REPORT relative to an application for a Hardship Exemption from the
provisions of the City's Trucking-Related Uses Interim Control Ordinance
(ICO) No. 187552 for the properties located at 712, 718, 720, 724, No
address North Quay Avenue and 401-405, 411, and 413 East G Street.
Recommendations for Council action:
1 . RESOLVE to GRANT the Hardship Exemption from the Wilmington
Harbor City Trucking-Related Uses ICO No. 187552, as noted and
as described in the application attached to Council file No. 22-0231-
S3, subject to the following conditions: to replace the fence with a
new fence; and replace the landscape on the entire parkway along
Quay Avenue so as to not allow parking along the property, for the
properties located at 712, 718, 720, 724, No address North Quay
Avenue, 401-405, 411, and 413 East G Street.
2. ADVISE the applicant that this Hardship Exemption, if granted by
the City Council, is not a permit or license and that any other
approvals, permits and licenses required by law must be obtained
from the proper agencies.

I MOVE that the matter of the Rules, Elections, and Intergovernmental Relations Committee Report relative
to calling a Special Election to be held on Tuesday, November 5,2024, for the purpose of submitting to the qualified
voters of the City of Los Angeles a Charter amendment regarding the Los Angeles Police Department Board of
Rights, and consolidating this Special Election with the City’s General Municipal Election and the State General
Election to be held on the same date, Item No. 15 on today’s agenda (C.F. 24-1100-S9), BE AMENDED to:
1. Suspend the Council Rules;
2. Include the following changes to the Revised Ballot Text Resolution, dated June 24, 2024, as follows:

submitting to the qualified voters of the City of Los Angeles a Charter amendment
regarding the Los Angeles Police Department (LAPD) Board of Rights, and
consolidating this Special Election with the City’s General Municipal Election and the
State General Election to be held on the same date.

Summary:
On June 21, 2024, your Committee considered a June 20, 2024 City Attorney report,
Ordinance, and Resolutions relative to calling a Special Election to be held on Tuesday,
November 5, 2024, for the purpose of submitting to the qualified voters of the City of
Los Angeles a Charter amendment regarding the Los Angeles Police Department Board
of Rights, and consolidating this Special Election with the City’s General Municipal
Election and the State General Election to be held on the same date. According to the
City Attorney, on June 4, 2024, the City Council requested this Office to prepare the
documents necessary for a Charter amendment changing the Board of Rights
composition, authorizing the Chief of Police to terminate police officers for cause, and to
establish binding arbitration as the appeal process following terminations that are
directed by the Chief of Police. The City Attorney has hereby transmits the draft Charter
amendment and the ballot resolutions and election ordinance necessary to place the
Charter amendment on the ballot at the City’s General Municipal Election to be held on
November 5, 2024. The City Attorney has approved the Charter amendment, draft
ordinance, and resolutions as to form and legality. After consideration and having
provided an opportunity for public comment, the Committee moved to recommend
amending the Ordinance and Resolutions to incorporate a series of amendments that
were presented in Committee and are attached to the Committee report and the Council
File for reference. This matter is now submitted to Council for its consideration.
