The Council meetings will be broadcast live on Cable Television Channel 35, on the internet at
https://clerk.lacity.org/calendar, and on YouTube. The live audio of the hearing will be available via telephone at: (213)
621-CITY (Metro), (818) 904-9450 (Valley), (310) 471-CITY (Westside), and (310) 547-CITY (San Pedro Area). If the live
video or audio is unavailable via one of these channels, members of the public should try another channel.
Members of the public may also attend the Council meetings in-person. Live, oral public comment will be taken in-person,
only, and not via teleconference. Please note that, pursuant to Municipal Code Section 200.123, proof of full Covid-19
vaccination or of a negative Covid-19 test within the prior 72 hours will be required to enter the City Hall building for any
purpose. Proof of a negative test required a printed document, email, or text message displayed on a phone from a test
provider or laboratory showing the results of a PCR or antigen Covid-19 test. Additionally, pursuant to Mayoral directives,
indoor masking will be required regardless of vaccination status or proof of a negative test. Written public comment may

Telecommunication Relay Services
Telephone communication is one of the most important forms of communication in society today. Due to advancements
in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of
hearing, and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peer-to-peer and third-party telecommunications relay service (TRS)
communications.
Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place
and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories
for local and/or long distance calls. TRS providers - generally telephone companies - are compensated for the costs of
providing TRS from either a state or a federal fund. There is no cost to the TRS user.
What forms of TRS are available?There are several forms of TRS, depending on the particular needs of the user and
the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech Relay Service; Shared Non-
English Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay

Don't hang up! Some people hang up on TRS calls because they think the CA is a telemarketer. If you hear, "Hello. This
is the relay service .. . " when you pick up the phone, please don't hang up! You are about to talk, through a TRS provider,

BASIC CITY COUNCIL MEETING RULES
AGENDAS - The City Council meets Tuesday, Wednesday and Friday at 10:00 A.M. The agendas for City Council
meetings contain a brief general description of those items to be considered at the meetings. Council Agendas are
available in the Office of the City Clerk, Council and Public Services Division, Room 395, City Hall, 200 North Spring
Street, Los Angeles, CA 90012, and on the City's website at lacity.org; or lacouncilcalendar.com.
Ten (10) members of the Council constitute a quorum for the transaction of business. The Council may consider an item
not listed on the agenda only if it is determined by a two-thirds (10) vote that the need for action arose after the posting
of an Agenda. Some items on the agenda may be approved without any discussion, however, any item may be called
"special" by a Councilmember. If an item is called "special" it will be "held" until the remainder of the items on the Council
agenda have been acted on by the Council. An item may also be called "special" if a member of the public has requested
to speak on the item and a public hearing was not previously held.
The City Clerk will announce the items to be considered by the Council, however items will be grouped. For example, all
items for which required public hearings have not previously been held are listed in one section on the printed agenda.
The Council President will ask if any Councilmember or member or the public wishes to speak on one or more of these
items. If anyone wishes to speak on an item, it will be called "special". The remaining items in this section will be voted
on by Council with one roll call vote.
PUBLIC INPUT AT CITY COUNCIL MEETINGS - An opportunity for the public to address the Council on agenda items
for which public hearings have not been held will be provided at the time the item is considered or during the Multiple
Agenda Item Comment period. Members of the public who wish to speak on items shall be allowed to speak for up to
one minute per item up to a total of three minutes per meeting. The Council has determined that a cumulative total of 20
minutes is a reasonable minimum amount of time for the Multiple Agenda Item segment of each regular meeting.
The Council will also provide an opportunity for the public to speak on public interest items. Each speaker shall be limited
to one minute of general public comment each regular meeting for a cumulative total of ten (10) minutes. The Council
shall not discuss or take action relative to any general public comment.
If you wish to provide documents to the full Council for consideration on an item, please present the Sergeant-At-Arms
with 35 copies. Otherwise, your materials will simply be added to the official record.
COUNCIL DISCUSSION AND TIME LIMITS - Councilmembers requesting to address the Council will be recognized
by the Council President in the order requested. For any item, the Chairperson of the Committee, or the maker of the
original motion, or the member calling a matter "special" shall have up to six (6) minutes to discuss the item. All other
Councilmembers may speak up to three (3) minutes each on the matter. After all members desiring to speak on a question
have had an opportunity to be heard once, the time for each Member desiring to speak again shall be limited to a maximum
of three (3) minutes.
A motion calling the "previous question" may be introduced by any member during a Council debate. If adopted, this
motion will terminate debate on a matter and the Chair will instruct the Clerk to call the roll on the matter.
VOTING AND DISPOSITION OF ITEMS - Most items require a majority vote of the entire membership of the Council (8
members). Items which have not been discussed in a Council Committee and have been placed directly on the agenda
will require 10 votes to consider. Once considered, these items will normally require eight (8) affirmative votes to be
adopted. Ordinances require a unanimous vote (at least 12 members must be present) in order to be adopted on first
consideration. If an ordinance does not receive the necessary unanimous vote, it is laid over one calendar week. The

votes required for approval on second consideration vary and depend upon the type of ordinance, but a typical ordinance
requires eight (8) affirmative votes upon second consideration.

