instituted for the vacation of the public rightof way indicated below
and shown on the map of the October 18, 2023 City Engineer

1. FIND that the Vacation is exempt from the California Environmental

2. FIND that the street vacation proceedings pursuant to the Public
Streets, Highways and Service Easements Vacation Law be
instituted for the vacation of the public rightof way indicated below

3. FIND that there is a public benefit to the Vacation. Upon vacation of
the street, the City is relieved of its ongoing obligation to maintain
the street. In addition, the City is relieved of any potential liability that
might result from continued ownership of the involved street

4. FIND that the Vacation is in substantial conformance with the
purposes, intent and provisions of the General Plan, in conformance
with Section 556 of the City Charter.
5. FIND that the Vacation is not necessary for nonmotorized
transportation facilities, in conformance with Section 892 of the
California Streets and Highways Code.
6. FIND that the Vacation is not necessary for present or prospective
public use, in conformance with Section 8324 of the California
Streets and Highways Code.
7. ADOPT said City Engineer's report with the conditions contained
therein.
Fiscal Impact Statement: The City Engineer reports that the petitioner has
paid a fee of $14,980 for the investigation of this request pursuant to
Section 7.42 of the Los Angeles Administrative Code (LAAC). Any deficit
fee to recover the cost pursuant to Section 7.44 of the LAAC will be
required of the petitioner. Maintenance of the public easement by City
forces will be eliminated.

Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. AUTHORIZE the General Manager, Community Investment for
Families Department (CIFD), to release a RFP to select a
contractor(s) to implement outreach services for the Children’s
Savings Account Program and the State of California Kids
Investment and Development Savings Program.
2. INSTRUCT the CIFD to report to Mayor and Council on the RFP
results with selected contractor(s) and funding recommendations.
3. REQUEST the Controller to:
a. Establish new accounts and appropriate funds in the CIFD
Miscellaneous Grants and Awards Fund No. 65G/21 as
detailed in the table contained in the City Administrative
Officer (CAO) report dated January 19, 2024, attached to the
Council file.
b. Increase appropriations in the CIFD Fund No. 100/21 as
detailed in the table contained in the aforementioned CAO
report.
4. AUTHORIZE the General Manager, CIFD, or designee, to prepare
Controller instructions and/or make technical adjustments as
necessary to implement the actions approved by the Mayor and
Council, subject to the approval of the CAO; and, REQUEST the
Controller to implement the instructions.
5. NOTE and FILE the CIFD report dated November 27, 2023, relative
to releasing the RFP for outreach services to implement the
Children’s Savings Account Program and the State of California
Kids Investment and Development Savings Program.
Fiscal Impact Statement: The CAO reports that there is no impact to the
General Fund. The proposed contract will be fully funded by the

per item up to a total of three minutes per meeting. The Council has determined that a cumulative total of 20 minutes is a
