MULTIPLE AGENDA ITEM COMMENT GENERAL PUBLIC COMMENT ITEM(S) (1) 26-1100 City Clerk report and City Attorney report and draft Ordinance relative to calling a Primary Nominating Election on Tuesday, June 2, 2026, and a General Municipal Election on Tuesday, November 3, 2026, in the City of Los Angeles and the Los Angeles Unified School District, and authorizing their consolidation with the State Primary and General Elections to be held on the same dates; and a Resolution requesting authority to consolidate the City of Los Angeles Primary Nominating Election and General Municipal Election with the State Primary and General Elections to be held on June 2, 2026 and November 3, 2026, respectively. (2) 25-0002-S89 Chief Legislative Analyst to report and Resolution (Park, et al. – Hutt) relative to establishing the City’s position on any action to open or expand oil and gas exploration, leasing, or drilling in federal waters off the California coastline and the Atlantic coastline. Community Impact Statement: Yes. For: Coastal San Pedro Neighborhood Council (3) 23-1027-S11 Motion (Rodriguez – Hernandez) relative to streamlining the use of alternative project delivery methods for City projects. (This item is referred to the Public Works Committee and Rules, Elections and Intergovernmental Relations Committee. The Public Works Committee approved the item on November 12, 2025.) Community Impact Statement: None submitted (4) 25-0866 Motion (Rodriguez – Padilla) relative to amending the Los Angeles Administrative Code (LAAC) to require the disclosure of all ex parte communications between Charter Reform Commissioners and elected officials. For: Los Feliz Neighborhood Council For, if Amended: Reseda Neighborhood Council (5) 25-0937 City Clerk report relative to amendments to the Los Angeles City Election Code. (6) 23-1177-S1 Department of Transportation report relative to the laws and regulations governing the use of autonomous vehicles. Fiscal Impact Statement: Yes Community Impact Statement: Yes. For: Westside Neighborhood Council (7) 25-1137 Chief Legislative Analyst report relative to State and Federal advocacy for homelessness funding and prompt dispersal. Community Impact Statement: Yes. PUBLIC INPUT AT CITY COUNCIL COMMITTEE MEETINGS Members of the public who wish to speak on one or multiple items shall have an opportunity to speak up to one minute per item up to a total of two minutes for two or more agenda items. At regular meetings, members of the public shall also have an opportunity to speak up to one minute for general public comment on any matter within the subject-matter jurisdiction of the Committee. The Committee is not required to take general public comment at special meetings. The Committee may limit the total amount of time for public comment on any specific agenda item, on all agenda-items collectively, and/or on general public comment, based on the anticipated time required to hear from public speakers on any given or all agenda items, on the availability of Committee members and the need to maintain quorum, and on any other relevant factor. The Committee shall not discuss or take action relative to any general public comment except as explicitly permitted under the Brown Act. Any written correspondence delivered to the City Clerk before the City Council's final action on a matter will become a part of the administrative record. TELECOMMUNICATIONS RELAY SERVICE (TRS) COMMUNICATIONS Telephone communication is one of the most important forms of communication in society today. Due to advancements in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing, and individuals with a speech disability, may be able to avail themselves of both for peer-to-peer and third-party telecommunications relay service (TRS) communications. Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls. TRS providers - generally telephone companies - are compensated for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user. What forms of TRS are available? There are several forms of TRS, depending on the particular needs of the user and the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech Relay Service; Shared Non-English Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay Service. Some people hang up on TRS calls because they think the caller is a telemarketer. If you hear, "Hello, this is the relay service…" when you pick up the phone, please don't hang up!
