Call to Order
Chair Person Butler called the meeting to order at 4:08 PM.
Roll Call
Chair Person Butler introduced the committee members and non-committee
members present. A quorum was established.
Committee Member Leet arrived at 4:19 PM and Committee Member Reed
arrived at 4:20 PM.

AN ORDINANCE APPROVING THE RATES, RENTALS AND CHARGES FOR
WASTEWATER AND DRAINAGE SERVICES SET FORTH IN THE RESOLUTION OF THE
BOARD OF THE LOUISVILLE AND JEFFERSON COUNTY METROPOLITAN SEWER
DISTRICT (HEREINAFTER “THE DISTRICT”) WHICH AMENDS THE DISTRICT’S
SCHEDULE OF RATES, RENTALS AND CHARGES FOR WASTEWATER AND
DRAINAGE SERVICES PURSUANT TO KENTUCKY REVISED STATUTES CHAPTER 76
AND APPROVING THE PLANS FOR THE PROJECTS TO BE PERFORMED.

AN ORDINANCE RELATING TO THE 2017-2018 OPERATING BUDGET FOR THE
LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT INCLUDING
APPROPRIATIONS AND AUTHORIZATIONS FOR OPERATION, MAINTENANCE,
SUPPORT, AND FUNCTIONING OF THE GOVERNMENT AND ITS VARIOUS
OFFICERS, DEPARTMENTS, COMMISSIONS, INSTITUTIONS, AGENCIES, AND
OTHER METRO-SUPPORTED ACTIVITIES (SEE ATTACHMENT FOR FULL TEXT).

A motion was made by Committee Member Johnson, seconded by
Committee Member Blackwell, that this Ordinance be recommended for
approval.
Beth Stenberg, Metro Council Finance, read proposed amendments into
the record (see attached "062017 Operating Budget Language").
A motion was made by Vice Chair Kramer, seconded by Committee
Member James, that this Ordinance be amended as read into the record by
Ms. Stenberg.
The following friendly amendments were offered and accepted:
- Committee Member Hamilton: Metro will not house any employees in
facilities without utilities
- Amendments proposed by the Administration (see end of attached
"062017 Operating Budget Language")
- Committee Member Woolridge: $12,000 from District 3 Neighborhood
Development Funds to Project One
Daniel Frockt, Office of Management and Budget, spoke to the item.
A motion was made by Committee Member Hamilton, seconded by
Committee Member Johnson, that the proposed amendment be amended
to move $100,000 from Demo to Clear Boarding. The motion to amend the
proposed amendment carried by a voice vote.
The motion to amend, as read into the record by Ms. Stenberg and
including friendly amendments, carried by a voice vote.
The motion to recommend for approval carried by the following vote and
the amended Ordinance was sent to Old Business:

Excused: 1- Fowler
A motion was made by Committee Member James, seconded by
Committee Member Hamilton, that this Ordinance be reconsidered. The
motion carried without objection.
A motion was made by Committee Member James, seconded by
Committee Member Leet, that this Ordinance be amended by moving
$200,000 from Louisville Metro Police Department earmarked for Crime
Scene Technicians and Analysts to the following: $100,000 to Demo and
$100,000 to Volunteers of America.
The motion to amend carried by a voice vote.
The motion to recommend for approval carried by the following vote and
the amended Ordinance was sent to Old Business:
Yes: 9- Butler, Kramer, Woolridge, Hamilton, James, Leet, Hollander, Blackwell, and
Johnson
No: 2- Reed, and Parker

APPROPRIATIONS AND AUTHORIZATIONS OF FUNDS FOR GENERAL
CONSTRUCTION, MAINTENANCE, REPAIR AND IMPROVEMENT OF THE

A motion was made by Committee Member Johnson, seconded by
Committee Member Parker, that this Ordinance be recommended for
approval.
Chair Person Butler read proposed amendments into the record.
A motion was made by Vice Chair Kramer, seconded by Committee
Member James, that this Ordinance be amended as read into the record by
Chair Person Butler.
The following friendly amendments were offered and accepted:
- Committee Member Hollander: A plan on expending funds for the Seneca
Park Tree Planting and Improvements will be presented to and approved
by the Metro Council Parks Committee prior to any funds being expended.
- Amendments proposed by the Administration (see end of attached
"062017 Language for Capital Budget")
A motion was made by Committee Member Blackwell, seconded by
Committee Member James, that this Ordinance be tabled. The motion
carried by a voice vote and the Ordinance was tabled until later in the
meeting when Grace Simrall could be present to discuss an email sent to
the committee members (attached).
A motion was made by Committee Member Woolridge, seconded by
Committee Member James, that this Ordinance be untabled. The motion
carried without objection.

A motion was made by Committee Member Hollander, seconded by
Committee Member Johnson, that the proposed amendment be amended
to restore funding for the Louisville Fiber Information Technology (LFIT)
project to $5.4 million.
A voice vote was taken, however, the chair then called for a roll call vote
and the motion to amend the proposed amendment carried by the
following vote:
Yes: 7- Butler, Woolridge, Hamilton, James, Hollander, Blackwell, and Johnson
No: 4- Kramer, Leet, Reed, and Parker
Excused: 1- Fowler
A motion was made by Vice Chair Kramer, seconded by Committee
Member Johnson, that the proposed amendment be amended to state if
the buildout for the LFIT project comes in at less than the budgeted
amount the excess is to go to bond payment.
A voice vote was taken, however, the chair then called for a roll call vote
and the motion to amend the proposed amendment failed by the following
vote:
Yes: 4- Kramer, Leet, Reed, and Parker
No: 6- Butler, Hamilton, James, Hollander, Blackwell, and Johnson
Excused: 1- Fowler
Absent: 1- Woolridge
The motion to amend, as read into the record by Chair Person Butler and
including friendly amendments, carried by a voice vote.
The motion to recommend for approval carried by the following vote and
the amended Ordinance was sent to Old Business:
Yes: 11 - Butler, Kramer, Woolridge, Hamilton, James, Leet, Hollander, Blackwell,
Reed, Parker, and Johnson
Excused: 1- Fowler
