To combat some of the residential quality of life issues brought about by these activities, Council District 13 seeks to couple a services-led approach for the women being trafficked along these corridors while targeting the 'johns' who solicit their services for enforcement. The pilot program repaired 254 sidewalk locations within Council District 5. The Westside Neighborhood Council in Council District 5 learned of the concrete cutting pilot program performed by Precision Concrete Cutting and desires to implement the same type of sidewalk repairs along Pico Boulevard between Patricia Avenue and the 405 Freeway, Westwood Boulevard between Pico Boulevard and Santa Monica Boulevard, and along routes to Westwood Charter Elementary School and Overland Elementary School. The Council District 5 Avenue of the Stars Community Amenities Trust Fund No. 56C was established in 2014 for improvements, pilot programs, or studies to address neighborhood concerns in the area of Council District 5 that is bounded by Century Park West and extended by an imaginary line from the southern-most end of the Century Park West at Olympic Boulevard to Pico Boulevard, Overland Avenue, the 10 Freeway, Sepulveda Boulevard, and Santa Monica Boulevard. Funds are available to perform 239 repairs in the areas referenced above. Critical services include collection and recycling of solid resources materials for residential customers and City departments and collection, treatment and recycling of wastewater to produce recycled water. Based on analysis of current payroll records LASAN has determined that the Overtime General Account does not contain an adequate balance to meet payroll for FY 2022-23. While a transfer of funds to meet this need is anticipated in the CAO's 2022-23 First Year Financial Status Report, the timing of that report will not meet LASAN's immediate payroll needs. Staff shortage and additional workload have necessitated the use of overtime. The projected savings within LASAN's Fund 100 and Fund 508 are sufficient to fully cover this transfer. The civil wars of Central America created the mass migration of mostly Salvadorans to the United States. Since the 1980s, a large concentration of Salvadorans seeking refuge from these conflicts have resettled in the City. The Salvadoran diaspora living in the City has become the second largest Latino community in California, consolidating a great cultural and social influence. Salvadorans have established themselves here by raising families, starting businesses, and celebrating their culture in the Westlake, MacArthur Park, and Pico-Union neighborhoods of Los Angeles and the area around Monsefior Romero Square, located at W. Pico Boulevard and Vermont Avenue, is officially known as the historic core for Salvadorans in Los Angeles. This area has become a popular site for sidewalk vendors and their patrons, forming an informal Mercado Salvadorefio. Recognizing the vibrant contribution of Salvadoran immigrants to the City enhances the visibility and representation of the Salvadoran community and lays a clear framework to support cultural tourism, economic development, and public engagement in the community. In order to support the local Salvadoran vendors, it is necessary for the City to develop tools clearly outlining the City's vending policies and where vending is and is not allowed, specifically within the El Salvador Corridor. I THEREFORE MOVE that the Bureau of Street Services and the Bureau of Engineering be instructed to develop interactive and publicly available maps that clearly show where vending is and is not allowed within the City in order to support vendors within the El Salvador Corridor in Council District 1 and vendors Citywide. ,.
