Suggested Action: Approve recommendation. 3. 24-53365 Recommendation to accept Categorical Exemption CE-24-031; and approve modification (MOD23-019) to a previously approved Conditional Use Permit (App. No. 0804-25), and adopt the proposed findings and conditions of approval thereto, for the addition of a 386-square-foot outdoor patio dining area to expand the Page 1 of 4 PLANNING COMMISSION AGENDA THURSDAY, MAY 16, 2024 411 W. (District 2) Suggested Action: Approve recommendation. 4. 24-53361 Recommendation to determine that the project as modified is within the scope of the project previously analyzed as part of the Downtown Plan Program Environmental Impact Report (PEIR) (State Clearinghouse No. 2009071006) and Downtown Plan PEIR Addendum (EIRA06-20) and warrants no further environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162; adopt the proposed findings and conditions of approval, including application of the Downtown Plan PEIR Mitigation, Monitoring and Reporting Plan, related thereto; and Approve a modification (Mod23-020) to a Site Plan Review (SPR 20-045) for a new 8-story, 140-unit, residential building, including two levels of parking providing 80 parking spaces, 60 bicycle parking spaces, 2,452 square feet of commercial/retail/amenity space, and 10,326 square feet of common and private open space areas on a site currently developed with a commercial/office building and surface parking located at 937-957 Pine Avenue and 120 West 10th Street in the Downtown (PD-30) Plan. (District 1) Suggested Action: Approve recommendation. 5. 24-53370 Recommendation to conduct a study session on the Downtown Plan (PD30) Update including information on the planning process to date and the upcoming Community Open House that will take place on May 18, 2024.
