PUBLIC WORKS COMMITTEE REPORT relative to a Public Works Trust
Fund loan to implement the CleanLA, LA River Rangers, LA Community
Composting, and Edible Food Waste Recovery projects.
Recommendations for Council action, SUBJECT TO THE APPROVAL OF
THE MAYOR:
1. AUTHORIZE a new $15,003,646 loan from the Public Works Trust Fund
(Fund No. 834/50), payable by the CA for All Youth Workforce
Development Grant Fund (Fund No. 65N/22, RSC or Appr. TBD), to
frontfund and implement four projects CleanLA, LA River Rangers, LA
Community Composting, and Edible Food Waste Recovery at the
Board of Public Works (BPW) funded by the California for All Youth Grant
Program.
2. FIND that the loan proceeds will be deposited into the City’s General
Fund No. 100/74, which interest earned is retained by said fund and is
also the same fund where interest earned in the Public Works Trust Fund
No. 834 is transferred to on an interim basis.
3. APPROVE the waiver of interest assessment.
4. AUTHORIZE the BPW, Director of Accounting, to transfer $15,003,646
from available funds within the Public Works Trust Fund (Fund No 83450)
to the BPW (Fund No. 100/74), and increase appropriation account
authority, as follows:

position to be employed in BPW, to provide project support for the CA
For All grant project titled “LA River Rangers”, subject to allocation and
exemption approval by the Board of Civil Service Commissioners in
accordance with Charter Section 1001(d)(4) based on the position being
grantfunded for a term nottoexceed three years.
7. AUTHORIZE the BPW, Executive Officer, or designee, to make any
technical or accounting updates to the recommendations above to
effectuate the intent of the Mayor and City Council.

Summary:
On January 17, 2023, your Committee considered a December 7, 2022 Communication
from the Mayor relative to the exemption of one Project Assistant (Class Code 1542)
position for the LADOA from the Civil Service pursuant to Charter Section 1001(b).
According to the Mayor, Charter Section 1001(b) allows up to 150 persons to be exempt,
of which 130 are approved, and an additional 17 are pending approval. Approval of this
request will increase the count. As of the date of this letter, this request will be in the 148th
position of the 150 exemptions. There are an additional 50 exempt positions added by
the City Council pursuant to Charter Section 1001(b)(4), of which 8 are filled.
The Project Assistant will maintain the Senior Community Service Employment Program
database system by creating and reviewing data reports with staff, locating and correcting
data entry errors, entering new data, and reviewing and revising division policy and
procedures. The Project Assistant advises staff on questions from enrollees regarding
salaries, benefits, civil service rules, and other personnel related matters. The Project
Assistant will also prepare and implement periodic formal training for host agencies and

use of force investigations, complaint investigations, audits of the LAPD, audits of Internal
Affairs investigative file, and other projects and audits as directed by the Inspector
General; and liaises with the LAPD’s Risk Management Group, with its Office of
Constitutional Policing and Policy, and with the Office of the City Attorney. After

1. AUTHORIZE a new $15,003,646 loan from the Public Works Trust Fund (Fund No.
834/50), payable by the CA for All Youth Workforce Development Grant Fund
(Fund No. 65N/22, RSC or Appr. TBD), to front-fund and implement four projects
- CleanLA, LA River Rangers, LA Community Composting, and Edible Food Waste
Recovery - at the Board of Public Works (BPW) funded by the California for All
Youth Grant Program.

100/74, which interest earned is retained by said fund and is also the same fund

Telephone communication is one of the most important forms of communication in society today. Due to advancements in
technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing,
and individuals with a speech disability are following these trends and are rapidly migrating to more advanced
telecommunications methods, both for peertopeer and thirdparty telecommunications relay service (TRS)
communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech
disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and
the U.S. territories for local and/or long distance calls. TRS providers generally telephone companies are compensated
for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.

2. AUTHORIZE the LAPD to make any corrections, clarifications, or
revisions to the above fund transfer instructions, including any new
instructions, in order to effectuate the intent of this Motion, and
including any corrections and changes to fund or account numbers;
