(Citywide) 2. 22­0912 Recommendation to approve the minutes for the City Council meeting of Tuesday, July 19, 2022. 3. 22­0913 Recommendation to refer to City Attorney damage claims received between July 25, 2022 and August 1, 2022. 4. 22­0914 Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including subsequent amendments, with Bay Area Community Resources, on behalf of the California Climate Action Corps Program, for the placement of two California Climate Action Fellows (Fellows) in the Office of Sustainability and Development Services Department, at no cost to the City of Long Beach, for the period of September 2022 to December 2023. (Citywide) 5. 22­0915 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34857 with Kubra America West, Inc., of Gardena, CA, for payment processing for City of Long Beach (City) services, to extend the term of the contract for a period of two years, with the option to renew for three additional one­year periods, if necessary. (Citywide) 6. 22­0916 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34731 with Azteca Systems, LLC (Azteca Systems), of Sandy, UT, for Cityworks License and Maintenance Agreement, in an annual Area Community Resources, on behalf of the California Climate Action Corps Program, for the placement of two California Climate Action Fellows (Fellows) in the Office of Sustainability and Development Services Department, at no cost to the City of Long Beach, for the period of September 2022 to December 2023. (Citywide) CONTINUED BUDGET HEARING (5:45 PM) 7. 22­0917 Recommendation to conduct a Budget Hearing to receive and discuss an overview of the Proposed Fiscal Year 2022 Budget for the departments of Fire, Police, and Parks, Recreation and Marine. (Citywide) HEARINGS (8:29 PM) 8. 22­0918 Recommendation to receive supporting documentation into the record, and conclude the public hearing; Adopt resolution approving and adopting a Subsequent Environmental Impact Report (EIR­03­21) to the General Plan Land Use Element and Urban Design Element Program Environmental Impact Report (PEIR) (PEIR­SCH# 2015051054), in accordance with the provisions of the California Environmental Quality Act (CEQA) Section 15164 of the CEQA Guidelines, and making certain CEQA Findings and Determinations relative thereto, including a finding that the adopted General Plan Land Use Element PEIR Mitigation Monitoring and Reporting Program shall apply; and that no new or different mitigation measures are required; approving the Climate Action and Adaptation Plan (2205­02); and 22­0919 Adopt resolution authorizing City Manager, or designee, to submit Policy and Ordinance amendments as necessary to the California Coastal Commission for its review, approval, and certification, to obtain a finding of conformance with the City of Long Beach’s Certified Local Coastal Program (LCPA22­001). (Citywide) 9. 22­0920 Recommendation to receive supporting documentation into the record, conclude the public hearing regarding an economic subsidy associated with the First Amendment to Sales Tax Incentive Agreement No. 32687 with Alant Corporation, dba Circle Porsche Audi, a California corporation, pursuant to California Government Code Section 53083; and Authorize City Manager, or designee, to execute all documents necessary to implement the First Amendment to Sales Tax Incentive Agreement No. 32687 with Alant Corporation, a California corporation, for the expanded Circle Porsche and Audi dealership located at 1855 North Lakewood Boulevard. (District 4) PUBLIC COMMENT (8:31 PM) REGULAR AGENDA (5:41 PM) 10. 22­0921 Recommendation to request City Manager to work with the Health and Human Services Department to provide a comprehensive presentation on the Monkeypox Virus and the current public health impacts it is having locally and nationally. 11. 22­0922 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $200, offset by the Third Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to the Friends of the Long Beach Public Library for their Celebrate Our Librarians event; and Decrease appropriations in the General Fund Group in the Citywide Activities Department by $200 to offset a transfer to the City Manager Department. 12. 22­0923 Recommendation to increase appropriations in the Special Advertising and Promotion Fund Group in the City Manager Department by $10,000, offset by the Fourth Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide support for the end of Summer celebration; and Decrease appropriations in the Special Advertising and Promotion Fund Group in the Citywide Activities Department by $10,000 to offset a transfer to the City Manager Department. 13. 