2. Willmore City Heritage Association, in the amount of $1,500;

threatened conditions of homelessness within the City of Long Beach, which if not
corrected, constitutes an imminent and proximate threat to the safety of persons
and property within the City;
Extend City Council review period for continuing the local emergency caused by
conditions or threatened conditions of homelessness within the City of Long Beach
from thirty (30) days to sixty (60) days pursuant to Section 2.69.060 of the Long
Beach Municipal code, with a date certain termination of Februrary 28, 2024;
Receive and file an update on the emergency proclamation and associated
activities and provide any additional direction to City staff regarding the
emergency;
Adopt resolution to accept and expend grant funding from the California
Department of Housing and Community Development (HCD), in an amount not to
exceed $10,000,000;
Authorize City Manager, or designee, to execute all necessary documents, and
any necessary subsequent amendments, including amending the terms or award
amount, with HCD relating to the grant application and award of grant funds, for
construction of modular non-congregate shelter units for interim housing, for
persons experiencing homelessness;
Authorize City Manager, or designee, to execute an agreement, and all necessary
documents, subgrants, and any subsequent amendments, including any
amendments to the award amount or to extend the grant term, with the State of
California Business, Consumer Services and Housing Agency’s (BCSH) California
Interagency Council on Homelessness (Cal ICH) to accept and expend funding in
an amount not to exceed $5,330,545 for encampment resolution funding to support
the wellness and safety of people experiencing homelessness in encampments;
and
Increase appropriations in the Health Fund Group in the Health and Human
Services Department by $5,330,545 for homeless encampment resolution, offset