COMMUNICATION FROM THE CITY ENGINEER relative to an offer to
dedicate an easement for street purposes on Deervale Drive W/O
Fawndale Place - Right of Way No. 36000-10258 (Dedication).
Recommendations for Council action:
1. FIND that the Dedication is categorically exempt from the California
Environmental Quality Act of 1970 pursuant to Article III, Class 5(4) of
the City's Environmental Guidelines.
2. ACCEPT the petitioner's offer for the Dedication, substantially as
shown on the Exhibit Map of the December 9, 2021 City Engineer
report, attached to the Council file.

from the Fiscal Year 2021-22 Unappropriated Balance for the Zoo WiFi
and Data Network Expansion Project.

of $1.9 million and to the Los Angeles Zoo, Fund No. 40E/87, Account No.
87XXX, in the amount of $100,000 to procure equipment and services to
implement the Zoo WiFi and Data Network Expansion project.
Fiscal Impact Statement: The Los Angeles Zoo Department reports that
funds are included in the Unappropriated Balance of the FY 2021-22
Adopted Budget for the CTIEP under the Zoo WiFi and Data Network
Expansion Project line item.

relative to proposed Amendment No. 1 to the 2018-2022 Memorandum
of Understanding (MOU) for the Building Trades Rank and File
Representation Unit (MOU No. 2), represented by the Los Angeles/Orange
Counties Building And Construction Trades Council, AFL-CIO.
Recommendations for Council action:
1. APPROVE Amendment No. 1 to the 2018-2022 MOU 2, represented
by the Los Angeles/Orange Counties Building And Construction
Trades Council, AFL-CIO.
2. AUTHORIZE the City Administrative Officer (CAO) and the Controller
to correct any clerical or technical errors in the MOU.
Fiscal Impact Statement: The CAO reports that there is no additional
impact to the General Fund. Participating Departments would hire these

ENERGY, CLIMATE CHANGE, ENVIRONMENTAL JUSTICE, AND
RIVER COMMITTEE REPORT relative to the Green Hydrogen Hub and
the Advanced Water Purification Facility at the Terminal Island Water
Reclamation Plant to supply Ultra Purified High-Quality Water, and related
matters.
Recommendations for Council action, pursuant to Motion (Martinez –
O’Farrell – De Leon):
1. REQUEST the Los Angeles Department of Water and Power
(LADWP) and the Port of Los Angeles (POLA), in collaboration with
other partners, coordinate a local effort to create and submit a
proposal to the Department of Energy proposing the Greater Los
Angeles Metropolitan area for consideration to be a regional Green
Hydrogen Hub to power hard-to-electrify industries, made from the
electrolysis of renewable energy.
2. REQUEST the LADWP and POLA, in collaboration with other

1. PRESENT and ADOPT the accompanying ORDINANCE OF
INTENTION dated March 9, 2022 to modify the Management District
Plan for the Hollywood Entertainment District Property and BID.
2. INSTRUCT the City Clerk to schedule a public hearing before City
Council to consider modification of the Hollywood Entertainment
District BID’s Management District Plan.
3. REQUEST the City Attorney, with assistance of the Cit Clerk, to
prepare and present authorizing modification to the Hollywood
Entertainment District BID’s Management District Plan for Council
consideration during the required public hearing.
Fiscal Impact Statement: The City Clerk reports that funding for the 16
privately-owned properties located within the alley overlay for the BID are
to be paid from the additional assessment on the alley front footage. The
additional assessment will be included with the allocation of the 2023 BID
total budget.

BUILDING AND SAFETY (LADBS) relative to authority to submit an
application and accept Fiscal Year (FY) 2022-23 California Department
of Resources Recycling and Recovery (CalRecycle) 33rd Cycle (EA-33)
Local Enforcement Agency (LEA) Grant Program funds.
Recommendations for Council action, SUBJECT TO THE APPROVAL OF
THE MAYOR:
1. AUTHORIZE the submittal of grant applications to CalRecycle for the
FY 2022-23 LEA Grant Program.
2. AUTHORIZE the General Manager, LADBS, or designee, to:

a. Accept the Local Enforcement Agency Grant in the approximate
amount of $60,141 (EA-33) from CalRecycle for the Grant
Performance Period of July 1, 2022 through June 30, 2023.
b. Execute, on behalf of the City, all EA-33 grant documents,
including but not limited to, the grant application, grant award
agreement with CalRecycle, request for payment, and to execute
any other necessary documents relative to the grant award.
c. Expend the funds, from the accounts listed in the May 11,
2022 LADBS report, attached to the Council file, for the purposes
set forth in this report and consistent with the grant requirements.
d. Negotiate, enter into, execute, administer, expend funds,
and otherwise manage Contract C-138983 with E. Tseng and
Associates, Incorporated (or a subsequent contract replacing
C-138983), consistent with the terms of the CalRecycle EA-33
LEA grant, subject to the approval of the City Attorney as to form
and legality.
3. REQUEST the Controller to:
a. Accept and deposit EA-33 grant funds in the LEA Landfill Fund
No. 527/08.
b. Establish an appropriation account entitled, “Enforcement
Assistance Grants”, account number to be determined, within
Fund No. 527/08, for the receipt and disbursement of grant funds.
c. Set up an account entitled “Grant Receivables– State” within
Fund No. 48R for the 10 percent front funding, to be repaid when
grant funds are made available.
4. AUTHORIZE the LADBS to prepare Controller instructions and/or
make any technical adjustments that may be required, subject to the
approval of the City Administrative Officer (CAO); and, REQUEST the
Controller to implement these instructions.
Fiscal Impact Statement: None submitted by the LADBS. Neither the CAO
nor the Chief Legislative Analyst has completed a financial analysis of this
report.
