Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, January 4, 2024 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. This Payroll/Accounts Payable was approved on the Consent Agenda B. 230434 Approval of Accounts Payable For the period ending December 22, 2023 in the amount of $2,077,485.52. This Payroll/Accounts Payable was approved on the Consent Agenda B-2. 220223 Text Amendments to Chapter 92.30 et. seq. of the Village Code - Village of Lombard Page 2 Village Board of Trustees Minutes January 4, 2024 Weeds and Vegetation (No Mow Provisions) A recommendation of the Public Works and Environmental Concerns Committee to amend Section 92.30 of the Village Code pertaining to the "No Mow 'til Mother's Day" and exception provisions relative to grass and weed cutting activity for detached single-family residences. (DISTRICTS - ALL) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) C. 230395 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages An Ordinance revising the requirements for a class “XX-VG” liquor license and decreasing the number of Class "XX-VG" liquor licenses by one (1) due to a change in ownership of SBBL LLC d/b/a Brauer House at 1000 Rohlwing Road, Unit 13, and the creation of one (1) new Class “XX-VG” liquor license for 3DRH Hospitality LLC d/b/a Humo Smokehouse at 1000 Rohlwing Road, Unit 13, under new ownership. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Other Ordinances on First Reading D. 230349 Text Amendments to Section 36.30 to 36.74 of Village Code: The Economic & Community Development Committee submits its recommendation to approve Text Amendments to Chapter 36 relative to the Tax Increment Financing Grant Programs. With the expiration of the Lombard Downtown Tax Increment Financing (TIF) District, several code changes are being introduced striking all references to the Downtown TIF District, removing all grant requirements, and referencing the adopted Program Policies adopted by the Village Board. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda E. 230423 PC 23-25: Calvary Church Resubdivision - 105 and 115 W Maple Street The Plan Commission submits its recommendation to approve the following action on the subject property located within the R2PD Single-Family Residence District Planned Development (Calvary Church Planned Development): 1. Pursuant to Section 155.504 (A) (major changes in a planned development) of the Lombard Zoning Ordinance, amend the Calvary Church Planned Development, as established by Ordinance No. 7627, to approve the following: Village of Lombard Page 3 Village Board of Trustees Minutes January 4, 2024 a. A major change to the planned development to change the use of the property at 115 W. Maple Street from a single-family residential structure owned and used by Calvary Church to a single-family residence owned by a separate entity and maintained as a single-family residence; and b. A deviation from Sections 155.510 and 155.407(H) of the Lombard Zoning Ordinance to allow the Calvary Church Planned Development to maintain 37% of the planned development as open space, and to allow the property at 105 W. Maple to maintain 33% of the property as open space, where a minimum of 50% open space is required; and 2. Approve a minor plat of subdivision. (DISTRICT #1) This Ordinance was passed on first reading on the Consent Agenda Ordinances on Second Reading Resolutions F. Amendments to the Renovation & Improvement Grant, Retail Business Grant, Restaurant Foregivable Loan Program, Business Relations Grant, and Art Grant Programs (this item moved to Consent H-2) G. 230430 Lombard Meadows-Phase IV Cherry Lane and Hawthorne Circle Design Engineering Contract Approving a contract with Civiltech Engineering, Inc. in an amount not to exceed $344,166.27 for design engineering services for the Lombard Meadows Project Phase IV. (DISTRICT #6) This Resolution was adopted on the Consent Agenda Other Matters H. Text Amendments to Chapter 92.30 et. seq. of the Village Code - Weeds and Vegetation (No Mow Provisions) (item moved to Consent B-2) H-2. 230367 Amendments to the Renovation & Improvement Grant, Retail Business Grant, Restaurant Forgivable Loan Program, Business Relocation Grant, and Art Grant Programs: The Economic and Community Development Committee submits its recommendation to approve amendments striking all references to the Lombard Downtown TIF District, adding the program eligibility to the St. Charles Road TIF- 2 East District properties for each of the applicable programs, and amending applicability and grant provisions. (DISTRICTS Village of Lombard Page 4 Village Board of Trustees Minutes January 4, 2024 #1 and #4) This Request was approved on the Consent Agenda I. 230368 Second Amendment to the Business Retention Economic Incentive Policy The Economic and Community Development Committee submits its recommendation to approve an amendment to the Business Retention Economic Incentive Policy to incorporate the properties previously identified within the Downtown Lombard TIF and as within the Key Development Sites Listing. Companion applicability amendments specific to the added downtown areas will be referenced as well. (DISTRICTS - ALL) This Request was approved on the Consent Agenda J. 230369 Downtown Grant Program Policy The Economic and Community Development Committee submits its recommendation to approve a Downtown Grant Program Policy (DGP). The Policy provide for a new downtown grant program utilizing the Village’s Economic Development Fund in lieu of the Lombard Downtown TIF Fund. (DISTRICTS #1 and #4) This Request was approved on the Consent Agenda K. 230408 Approval of Building Plan Review and Inspection Consultant Services - B&F Construction Code Services Staff requests approval of a contract with B&F Construction Code services to perform building plan review and inspection activities on behalf of the Village for the remainder of 2023 and for the 2024 calendar year. This Request was approved on the Consent Agenda M. 240006 Appointment - Economic & Community Development Committee Request for concurrence of the Village Board in the appointment of Lindsay Brown to fill a vacancy created by the resignation of Alan Bennett on the Economic & Community Development Committee with a term to May 2025. This Appointment was approved on the Consent Agenda L. 230436 Agreement with American Federation of State, County & Municipal Employees, AFL-CIO, Council 89 (AFSCME) Request for approval of a four-year Agreement between the Village of Lombard and American Federation of State, County & Municipal Employees, AFL-CIO, Council 89, (AFSCME) beginning January 1, 20224 through December 31, 2027.
