Recommendations for Council action, SUBJECT TO APPROVAL OF

2. ADOPT the accompanying TEFRA RESOLUTION to allow the
California Statewide Communities Development Authority to issue
bonds in an amount not to exceed $43,159,076 to provide financing

Administrative Officer (CAO) report dated October 6, 2022,
attached to Council file No. 201308, authorizing the issuance of up
to $1,909,817 in taxexempt multifamily conduit revenue bonds for
the La Guadalupe Project, located at 110 South Boyle Avenue (also
known as 1800 East 1st Street) in Council District 14.
3. AUTHORIZE the General Manager, LAHD, or designee, to negotiate
and execute the relevant bond documents for the La Guadalupe
Project, subject to the approval of the City Attorney as to form.
Fiscal Impact Statement: The CAO reports that there will be no impact to
the General Fund as a result of the issuance of these multifamily conduit
revenue bonds (bonds) for the La Guadalupe Project. The City is a conduit
issuer and does not incur liability for the repayment of the bonds, which
are a limited obligation payable solely from the revenues of the La

Clearinghouse (SCH) No. 88050420], certified on July 10, 1990, as
modified by Addenda dated July 2000, September 2000, October
2006, and April 2016; and, pursuant to CEQA Guidelines, Sections
15162 and 15164, no subsequent EIR, negative declaration, or
addendum is required for approval of the project.
2. ADOPT the FINDINGS of the Los Angeles City Planning
Commission (LACPC), as the Findings of Council.
3. PRESENT and ADOPT the accompanying ORDINANCE, dated
September 28, 2022, authorizing the execution of a Third
Amendment to the 2008 Amended and Restated Development

Equitable Community Revitalization Grant (ECRG) offers funds to municipalities for properties that are
contaminated, or thought to be contaminated, and are underutilized due to perceived investigation and
remediation costs and liability concerns.
Council District Eight worked with various departments to prepare and submit an ECRG application for
providing services related to the site characterization, testing and removal action workplan for City-owned
property located at 9402-9422 S. Broadway, Los Angeles, CA. The grant application proposes to manage the
environmental cleanup activities for a site which would benefit from strategic investment to support current
conditions and projected growth. On June 6, 2022, DTSC approved funding awards, including a $2,779,589.00
award to the City of Los Angeles. Council action is now needed to accept the grant.
I THEREFORE MOVE that Council take the following actions:
I. Accept the Department of Toxic Substances (DTSC) Equitable Community
Revitalization Grant (ECRG) award of $2,779,589.00 for a feasibility study and other tasks
associated the environmental investigations and cleanups for City-owned property located at
the 9402 S. Broadway site.
2. Authorize the Economic and Workforce Development Department (EWD D) to enter into any
necessary documents to accept the grant from DTSC, subject to the approval of the City
Attorney as to form and legality.
3. Authorize the Controller to:
a) Establish a new interest-generating fund titled "Equitable Community Revitalization
Grant (ECRG) Fund No. XXX," to be administered by EWDD and to:
b) Establish a receivable within the newly established Equitable Community
Revitalization Grant (ECRG) Fund No. XXX from the State of California for
$2,779,589.00.
c) Establish new accounts within the newly established Equitable Community
Revitalization Grant (ECRG) Fund No. XXX and appropriate as follows:

MOTION PUBLIC WORKS
A Bureau of Street Lighting (BSL) report dated April 19, 2022 was released outlining the
dramatic increase in the number and frequency of copper wire theft from the City's street
lighting network. The damage as a result of these increases has had a profound effect on the
resources needed to address the Bureau of Street Lighting's attempt to keep pace with the
growing number of street light outages throughout Los Angeles.
The pace in which street lights are being damaged and rendered inoperable for long periods of
time is not sustainable. Along with community lighting concerns, a variety of pole attachments
are also affected as a result of these outages. So much so that private companies with pole
attachments have begun offering monetary rewards for information leading to the arrest of
individuals responsible for stealing copper wire across the Los Angeles area. This negatively
impacts communities in a variety of ways. While resources have and continue to be allocated to
assist BSL in repairing and fortifying our street lighting network, these resources will not
maximize our efforts without the necessary enforcement and prosecution of these crimes.
In the report, the bureau briefly addressed enforcement efforts such as exploring the possible use
of GPS trackers and other technologies, such as the Fully Connected Smart Lighting Network
Strategy and stated the department would report back in the future. It's vital to the success of the
City's street lighting repair and restoration efforts that enforcement and prosecution of these
crimes be prioritized and pursued to the fullest extent possible.
I THEREFORE MOVE that the Los Angeles Police Department and the Bureau of Street
Lighting be directed to report to the Council on the enforcement strategies that are underway
and/or in consideration in support of the City's efforts to fortify the street lighting network.
I FURTHER MOVE that the Office of the City Attorney be requested to report to the Council
with an overview of prosecution efforts related to crimes committed against the City's street
lighting network.

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.

Recommendation for Council action, SUBJECT TO THE APPROVAL OF
THE MAYOR:
REAFFIRM Council’s findings and REINSTATE the reward offer relative to
the two unsolved assaults on August 1, 2016 (Council action of August 23,
2016, Council file No. 160010S33) for an additional period of six months
from the publication of the offer of reward by the Office of the City Clerk;
and, further, that the sum of $25,000 shall be the aggregate maximum sum
of any payment or payments of a City reward in this instance.
