Designation of Signatories on Village Accounts Resolution approving Jamie Cunningham, Assistant Director of Finance, as an approved signatory on Village accounts. This Resolution was adopted on the Consent Agenda Enactment No: R 55-23 L. 230336 22nd Street Shared-Use Path Improvements - Resident Engineering Contract Approving a contract with Christopher B. Burke Engineering in an amount not to exceed $120,000.00 for Resident Engineering. The path improvement project will complete a missing path gap and rehabilitate the existing shared-use path from Finley Road to Meyers Road. (DISTRICT #3) Enactment No: R 56-23 Other Matters M. 230335 Agreement with Dell Marketing for Renewal of Village's Microsoft Office 365 Subscription Request for a motion to approve the purcahse through the State of Illinois Contract with Dell Marketing for the renewal of the Village's Microsoft Office 365 Subscription in the amount of $51,774.62. This Request was approved on the Consent Agenda N. 230319 Appointment - Public Works & Environmental Concerns Village of Lombard Page 7 Village Board of Trustees Minutes October 19, 2023 Committee Request for concurrence in the appointment of Nathan Borjas to the Public Works & Environmental Concerns Committee for a two-year term to May 2025 to fill a vacancy created by the resignation of Allen Hennig. Dunteman Company, in the amount of $1,584,900.00. The South Park Pedestrianization Project is an extension of the Downtown Sidewalk Improvement Project. The project includes the conversion of South Park Avenue between St. Charles Road and McGuire Drive to a pedestrian oriented space. The Village solicited a proposal from R.W. Dunteman Company, who was the lowest qualified bidder for the Downtown Sidewalk Project Improvement and has performed well to date. (DISTRICT #1) Trustee LaVaque stated he felt this was a great project for Lombard's downtown and would provide more opportunities for the businesses, as well as residents and visitors. Village Manager Niehaus indicated that the Village would send out a regular communication to keep the businesses and resident updated on the project. A motion was made by Trustee Andrew Honig, seconded by Trustee Brian LaVaque, that the Resolution regarding the South Park Pedestrianization Project Construction Contract be adopted.
