CONSENT CALENDAR (10:12 PM) Passed the Consent Calendar. 1. 22­0952 Recommendation to approve the minutes for the City Council meeting of Tuesday, August 2, 2022. 2. 22­0953 Recommendation to refer to City Attorney damage claims received between August 1, 2022 and August 8, 2022. 3. 22­0954 Recommendation to approve the destruction of records for the Office of the City Clerk; and adopt the resolution. 4. 22­0955 Recommendation to authorize City Manager, or designee, to compensate MuniServices, LLC, dba Avenu MuniServices, LLC, of Fresno, CA, for its contractual share of new or misallocated sales, use, and transaction and use tax revenue, contingent on actual revenues received from the California Department of Tax and Fee Administration (CDTFA), as a direct result of Avenu MuniServices, LLC’s detection and correction efforts pursuant to the terms of Contract Number 34743, including payment for such revenues received following close of said Contract; and Authorize City Manager, or designee, to compensate Hinderliter, de Llamas & Associates dba HdL Companies, of Diamond Bar, CA, for its contractual share of new or misallocated sales, use, and transaction and use tax revenue, contingent on actual revenues received from CDTFA, as a direct result of HdL Companies’ detection and correction efforts pursuant to the terms of Contract Number 35162, including payment for such revenues received following close of said Contract. (Citywide) 5. 22­0956 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the amount Administration (CDTFA), as a direct result of Avenu MuniServices, LLC’s detection and correction efforts pursuant to the terms of Contract Number 34743, including payment for such revenues received following close of said Contract; and Authorize City Manager, or designee, to compensate Hinderliter, de Llamas & Associates dba HdL Companies, of Diamond Bar, CA, for its contractual share of new or misallocated sales, use, and transaction and use tax revenue, contingent on actual revenues received from CDTFA, as a direct result of HdL Companies’ detection and correction efforts pursuant to the terms of Contract Number 35162, including payment for such revenues received following close of said Contract. (Citywide) 5. 22­0956 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the amount of the award, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $308,094 for the Pedestrian and Bicycle Safety Initiative (Walk and Roll Long Beach) for a one­year period estimated to begin in October 1, 2022, with the option to extend the agreement for three additional one­year periods, at the discretion of the City Manager. (Citywide) 6. 22­0957 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the amount of the award, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $190,000, for Distracted Driving Education, for a one­year period estimated to begin on October 1, 2022, with the option to extend the agreement for three additional one­year periods, at the discretion of the City Manager; and Increase appropriations in the Health Fund Group in Health and Human Services Department by $27,140, offset by grant revenue. (Citywide) 7. 22­0958 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the amount of the award, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $250,000 for Drug Impaired Driving Prevention, for a one­year period estimated to begin on October 1, 2022, with the option to extend the agreement for three additional one­year periods, at the discretion of the City Manager; and Increase appropriations in the Health Fund Group in Health and Human Services Department by $35,711, offset by grant revenue. (Citywide) 8. 22­0959 Recommendation to authorize City Manager, or designee, to execute an agreement with the California State Library to accept and expend grant funding in the amount of $98,280 for library literacy services; and Increase appropriations in the General Grants Fund Group in the Library Services Department by $98,280, offset by grant revenue. (Citywide) 9. 22­0960 Recommendation to receive and file the Annual Audit Report for the Long Beach Airport Passenger Facility Charges (PFC) program for Fiscal Year Ended September 30, 2021. (Districts 4,5) 10. 22­0961 Recommendation to authorize City Manager, or designee, to execute any and all documents necessary to include additional provisions in a new Sublease to Master Lease No. 9351 between Million Air North, Inc., a California corporation, and the City of Long Beach, for office space at 4401 Donald Douglas Drive, Suites 100 and 220; and Increase appropriations in the Airport Fund in the Airport Department (AP) by $283,807. (District 5) 11. 22­0962 Recommendation to find that all requirements of the final subdivision map for creating two (2) parcels to construct a single­family residence at 3065 East Ocean Boulevard and dedicating ten feet along Ocean Boulevard for future street widening have Beach Airport Passenger Facility Charges (PFC) program for Fiscal Year Ended September 30, 2021. (Districts 4,5) 10. 22­0961 Recommendation to authorize City Manager, or designee, to execute any and all documents necessary to include additional provisions in a new Sublease to Master Lease No. 9351 between Million Air North, Inc., a California corporation, and the City of Long Beach, for office space at 4401 Donald Douglas Drive, Suites 100 and 220; and Increase appropriations in the Airport Fund in the Airport Department (AP) by $283,807. (District 5) 11. 22­0962 Recommendation to find that all requirements of the final subdivision map for creating two (2) parcels to construct a single­family residence at 3065 East Ocean Boulevard and dedicating ten feet along Ocean Boulevard for future street widening have been met; approve the final map for Parcel Map No. 77115; authorize City Manager, or designee, to execute subdivision agreements; and Accept Categorical Exemption No. CE­17­048. (District 2) 12. 22­0963 Recommendation to authorize City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with Spectra Company, of Pomona, CA, to furnish and install new windows as part of a deferred maintenance program at the Bay Shore Library, in the amount of $373,512, with a 20 percent contingency in the amount of $74,702, for a total contract amount not to exceed $448,214, for a period of one­year, with the option to renew for four additional one­year periods, at the discretion of the City Manager. (District 3) 13. 22­0964 Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary documents, with the Los Angeles County Metropolitan Transportation Authority, to receive and expend funding for eligible capital projects related to pedestrian and bicycle facilities; Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $440,304, offset by Transportation Development Act (TDA) Article 3 revenue; and Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $440,304, offset by transfer of TDA Article 3 revenue. (Citywide) HEARINGS (7:00 PM) 15. 22­0966 Recommendation to receive supporting documentation into the record and conclude the public hearing; consider an appeal from David Derahim care of Ahmad Ghaderi (APL 22­003); and, uphold the Planning Commission’s decision to deny a Conditional Use Permit (CUP 18­001) for a new car wash located at 5005 Long Beach Boulevard in the Commercial Automobile­Oriented (CCA) Zoning District or provide alternative direction to approve or approve with conditions. (District 6) CONTINUED HEARING (5:18 PM) 27. 22­0918 Recommendation to receive supporting documentation into the record, and conclude the public hearing; Adopt resolution approving and adopting a Subsequent Environmental Impact Report (EIR­03­21) to the General Plan Land Use Element and Urban Design Element Program Environmental Impact Report (PEIR) (PEIR­SCH# 2015051054), in accordance with the provisions of the California Environmental Quality Act (CEQA) Section 15164 of the CEQA Guidelines, and making certain CEQA Findings and Determinations relative thereto, including a finding that the adopted General Plan Land Use Element PEIR Mitigation Monitoring and Reporting Program shall apply; and that no new or different mitigation measures are required; approving the Climate Action and Adaptation Plan (2205­02); and 22­0919 Adopt resolution authorizing City Manager, or designee, to submit Policy and Ordinance amendments as necessary to the California Coastal Commission for its review, approval, and certification, to obtain a finding of conformance with the City of Long Beach’s Certified Local Coastal Program (LCPA22­001).
