A motion was made by Committee Member Peden, seconded by Committee
Member Fox, that this Ordinance be recommend for approval.
Council Member Flood gave background on the item and read the amendment
into record to extend the term of the grant for an extension to go to June 2022.
The actual program runs to June 2022 and the grant terms need to match for
funding. Funding allows for supplies, stipends for each month. The program
provides things from quilting, dancing, sculpting, artistry, and using 3-D
printers.
A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Ordinance be amended.
The motion to amend carried by a voice vote.

Member Triplett, that this Capital Infrastructure Fund be approved.
Council Member Flood spoke to the item with regards as to why there is an
engineering fee. McCawley Road has right-of-way standards and culvert
standards and an engineering company is more familiar with issues that may
arise.
Committee Chair asked the name of the apartment complex which Council
Member Flood stated that the name is "Jefferson on the Green".
The motion carried by a voice vote and the Capital Infrastructure Fund was
approved.
3. NDF021220LMAS24
APPROPRIATING $550 FROM THE NEIGHBORHOOD DEVELOPMENT FUNDS AS
FOLLOWS: $275 FROM DISTRICT 24 AND $275 FROM DISTRICT 13 TO LOUISVILLE
METRO ANIMAL SERVICES FOR A LOW COST RABIES CLINIC.

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Neighborhood Development Fund be approved.
Committee Member Fox stated that he is invited to partitipate in this event
each year and the event is well received in the community.
Council Member Flood stated that the line forming for this event is always very
long before the doors even open.
Council Member Kramer asked if the trailer purchased for Animal Services is
utilized for this event, in which Council Member Flood answered that it is used
for this event.
The motion carried by a voice vote and the Neighborhood Development Fund
was approved.

AN ORDINANCE APPROPRIATING $20,250 FROM NEIGHBORHOOD DEVELOPMENT
FUNDS AS FOLLOWS: $1,500 EACH FROM DISTRICTS 1, 2, 4, 7, 8, 10, 17, 19, 20,
23, 26; $1,125 FROM DISTRICT 25; $750 EACH FROM DISTRICTS 9, 14; $375 EACH

Council Member Sexton-Smith stated that she is excited to sponsor this again.
Council Member Sexton-Smith introduced Matt Wallace, Executive Director of
the Shakespeare Program, who stated that this will be the 60th anniversary in
Central Park being the oldest free non-ticketed Shakespeare festival in the
United States. With this funding it allows appearances in 28 parks throughout
the area.

LaToyna Bell, Metro Council Finance, speaking on behalf of District 2 stated
that these funds will help provide assistance for rent and utilities to low and
moderate income households.
Council Member Peden asked if this is what First Neighborhoon Place does for
households in which LaTonya Bell responded yes.

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Ordinance be recommended for approval.
Council Member Dorsey stated that this program is phenominal and is an arts
residency program with dance and artistic performances. Program is once a
week and free for residents and provides great engagement for attendees.
Council Member Dorsey introduced J.P. Davis with Fund for the Arts, who
stated that he was excited about this initiative with 2,000 arts experiences, 5
schools, 25 artists and 600 hours of production so far. He also handed out a
brochure for Arts in 3-D.
LaTonya Bell, Metro Council Finance, stating that the amendment is needed to
extend the period for this grant to June 30, 2020.

TO METRO PARKS FOR THE INSTALLATION OF PLAY EQUIPMENT AT GINNY
REICHARD PARK.

A motion was made by Committee Member Peden, seconded by Committee
Member Fox, that this Capital Infrastructure Fund be approved.
Council Member Sexton-Smith stating that the park was acquired in 1949 and
is a small .22 of an acre park that is run-down. This had been a park great in
the past and is now in need of renovation and new equipment. District 4 has 7
of these small areas.

community activities and events.
Committee Member Kramer raised a question regarding items being
purchased as equipment and this possibly being a capital expense, in which
LaTonya Bell answered it being small electronics not being over the life of
one year.

Council Member Coan spoke of the money to be used for urban forester's to be
contracted to do street maintenance on some 116 trees for the neighborhood.
This is a one time expenditure.

