O-038-16 AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND FOR MID-YEAR OPERATING NEEDS BY AMENDING ORDINANCE NO. 103, SERIES 2015 RELATING TO THE 2015-2016 OPERATING BUDGET FOR THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT. AS SUBMITTED BY COUNCIL MEMBER BUTLER (AMENDED BY SUBSTITUTION). Therefore, a motion was made by Committee Member James, seconded by Vice Chair Leet, that the amended Ordinance be tabled in order to first take action on Item 2 on the agenda. Without objection, the amended Ordinance was tabled. After action was taken on Item 2 on the agenda, a motion was made by Committee Member Woolridge, seconded by Committee Member Hollander, that the amended Ordinance be untabled. John Walczak, Louisville Zoo, spoke to the item and handed out photographs. Mark Zoeller, Facilities Management, spoke to the item. Vanessa Burns, Public Works and Assets, spoke to the item and handed out an informational document. A motion was made by Committee Member Hollander, seconded by Committee Member Johnson, that the amended Ordinance be amended by substitution with the version passed out at the meeting. Seve Ghose, Metro Parks and Recreation, spoke to the item. A friendly amendment was made by Committee Member Woolridge that the proposed amendment by substitution be amended by transferring $200,000 from the paving project back to the Summer Works program. Committee Member Hollander accepted the friendly amendment. The motion to amend by substitution carried by a voice vote. Kevin Dunlap, Rebound, spoke to the item. A motion was made by Vice Chair Leet, seconded by Committee Member Woolridge, that the amended Ordinance be amended by changing $250,000 to $350,000 in Section VII, 2.f. for Rebound (The additional $100,000 will come from removing Number 93:Tree Planting with GPS Tracking from Section IX during consideration of Item 3 on this meeting's agenda). The motion to amend carried by a voice vote. The motion to amend failed by a voice vote. A motion was made by Committee Member Johnson, seconded by Committee Member Hamilton, to call the question. The motion to call the question carried by a voice vote.