22­0924 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $500 offset by the Eighth Council District One­time District Priority Funds, transferred from the Citywide Activities Department to provide a donation to the Jazz Angels in support of their Jazz on the Patio event; and Decrease appropriation in the General Fund Group in the Citywide Activities Department by $500, to offset a transfer to the City Manager Department. 14. 22­0925 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $3,000, offset by the Eighth Council District One­time District Priority Funds transferred from the Citywide Activities Department to provide a donation to the Little Lion Foundation in support of their Community Pet Wellness event; and Decrease appropriation in the General Fund Group in the Citywide Activities Department by $3,000 to offset a transfer to the City Manager Department. 15. 22­0926 Recommendation to refer to the Parks and Recreation Commission, and the Government, Personnel and Elections Oversight Committee for consideration of renaming a section of Channelview Park to Ashlee’s Park in memory of Ashlee Armond. 16. 22­0927 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,420, offset by the Second Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of: and Decrease appropriation in the General Fund Group in the Citywide Activities Department by $3,000 to offset a transfer to the City Manager Department. 15. 22­0926 Recommendation to refer to the Parks and Recreation Commission, and the Government, Personnel and Elections Oversight Committee for consideration of renaming a section of Channelview Park to Ashlee’s Park in memory of Ashlee Armond. 16. 22­0927 Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,420, offset by the Second Council District One­time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of: ·t$520 to Casa Guerrero for their Back to School event on August 28, 2022, 8am ­ 2pm ·t$500 to Zaferia Business Association for transportation for the Happy Sundays free music festival on August 28, 2022, 12pm ­ 9pm ·t$200 to the Friends of the Long Beach Public Library to support their librarian appreciation event ·t$200 to Dave Van Patten to support mural restoration costs Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,420, to offset a transfer to the City Manager Department. 17. 22­0928 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach on Tuesday, November 8, 2022 and include the proposed Charter amendment to a vote of the qualified electors residing within Long Beach Unified School District Boundaries (LBUSD) to align the Long Beach Board of Education’s primary election date with the State’s primary and general election dates held in even­numbered years; directing the City Attorney to prepare an impartial analysis of the Charter amendment; and providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 18. 22­0936 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach on Tuesday, November 8, 2022 and include the proposed Charter amendment to a vote of the qualified electors of the City to align the City’s primary election date with the State’s primary and general election dates held in even­numbered years; directing City Attorney to prepare an impartial analysis of the Charter amendment; and providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 19. 22­0929 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach (City) on Tuesday, November 8, 2022, and include the proposed Charter amendment to a vote of the qualified electors of the City to establish a Police Oversight Commission, which will replace the current Citizen Police Complaint Commission, and add a Director of Police Oversight position; directing City Attorney to prepare an impartial analysis of the Charter amendment; and, providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 22­0929 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach (City) on Tuesday, November 8, 2022, and include the proposed Charter amendment to a vote of the qualified electors of the City to establish a Police Oversight Commission, which will replace the current Citizen Police Complaint Commission, and add a Director of Police Oversight position; directing City Attorney to prepare an impartial analysis of the Charter amendment; and, providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 22­0929 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach (City) on Tuesday, November 8, 2022, and include the proposed Charter amendment to a vote of the qualified electors of the City to establish a Police Oversight Commission, which will replace the current Citizen Police Complaint Commission, and add a Director of Police Oversight position; directing City Attorney to prepare an impartial analysis of the Charter amendment; and, providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 20. 