1. 220462 Recommendation to receive and file a report from Mayor Garcia’s travel to
Washington, D.C. with City and Port of Long Beach officials for meetings with the City’s
federal legislative delegation and federal agencies.
2. 220463 Recommendation to authorize City Manager to execute a First Amendment
to Agreement No. 35882, with the firm Hurrell Cantrall, LLP, to increase the amount by
$125,000 for legal services in the matter entitled Christopher Williams vs. City of Long
Beach, Case Number 2:19cvODWAFM.
3. 220483 Recommendation to authorize City Attorney to pay sum of $190,000, in full
settlement of lawsuit entitled Samuel Chan v. City of Long Beach, et al., Los Angeles
Superior Court Case No. BC710204.
4. 220464 Recommendation to approve the minutes for the City Council meetings of
Tuesday, April 12, and April 19, 2022.
5. 220465 Recommendation to refer to City Attorney damage claims received between
April 11, 2022 and April 25, 2022.
6. 220466 Recommendation to adopt resolution authorizing City Manager, or
designee, to execute a contract, and any necessary documents including any necessary
subsequent amendments, with Otis Elevator Company, of Farmington, CT, for elevator
maintenance, repair and related services, on the same terms and conditions afforded to
University of California, through OMNIA Partners, Public Sector, in a total annual amount of
$238,000, and authorize a 30 percent contingency in the amount of $71,400, for a total
annual contract amount not to exceed $309,400, until the University of California contract
expires on September 30, 2024, with the option to renew for as long as the University of
California contract is in effect, at the discretion of the City Manager. (Citywide)

8. 220468 Recommendation to authorize City Manager, or designee, to execute an
agreement, and all necessary subsequent documents, subcontracts, and subsequent
amendments, including any amendment to the award amount, with First 5 LA to accept
and expend grant funding in the amount of $500,000 for the Help Me Grow LA (HMG LA)
Pathways project, for the period beginning July 1, 2022 through June 30, 2025, with the
option to extend the agreement for three additional oneyear periods, at the discretion of
the City Manager; and
Increase appropriations in the Health Fund Group in the Health and Human Services
Department by $500,000 offset by grant revenue. (Citywide)
9. 220469 Recommendation to authorize City Manager, or designee, to amend
Contract No. 35592 and execute all necessary documents, subcontracts, or subsequent
amendments, including amendments to the award amount, with the California Department
of Public Health, to accept and expend additional grant funding in an amount not to exceed
$66,985 for the current period, for an aggregate contract amount not to exceed $915,010,
for Sexually Transmitted Disease prevention and control activities, with the option to renew
for one additional fiveyear period, at the discretion of the City Manager; and
Increase appropriation in the Health Fund Group in Health and Human Services
Department by $66,985, offset by grant revenue. (Citywide)
10. 220470 Recommendation to authorize City Manager, or designee, to approve a
fee waiver, in an amount not to exceed $550, for use of Marine Stadium in Alamitos Bay
Marina for the LearntoRow Day event, hosted by the Long Beach Rowing Association,
on June 4, 2022. (District 3)
11. 220471 Recommendation to increase appropriations in the Capital Projects Fund
Group in the Public Works Department by $225,000, offset by grant funds from the
California Department of Transportation Cycle 5 Active Transportation Program;
Increase appropriations in the Capital Projects Fund Group in the Public Works
Department by $225,000, offset by transfer of grant funds from the California Department
of Transportation Cycle 5 Active Transportation Program from the Capital Grant Fund; and
Increase appropriations in the Health Fund Group in the Health and Human Services
Department by $543,000, offset by grant funds from the California Department of
Transportation Cycle 5 Active Transportation Program. (District 1)
25. 220487 Recommendation to confirm City Manager’s promulgation of the revised
Quarantine Order for the Control of COVID19, issued on April 21, 2022, by the City of

donation to CityHeART to support HeART of the City 2022, which was held on April 28,
2022; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department
by $1,000, to offset a transfer to the City Manager Department.
14. 220473 Recommendation to increase appropriations in the General Fund Group in
the Parks, Recreation and Marine Department by $15,000, offset by the Sixth Council
District OneTime District Priority Funds transferred from the Citywide Activities
Department to support the Long Beach Cambodian Cultural Center feasible study; and

contribution to Community Partners to support the Mayor’s Fund for Education to support
their 5 Year Anniversary Celebration, which was held on April 28, 2022;
Increase appropriations in the General Fund Group in the City Manager Department by
$1,500, offset by the Second Council District Onetime District Priority Funds, transferred
from the Citywide Activities Department, to provide a contribution to the Long Beach
Museum of Art to support their Old Bags and Baubles event taking place on May 15,

their 5 Year Anniversary Celebration, which was held on April 28, 2022;

from the Citywide Activities Department, to provide a contribution to the Long Beach

