Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on December 5, 2024 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. The Village's Risk Management Representative Mike Nugent provided an overview of the proposed 2025 insurance program. The Committee is recommending the proposed insurance program to the Village Board for adoption. Director of Finance Tim Sexton also reviewed the October 2024 Financial Report. Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson Trustee Brian LaVaque, Chairperson of the Public Safety & Transportation Committee, reported the following: The committee met last night and reviewed changes to the Traffic Code relative to parking on the north side of Magnolia Circle from Cherry Lane to Lilac Way and the east side of Cherry Lane from Wilson to the north dead end. The committee is also reviewing the use of e-bikes and scooters in the public right-of-way. Payroll/Accounts Payable A. 240374 Approval of Accounts Payable For the period ending November 15, 2024 in the amount of Village of Lombard Page 2 Village Board of Trustees Minutes December 5, 2024 $1,079,699.48. This Payroll/Accounts Payable was approved on the Consent Agenda B. 240382 Approval of Village Payroll For the period ending November 16, 2024 in the amount of $976,004.42. This Payroll/Accounts Payable was approved on the Consent Agenda C. 240383 Approval of Accounts Payable For the period ending November 22, 2024 in the amount of $1,544,623.42. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading Ordinances on Second Reading D. 240352 Text Amendments to Section 150.060 of the Village Code - (Electrical Code) The Board of Appeals recommends approval of a Text Amendment to Section 150.060 of the Village Code. The amendment is the adoption of the National Electric Code from the current 2017 to the 2023 along with local amendments to the (NEC). This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8313 E. 240353 Text Amendments to Section 150.301 of the Village Code - (Driveways) The Board of Building Appeals recommends approval of a Text Amendment to Section 150.301 of Village Code. The amendment is recommending the stone base under driveways increase from two inches to four inches. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8314 F. 240354 Text Amendments to Section 150.312 of the Village Code - (Patios) The Board of Building Appeals recommends approval of a Text Amendment to Section 150.312 of Village Code. The amendment is recommending the stone base under patios increase from two inches to four inches. Village of Lombard Page 3 Village Board of Trustees Minutes December 5, 2024 This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8315 Resolutions G. 240363 Illinois Department of Transportation Permit Requirements Approving a Resolution enabling Village Employees to perform maintenance work within state owned rights-of-way. The Village of Lombard and all municipalities are exempt from posting a surety bond, but in lieu of said bond, are required to place on file the attached Resolution. The attached Resolution will cover the calendar years 2025 and 2026. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 64-24 Other Matters H. 240337 Purchase of Pierce Enforcer Pumper Engine Request for a waiver of bids and award of a contract to MacQueen Emergency Group of Aurora, Illinois, in the amount of $1,179,000.00. The Pierce Fire Engine is available for joint purchase through Houston-Galveston Area Council Contract No. FS12-19 (VA-10). The Pierce dealer in our area is MacQueen Equipment Group. Staff requests a waiver of first reading. This Bid was approved on the Consent Agenda I. 240349 Village Board Meeting Schedule - 2025 Approval of the Village Board meeting schedule for 2025 including rescheduling of the January 2nd meeting to January 9th; rescheduling the January 16th meeting to January 23rd; and cancellation of the first meetings in June, July and August (June 5, July 3, and August 7). This Request was approved on the Consent Agenda J. 240371 Contract for Police and Fire Pension Actuarial Services Motion authorizing the execution of a contract for Actuary services with The Howard E. Nyhart Company, Inc. ("Nyhart") for a three (3) year term beginning with 2025 in an amount of $30,600 with the option to extend for an additional three years. This Request was approved on the Consent Agenda L. 240370 2025 Risk Management & Insurance Renewal Program Recommendation from the Finance & Administration Committee to approve the 2025 Insurance Program, which includes an increase in the excess liability coverage to a total of $16 million from $11 million. Request for a waiver of bids and authorization to execute an Agreement with EMS Management & Consultants, Inc. for Ambulance Billing Services for five years at 3.0% of net collections, effective March 1, 2025 through February 28, 2030.
