While the Los Angeles Department of Power & Water (LADWP) has earmarked significant resources to boost power and reliability at POLA, these much needed upgrades are slated to be complete by 2029. LADWP attributes the outages across the region due to this year's bad weather, vehicles and birds hitting the power poles and lines, and equipment failure. Power interruptions allegedly cause ship-to-shore cranes to reset, halting cargo flow to the terminals. Compromised electric gates also interrupt the acceptance and delivery of goods to trucks. Recalibrating the machinery takes time, as does replacing fried circuit cards. POLA is served by overhead power lines that can be easily compromised by environmental elements. The 2029 planned upgrades will include new underground power lines. Through Council File 23-1207, the Los Angeles City Council requested that the LADWP in coordination with POLA, report on the cost, personnel needs, infrastructure requirements, and timelines for meeting the goal of LADWP's transition to a 100% renewable grid by 2035 that is both sufficient and at scale to both serve POLA and to meet POLA's Clean Air Action Plans. With the State's ambitious energy mandate that greenhouse gases must be cut 48% below 1990 levels by 2030, more information about power outages at POLA is critical given the larger discussion about what the future holds. I THEREFORE MOVE that the Council instruct the Port of Los Angeles (POLA), in coordination with the Los Angeles Department of Water & Power (LADWP), to report back on the number, frequency, and effects of power outage incidents at the Port that have occurred this year to date.