22­0930 Recommendation to adopt resolution requesting the Registrar­ Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach (City) on Tuesday, November 8, 2022, and include the proposed Charter amendment to a vote of the qualified electors of the City relating to consolidating the City’s public utilities under Article XIV; directing City Attorney to prepare an impartial analysis of the Charter amendment; and, providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a proposed Charter amendment to be submitted at said election. (Citywide) 21. 22­0931 Recommendation to adopt resolution declaring a 7.2­acre City of Long Beach (City)­owned parcel located at 429 Shoreline Village Drive, a portion of Assessor Parcel Number 7278­010­914, in the Tidelands Area of the City (Subject Property) as held by the City in trust as defined in Government Code Section 54221(f)(1)(H); and, authorize City Manager, or designee, to take any actions and execute any documents necessary to ensure compliance with the Surplus Land Act and State regulations relating thereto. (District 1) 22. 22­0932 Recommendation to adopt resolution approving the issuance and sale of Tidelands Revenue Refunding Bonds, Series 2022, to refinance funds for improvements to the Aquarium of the Pacific, approving the form and authorizing execution of related documents, and approving related official actions. (Districts 1,2,3,7) 23. 22­0933 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Home Depot U.S.A., of Atlanta, GA, for furnishing and delivering maintenance, repair, and operations supplies and miscellaneous materials on an as­needed basis, on the same terms and conditions afforded to Maricopa County, AZ, through Omnia Partners, in a total annual amount of $1,000,000, with a 20 percent contingency in the amount of $200,000, for a total annual contract amount not to exceed $1,200,000, until the Omnia Partners contract expires on December 31, 2026, with the option to renew for as long as the Omnia Partners contract is in effect, at the discretion of the City Manager. (Citywide) 24. 22­0934 Recommendation to authorize City Manager, or designee, to execute all necessary documents, subcontracts and subsequent amendments, including amending the award amount, with the Board of State and Community Corrections, California Violence Intervention and Prevention Cohort 4, to accept and expend grant funding in the amount of $3,919,232, for the Long Beach Activating Safe Communities Program from an as­needed basis, on the same terms and conditions afforded to Maricopa County, AZ, through Omnia Partners, in a total annual amount of $1,000,000, with a 20 percent contingency in the amount of $200,000, for a total annual contract amount not to exceed $1,200,000, until the Omnia Partners contract expires on December 31, 2026, with the option to renew for as long as the Omnia Partners contract is in effect, at the discretion of the City Manager. (Citywide) 24. 22­0934 Recommendation to authorize City Manager, or designee, to execute all necessary documents, subcontracts and subsequent amendments, including amending the award amount, with the Board of State and Community Corrections, California Violence Intervention and Prevention Cohort 4, to accept and expend grant funding in the amount of $3,919,232, for the Long Beach Activating Safe Communities Program from July 1, 2022 to December 31, 2025, with the option to extend the agreement for an additional one­year period at the discretion of the City Manager; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $3,919,232, offset by grant revenue. (Citywide) 25. 22­0935 Recommendation to adopt Specifications No. ITB TI 22­020 and award a contract to CDCE, Inc., of Yorba Linda, CA, for the purchase of public safety mobile data terminals including accessories and peripherals for docking, warranty, support, and maintenance services, in a total amount of $2,135,000 with a 10 percent contingency in the amount of $213,500, for a total contract amount not to exceed $2,348,500, from August 15, 2022 to August 14, 2023; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments; and Increase appropriations in the General Services Fund Group in the Technology and Innovation Department by $2,175,000, offset by funds previously collected from the Police and Fire Departments. (Citywide) ORDINANCES (8:20 PM) 26. 22­0758 Recommendation to declare ordinance amending the Long Beach Municipal Code by amending Section 1.20.010 establishing and designating the political subdivisions or districts of the City of Long Beach; and, adding Section 1.20.020 to maintain final adopted maps on an internet webpage for at least ten years, pursuant to the actions of the Long Beach Independent Redistricting Commission, read and adopted as read. (Citywide) 27. 22­0946 Recommendation to declare ordinance amending the Long Beach Municipal Code by adding Chapter 5.96, establishing the Healthcare Workers Minimum Wage Ordinance, read the first time and laid over to the next regular meeting of the City Council for final reading.
