A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Ordinance be approved.
Committee Member Fox stated that the Forest Fest started in 2005 and gets
bigger and bigger each year. It is a large regional draw from surrounding
areas. Jefferson Memorial Forest is the largest urban forestry area
in the country. He thanked everyone for their support and invited all to attend.
The motion to recommend for approval carried by the following vote and the

Committee Member Triplett stated that this is to help offset the cost of the

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Neighborhood Development Fund be approved.
Committee Member Triplett stated that this is a special detail for a special
location.
Vice Chair George asked about the activity that would be occurring and the
impact that might be measured. The special detail will be establishing a
greater presence at a location due to crime and various unwanted activities.
She also stated that she is concerned about this being overtime, and if it
would be addressing the need.
The motion carried by a voice vote and the Neighborhood Development Fund
was approved.

APPROPRIATING $4,000 FROM DISTRICT 15 CAPITAL INFRASTRUCTURE FUND TO
PUBLIC WORKS FOR THE INSTALLATION OF FOUR PARKING "T'' MARKINGS AND
NO STOPPING SIGNS FOR EAST WARNOCK STREET BETWEEN CRITTENDEN
DRIVE AND BRADLEY AVENUE.

Committee Member Triplett stated that this area borders the University of
Louisville where parking is at a premium. This project will be sort of a pilot in
hopes that the street markings will bring some sort of order with the parking
issues.

FILM FESTIVAL FOR FILM SCREENING LICENSES FOR FISCAL YEAR 20, TO SHOW
ENCORE SCREENINGS OF ELEVEN LGBTQ FILMS AT BEECHMONT COMMUNITY
CENTER.

Rachel Roarx, Legislative Assistant for District 21, stated that this project is in
celebration for their 10th year. This project is a great advantage for the people
in the area, and that Beechmont Community Center is the hub for inclusion.
She also stated that these movies are family friendly movies.

APPROPRIATING $48,600 FROM DISTRICT 21 CAPITAL INFRASTRUCTURE FUND TO
PUBLIC WORKS FOR THE SIDEWALK IMPROVEMENT PROJECT THAT WILL
PROVIDE CONNECTIVITY FROM PRESTON HIGHWAY TO CRITTENDEN DRIVE.

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Capital Infrastructure Fund be approved.
Rachel Roarx, Legislative Assistant for District 21 stated that this project is a
partnership along the corridor including Louisville Tourism, Kentucky State
Fair Board and the Kentucky Exposition Center. They have contributed to
make sure there is connectivity along Phillips and from Preston Highway to
Crittenden Drive. Measurable data was highlighted from tourism surveys in
which walkability was always an issue.

METRO COUNCIL CLERK'S OFFICE CHECKLIST FOR NDF, CIF, AND
MAP DOCUMENT SUBMISSIONS.

Connie Dearing, Metro Council Assistant Clerk, stated that this checklist will be
a great tool to assist in keeping track of which documents have been
submitted and those documents that have not been submitted to the Clerk's
Office for a project. This will also be a great communication tool with the
districts.
Sonya Harward, Metro Council Clerk, mentioned that this checklist had been
spoken about with Chair Person Blackwell regarding missing documents and
that if so, then the item would be held and not placed on the committee
agenda at all, unless it was an emergency situation. Once documentation is
received the item would be approved in Granicus and added to the agenda. It
was also mentioned that this was brought to the committee so that members
would be aware that there may be items held due to inaccurate information or
missing documentation.
LaTonya Bell, Metro Council Finance stated that this checklist is a great idea
and will save time on the back end, and that the incomplete packets will be
turned back into the districts until there is completion.
Committee Member Triplett stated that in all of his experiences there were
mostly clerical issues. He asked if non-profit organizations will know before
they request an NDF, and he was informed by LaTonya Bell that this is part of
the training on the website.
LaTonya Bell also clarified that the training information on the website
provides as to what is needed and necessary for application. The checklist
included with the packets is a guide for the districts before submitting to the
clerk's office.

METRO COUNCIL POLICIES AND PROCEDURES CONCERNING NEIGHBORHOOD

A motion was made by Committee Member Peden, seconded by Committee
Member Triplett, that this Resolution be recommended for approval.
LaTonya Bell, Metro Council Finance metioned that Daniel Frockt, Office of
Management & Budget had mentioned in the Committee of the Whole meeting
that of the three items in the Resolution, there was just one recommendation
for change, that if a non-profit external organization is noncompliant for two
consecutive years that the Neighborhood Development Fund grant be
terminated and any unspent funds would go back to the district.
Chair Person Blackwell asked about other changes and was informed that the
changes would come at a later date.
A motion was made by Committee Member Fox, seconded by Committee
Member Triplett, that this Amendment by Substitution be recommend for
approval.
The motion carried by a voice vote and the Resolution was approved.