17. 220476 Recommendation to increase appropriations in the General Fund Group in
the City Manager Department by $1,000, offset by the Third Council District Onetime
District Priority Funds transferred from the Citywide Activities Department to provide a
donation to Partners of Parks to support the Long Beach Juneteenth Celebration; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department
by $1,000 to offset by a transfer to the City Manager Department.
18. 220442 Recommendation to authorize City Manager, or designee, to execute an
agreement, and any necessary documents, subcontracts, and subsequent amendments,
including amendments to the award amount or agreement term, with the CaliforniansForAll
Youth Workforce Development Program to accept and expend grant funding up to
$6,300,000 in California Volunteers Coronavirus State and Local Fiscal Recovery funds,
to provide the Economic Development Department, Pacific Gateway Workforce
Innovation Network, in the creation of Long Beach Youth Climate Corps, a paid work
experience program, for the period of December 6, 2021 through June 30, 2024.

19. 220477 Recommendation to receive and file Contract No. 35632, including the
First, Second, Third and Fourth Amendments, with KJP II Enterprises, LLC, dba Days Inn
Long Beach, located at 1500 East. Pacific Coast Highway, in an amount not to exceed
$3,800,000 for the period of
October 1, 2020 to June 30,2022, for the provision of a noncongregate shelter for people
experiencing homelessness who are at high risk if exposed to COVID19, made pursuant
to the authority granted to the City Manager by Resolution No. RES200049, in response
to the proclaimed emergency for COVID19. (Citywide)
20. 220478 Recommendation to adopt Specifications No. RFP HE21089 and award
contracts to Aris Hospitality, Inc., dba the Pine Avenue Inn Motel, Shree Ganesh, Inc., dba
the Colonial Motel, and the Coast Motel, all of Long Beach, CA, to provide temporary
shelters for households experiencing homelessness and/or program participants who are
homeless and in need of temporary motel lodging within Long Beach, in a total annual
aggregate amount not to exceed $2,912,000, for a period of one year, with the option to
renew for one additional oneyear period, at the discretion of the City Manager; and,
authorize City Manager, or designee, to execute all documents necessary to enter into
contracts, including any necessary subsequent amendments. (Districts 1,2,6)
21. 220479 Recommendation to authorize City Manager, or designee, to execute a
Third Amendment to Contract No. 32531 with MissionSquare Retirement, of Washington,
D.C., formerly known as International City Management Association Retirement
Corporation (ICMARC) for recordkeeping services on behalf of the City’s 457 Deferred
Compensation Plan (DCP) Retirement Savings Program, to extend the contract term for
an additional period ending on September 30, 2023; and
homeless and in need of temporary motel lodging within Long Beach, in a total annual
aggregate amount not to exceed $2,912,000, for a period of one year, with the option to

21. 220479 Recommendation to authorize City Manager, or designee, to execute a

Corporation (ICMARC) for recordkeeping services on behalf of the City’s 457 Deferred
Compensation Plan (DCP) Retirement Savings Program, to extend the contract term for
an additional period ending on September 30, 2023; and
Adopt resolution authorizing an amendment to the 20192022 Memorandum of
Understanding for Long Beach Lifeguard Associations and an amendment to the 2019
2023 Memorandum of Understanding (MOUs) for Long Beach Association of Confidential
Employees, Long Beach City Attorneys Association, Long Beach City Prosecutors
Association, and Long Beach Management Association, to allow the City of Long Beach
(City) on behalf of employees in the impacted collective bargaining groups, to deposit any
future employer contributions into a separate 401(a) plan account in lieu of the DCP 457
Plan account. (Citywide)
22. 220480 Recommendation to adopt resolution amending the Fiscal Year 2022 City
Salary Resolution to include a Citywide Recruitment Incentive Program. (Citywide)