EXISTING MARKED CROSSWALKS & BARWALKS WITH THE EXCEPTION OF

Council Member Coan stated that this expenditure arrived out of a Bardstown
Road Safety Study and he elaborated on the faded crosswalks for basic
pedestrian safety.
Committee Member Peden asked questions regarding street striping and asked
Council Member Coan to provide answers.

the item on a future date.

TO PUBLIC WORKS TO PRODUCE AND INSTALL LOCK/TAKE/HIDE SIGNS ON
CHEROKEE ROAD, EASTERN PARKWAY, AND HIGHLAND AVENUE.

Council Member Coan stated that theft is a massive problem, and this is a
good, cheap investment for the area.

Council Member Coan elaborated in regards to an enhanced lighting study
and wether to install new street lights versus convert the existing lights.
Committee Member Triplett and Chair Person Blackwell asked for breakdown
of costs in which Council Member Coan provided answers.

MEDIAN BETWEEN JARVIS LANE AND PENRUTH AVENUE.

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Neighborhood Development Fund be approved.
LaTonya Bell, Metro Council Finance, speaking on behalf of District 9. This
expenditure is for maintenance of grounds for invasive plant removals, trash
removal, stump removals and restoring woodland. This project is considered
matching funds with the neighborhood in which $10,500 has been raised.

approved.

LaTonya Bell, Metro Council Finance, on behalf of District 16 stated that the
item will be amended and is read into the record. The amount of $130,00
reduced down to $105,000. This will allow for District 16 to pay for a portion of
Wolf Penn Branch Road pavement project.
A motion was made by Committee Member Peden, seconded by Committee
Member Triplett that this Ordinance be amended from $130,000 to $105,000.
The motion to amend carried by a voice vote for a new total amount of
$105,000.

Committee Member Peden was questioning the cost of one light along with its
five year lease in which Committee Chair stated that it is one of the low cost
LED lighting.
Committee Member Triplett remarked about there being and a particular
name on the lease in which LaTonya Bell, Metro Council Finance, provided
information that there will be a contract in place with LG&E and Public Works.
This is a standard process of which has been done in the past.

Rachel Roarx, Legislative Assistant for District 21 stated that this is for an
operational cost for the programs. A minimum of 350 school age children will
partipate in the youth program, and 48 adult caregivers will participate in the
family education program.
Antigona Mehani, Director of Development, with Americana Community
Center, was introduced and gave the cost of over $6,000 for a single family to
secure food, maintain safe housing, and help to sustain a language barrier
and job advancement. These services extend across the city.
Vice Chair George proud to help sponsor this work, and ask for the combined
zipcodes of where the activities are provided and any specific day other
Council Members could visit.
Antigona Mehani stated that any day was good and that the doors are always
open. The Breakfast Briefing is on April 22, 2020 in which the census will be
discussed. The annual festival which will be the 30th for Americana
Community Center, plans are in the works.

Committee Member Kramer stated that District 11 has been approached for

been raised to help with repairs. The City of Jeffersontown will support with
$10,000 and Jefferson County Board of Education with $19,000. The Alumni
Association raised $1,000 themselves. That leaves them short with funding but
can still go forward with repairs and make some modifications. A grant from
the United States Tennis Association may also be avialable. These tennis
courts will be open to the public when not being used for the high schoole
tennis events.
Committee Member Peden asked Natalie Johnson, Jefferson County Attorney,
if he should abstain from voting on this item due to the fact that this is his
place of employment. Natalie Johnson, Jefferson County Attorney's Office
recommended that he abstain.

The Public Works account has additional funds that can lapse and go into the
Republican account.

Attorney's Office to have Louisville Metro take possession of property. The
property is owned by heirs and is not being maintained. Trees no longer alive
on this property are dropping braches and a nuisance to others in the
neighborhood living close by.
Committee Member Peden asked if this is a vacant lot. Chair Person Blackwell
stated that it is not totally vacant and that there are trees and a cementary.

the lake not having a handicap accessible kayak launch.
