District Priority Funds, transferred from the Citywide Activities Department, to
provide support for the Mariachi Festival of Long Beach; and
Decrease appropriations in the General Fund Group in the Citywide Activities
Department by $1,000 to offset transfers to the City Manager Department.

2024; and
Decrease appropriations in the General Fund Group in the Citywide Activities

1. DreamKreator, in support of the Black History Community Fair, in the
amount of $100;
2. Centro CHA, in support of the Ceasar Chavez Celebration, in the amount of
$500;
3. Partners of Parks, in support of the 2024 LB Juneteenth Celebration, in the
amount of $1,500;
4. United Cambodian Community, in support of the Saṅkrānta Celebration, in
the amount of $1,000;
5. Long Beach Forward, in support of the North Pine Neighborhood
Association Block Party, in the amount of $500; and

Priority Funds, transferred from the Citywide Activities Department, to provide
donations to the following:
1. Long Beach Forward, in the amount of $500;
2. Willmore City Heritage Association, in the amount of $1,500;
3. Playmakers, in the amount of $2,000;
Increase appropriations in the General Fund Group in the Parks, Recreation and

execute a contract, and any necessary documents including any necessary
subsequent amendments, with Los Angeles Truck Centers, LLC, dba Velocity
Truck Centers, of Whittier, CA, for the purchase of Sterling and Autocar heavy-duty
truck parts, in an annual amount of $160,000, and authorize a 15 percent
contingency of $24,000, for a total annual amount not to exceed $184,000, for a
period of two years, with the option to renew for three additional one-year periods,
at the discretion of the City Manager. (Citywide)

motorcycles to support Long Beach Police Department daily and emergency
operations, in a total amount not to exceed $458,551, inclusive of taxes and fees;
and, authorize City Manager, or designee, to execute all documents necessary to
enter into the contract, including any necessary subsequent amendments.

Resolution No. RES-23-0129 to clarify pay for positions assigned to an Executive
or Professional salary range, align the provisions and pay ranges with the Long
Beach Management Association and the Unrepresented Management Employee
Terms, establish new pay provisions for the City Clerk, Director of Police
Oversight, Executive Director – Civil Service, Executive Director – Harbor, and
General Manager – Utilities, align various classifications across all of the
Memorandum of Understandings (MOUs) to reflect the most current range, align
various skill pays across all of the MOUs to reflect the most current rates and

Resources Code, Sections 21155 through 21155.4;
24-52820 Adopt resolution approving a General Plan Map Amendment (GPA22-001) from
Founding Contemporary Neighborhood (FCN) to Neighborhood Serving
Commercial (NSC-M) / 4 Stories; and
24-52821 Declare ordinance approving a Zone Change (ZCHG22-005) from Two Family
Residential District (R-2-N) with standard lots to Community R-4-N Commercial
(CCN), which allows medium density residential development pursuant to R-4-N
densities on properties located at 4151 Fountain Street and 4220 Wehrle Court.

17. 24-52970 Recommendation to request City Attorney to prepare ordinance amending the
Long Beach Municipal Code with proposed recommendations outlined in the
Feasibility of Implementing Contractor and Subcontractor Verification for Additional
Wage Protections and Labor Standards, including the disclosure whether
contractors allocate any healthcare expenditures to their construction workers, and
report back to council in 60 days;
Request City Auditor to conduct a comprehensive audit of all labor compliance
violations reported by subcontractors over five years from the adoption of the
contractor verification ordinance; and
Request Intergovernmental Affairs Committee to consider adding language in the
Legislative Agenda to advocate greater compliance enforcement by the
Department of Industrial Relations.

documents necessary to ensure compliance with the Surplus Land Act and State

and sale by the Board of Public Utilities Commissioners, of Senior Water Revenue
Bonds to provide funds to refund and defease all currently outstanding water
revenue debt obligations, pay the cost of certain capital improvements to the water
system of the City of Long Beach, and pay the costs of issuance in an aggregate
principal amount not to exceed $98,000,000; authorizing the execution of related
documents; and approving related official actions. The series 2024 Bonds are
secured solely by net revenues of the Water Enterprise. (Citywide)
