On October 24, 2022, the Office of Council District 13, in partnership with the Los
Angeles Housing Department, launched a $3 million rental aid program for tenants who continue
to struggle with pandemic-related rental debt as a result oflost income (Council File 22-1122).
The rental assistance program provides grants of $5,000 to eligible households, and both tenants
and "mom and pop" landlords can apply.
To address the high demand for rental assistance, the financial resources for the program
should be increased by an additional $2 million. The Council District AB 1290 Fund provides
funding for redevelopment and community services. Sufficient funds are available in the Council
District 13 portion of the AB 1290 Fund for this purpose.
I THEREFORE MOVE that $2 million in the AB 1290 Fund No. 53P, Account No.
281213 (CD 13 Redevelopment Projects - Services) be transferred/appropriated to the Housing
Fund No. 100/43, Account No. 3040 (Contractual Services), for services to support the rental aid
program for eligible renters in Council District 13.
I FURTHER MOVE that Los Angeles Housing Department be authorized, with the
assistance of the City Administrative Officer, to make any corrections, clarifications or revisions,
including any corrections and changes to fund or account numbers to effectuate the intent of this

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.

Recommendation for Council action:
APPROVE the LAHD report recommendation October 20, 2022,
attached to the Council file, and ADOPT the accompanying RESOLUTION
removing the property at 4229 East Abner Street (Case No. 756741),
Assessor I.D. No. 5215002016, from the REAP.

CD 4 COMMUNICATION FROM THE DEPARTMENT OF GENERAL
SERVICES (GSD) relative to a lease with Ventura Ethel Ltd., at 13103
Ventura Boulevard for office space for Council District Four.
Recommendation for Council action:
AUTHORIZE the GSD to negotiate and execute a lease with Ventura Ethel
Ltd., at 13103 Ventura Boulevard, Studio City, CA 91604 for office space
for Council District Four under the terms and conditions substantially
outlined in the GSD report dated October 27, 2022, attached to the
Council file.
Fiscal Impact Statement: The GSD reports that tenant improvements for
the interior space is estimated to be approximately $415,000 including
project management costs. The City would be responsible for the balance
of the improvement costs currently estimated at $315,000. Rent would
total approximately $17,680 per month, and parking is approximately
$650.00 per month for 13 parking spaces at $50.00 each. An offset to the
leasing account for this fiscal year totals $64,990 due to the termination of
the lease at 15760 Ventura Boulevard. Rent abatement for the first year is
approximately $17,680. The additional expected expenditures in Fiscal

relative the nonlegally binding International Holocaust Remembrance
Alliance (IHRA) definition of antisemitism and related matters.
Recommendations for Council action:
1. ADOPT the nonlegally binding International Holocaust
Remembrance Alliance (IHRA) definition of antisemitism, which
reads as follows:
"Antisemitism is a certain perception of Jews, which may bw
expressed as hatred toward Jews. Rhetorical and physical
manifestations of antisemitism are directed toward Jewish or non
Jewish individuals and/or their property, toward Jewish community
institutions and religious facilities.”
2. REQUEST City departments, staff, elected and appointed officials,
and contract agencies to familiarize themselves with the IHRA
definition of antisemitism, associated IHRA reference materials,
examples, and articles, and incorporate their use where
appropriate.
