I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, November 2, 2023 in the Board
Room of the Lombard Village Hall was called to order at 6:00 p.m. by
Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

230344 Public Hearing - Proposed Property Tax Increase for the Village of
Lombard
A Public Hearing for the purpose of hearing written or oral comments
from the public concerning the proposed property tax levy increase of
6.65% for the Village of Lombard.
Village Attorney Jason Guisinger noted the following:
Tonight’s public hearing is in regard to the Village’s proposed 2023
property tax levy. The Village’s proposed tax levy is greater than 105% of
last year’s tax extension. Therefore, tonight’s public hearing is required
pursuant to the Illinois Truth and Taxation Law. Notice of the public
hearing was published in the Lombardian pursuant to State
Statute. The procedures for the public hearing will be as follows: First, Mr.
Niehaus and Mr. Sexton will give a presentation on the proposed levy.
Then, members of the public will have an opportunity to speak on the levy
or ask any questions they may have. After the public has had an

opportunity to speak, the public hearing will be turned over to the Village
Board for questions and comments. Once the Village Board has finished
with comments and questions, a motion will be made to close the public
hearing.
Village Manager Scott Niehaus thanked Trustee Honig, the members of
the Finance & Administration Committee and the Finance Department
staff for their work on this matter. The annual tax levy funds public
services from police, fire, community development, public works, finance
and governance. The Village is able to increase property taxes each
year by the lesser of 5% or Consumer Price Index (CPI) plus new growth,
without a referendum. A public hearing is required when the percentage
increase in the proposed tax levy is greater than 5%. The Finance &
Administration Committee reviewed the proposed tax levy and voted
unanimously to recommend that the Board of Trustees approve the 2023
statutorily permissible proposed levy of $11,788,323, an increase of
$735,283, or 6.65%. The F&A Committee recommended that the
increase be set aside specifically for public safety building needs. The
proposed tax levy increase translates to an increase of approximately
$29.31 for the owner of a $300,000 home. The Village receives
approximately 7.75% of property tax dollars, or 7.57 cents of each
property tax dollar paid. He then reviewed information on why the
Village should take the permissible levy increase.
Director of Finance Tim Sexton reviewed the proposed 2023 statutorily
permissible levy.
Village Manager Scott Niehaus then reviewed future challenges
regarding the public safety building needs, and associated costs. He
spoke about possible sites for the relocation of the police department;
the selection of an architect(s); funding options for the future facility
improvements; a communications plan; and the F&A Committee
recommendation.
A motion was made by Trustee Anthony Puccio, seconded by Trustee Andrew
Honig that the Public Hearing held on Thursday, November 2, 2023 in the
Board Room of the Lombard Village Hall for the purpose of hearing written or
oral comments regarding the proposed property tax increase for the Village of
Lombard be closed at 6:15 p.m.

VII. Village Manager/Village Board/Village Clerk Comments
Trustee Brian LaVaque noted the Falcons were playing this weekend
and wished them well.
Village Clerk Liz Brezinski read the following announcements:
Don’t trash your pumpkins, come smash your pumpkins at this year’s
Pumpkin Smash Event. The event provides an easy way to compost
your pumpkins. The event will be held in the east parking lot at Lombard
Commons Park from 9:00 am until noon on Saturday, November 4th.

Daylight Savings Time ends at 2:00 am Sunday, November 5th. Don’t
forget to turn your clocks back one hour. This is also a good time to
change batteries in your smoke, fire and carbon monoxide detectors.
The Village’s Fall Leaf Collection Program begins Monday, November
6th and runs through December 15th. During the six-week free leaf and
yard waste collection, residents may place an unlimited amount of paper
bags containing only leaves at the curb on their normal collection day
without the need for stickers. Other yard debris may be placed at the
curb following regular guidelines including bundling and stickers.
Residents are encouraged to take advantage of the Compost Bin
Reimbursement Program, a means to lessen yard waste collection. Visit
www.villageoflombard.org/yardwaste.
Residents and visitors are invited to help honor and remember our
Veterans at the Veterans Day Ceremony to be held at the Sunken
Garden at Lombard Common Park, Grace and Maple at 11:00 am on
Saturday, November11th.
The Village will host its annual Fall Blood Drive Tuesday, November 14th
from 8am until 1pm at Yorktown and from 1:30 pm until 7pm at First
Church, Main and Maple. This blood drive is dedicated to honoring our
Veterans and remembering former Village President Bill Mueller.

Ordinance amending the Lombard Village Code imposing non-resident
medical transportation fees at 100% of actual cost and resident medical
transportation fees at 90% of the actual cost as determined by the Illinois
Department of Healthcare and Family Services and/or the Federal
Centers for Medicare and Medicaid Services .

I. 230320 PC 23-21: 717 E. Butterfield Road - Chick-fil-A drive-through
modification and canopy
The Plan Commission submits its recommendation to approve the

development) of the Lombard Zoning Ordinance, amend the Homestead

O. 230357 Undercarriage Wash System for Fleet Facility Project
Request for a waiver of bids and award of a contract to Whiting Systems,
Inc. in the amount of $51,928.00. Included in the design for the Fleet
Facility Expansion Project is a Wash Bay which will include an
Undercarriage Wash System. Staff has evaluated several undercarriage
wash systems and found that the system manufactured by Whiting
Systems, Inc. to be the best fit for the Fleet Service Facility. (DISTRICT

Providing for the levy and assessment of taxes for the fiscal year
beginning January 1, 2023 and ending December 31, 2023 in the amount
of $11,788,323.00. For the owner of a $300,000 house, the increase will
be approximately $29.31. The Finance and Administration Committee

Trustee Honig thanked the members of the Finance & Administration
Committee and Village staff for their work and review of the tax levy. He
spoke of this being the right thing to do for the future of the Village as it
relates to public safety needs.
President Giagnorio stated that no one likes to raise taxes and that the
Village Board members are homeowners as well. He spoke of the funds
being earmarked for the Village's public safety needs in the future. He felt
this was a stepping stone in the right direction.
A motion was made by Trustee Andrew Honig, seconded by Trustee Brian
LaVaque, that the Ordinance providing for the levy and assessment of taxes for
the Fiscal Year beginning January 1, 2023 and ending December 31, 2023 for
the Village of Lombard be passed on first reading. The motion carried by the
following vote:

Committee and staff that the Board of Trustees approve the 2024-2029

Director of Public Works Carl Goldsmith noted the Village rated 5th out
of 17 communities offering one of the lowest rates for waste collection
services.
A motion was made by Trustee Bob Bachner, seconded by Trustee Anthony
Puccio, that the Resolution approving the Solid Waste Contract for the Village
of Lombard with Waste Management for 2024 to 2029 be adopted. The motion

O. 230357 Undercarriage Wash System for Fleet Facility Project
Request for a waiver of bids and award of a contract to Whiting Systems,
Inc. in the amount of $51,928.00. Included in the design for the Fleet
Facility Expansion Project is a Wash Bay which will include an
Undercarriage Wash System. Staff has evaluated several undercarriage
wash systems and found that the system manufactured by Whiting
Systems, Inc. to be the best fit for the Fleet Service Facility. (DISTRICT #6)

Fiscal Year beginning January 1, 2023 and ending December 31,
2023 for the Village of Lombard
Providing for the levy and assessment of taxes for the fiscal year beginning
January 1, 2023 and ending December 31, 2023 in the amount of
$11,788,323.00. For the owner of a $300,000 house, the increase will be
approximately $29.31. The Finance and Administration Committee voted
unanimously to recommend the statutorily permissible 2023 tax levy to the
President and the Board of Trustees.
