I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of the Village of
Lombard held on Thursday, April 18, 2024 in the Board Room of the
Lombard Village Hall was called to order at 6:00 pm by Village
President Keith Giagnorio. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

to Add Parking Prohibitions on Maple Street
A Recommendation from the Public Safety & Transportation Committee
to amend the Ordinance amending Article XIII, Section VII of the Village of
Lombard Traffic Code removing two parking spaces on the south side of
Maple immediately west of Lincoln. (DISTRICT #1)
This Ordinance was waived of first reading and passed on second reading with

Ordinance amending Title XI, Chapter 112, of the Village Code in regard

Righteous Kitchen Inc. d/b/a Righteous Kitchen located at 390 East Saint

allow for a storage center to operate on the subject property located

H. 240079 Resolution Authorizing Additions and Amendments to the
Village of Lombard Financial Policies Regarding the Year End
General Fund Reserve Maintenance Policy Adopted July 21,

Recommendation from the Finance & Administration Committee to
approve changes to the Year End General Fund Reserve Maintenance
Policy and the Fixed Assets Policy.

Recommendation from the Finance & Administration Committee to adopt

J. 240129 Charles Lane Basin Improvements, Design Engineering,
Amendment No. 3
Approving a contract amendment with Engineering Resource Associates
in the amount of $46,400.00 for Full Equation (FEQ) modeling as
required by DuPage County to consider approving any proposed
improvements to the Charles Lane Basin. The purpose of the project is to
reduce the frequency of flooding on Finley Road and Charles Lane.

L. 240132 Intergovernmental Agreement with York Township Regarding
the Paving of Fairfield Avenue
Approval of an Intergovernmental Agreement with York Township
regarding the paving of Fairfield Avenue. The Intergovernmental
Agreement provides for York Township to perform paving of incorporated
sections of Fairfield Avenue in conjunction with the roadwork scheduled
for the unincorporated sections of the roadway. (DISTRICT #6)

M. 240115 FY2024 Surface Treatment Program
Request for a waiver of bids and award of a contract to Denler, Inc., in the
amount of $158,360.23. This contract was competitively bid in 2023
through a joint purchase process. Under the General Terms and
Conditions, it was requested that bidders submit a fixed price for Year
Two and Year Three. This being Year Two, staff determined Denler, Inc.
has the lowest price. (DISTRICTS - ALL)
This Bid was approved on the Consent Agenda
N. 240116 Tree Planting
Request for a waiver of bids and award of a contract to Suburban Tree
Consortium in an amount not to exceed $132,350.00. Suburban Tree
Consortium represents 48 member communities. This organization
handles the tree planting bid process in accordance with State of Illinois
law. As a member, The Village must commit to a lead-time of five (5)
years for the purchase of trees grown based upon projected orders for
trees. (DISTRICTS - ALL)
This Bid was approved on the Consent Agenda
O. 240122 FY2024 Crack Sealing Program
Request for a waiver of bids and award of a contract to SKC
Construction, Inc. in the amount of $101,000.00. This was originally bid
on February 1, 2022 through a joint purchase process, with possible
contract extensions for years two and three. This contract represents year
three. (DISTRICTS - ALL)

P. 240135 Purchase of 2024 Honda Odyssey
Request for a waiver of bids and award of a contract to Honda on Grand
of Elmhurst, Illinois, in the amount of $37,028.03. Staff solicited quotes for
this vehicle from surrounding dealerships. This new vehicle will be used
for the Police Department Investigations Fleet.
