A quorum was established. Wagner, Assistant Clerk Louisville Metro Government Page 1 Budget Committee Action Summary - Final October 3, 2017 Special Discussion: Soccer Stadium Project Chair Person Butler announced that while the committee waited for a quorum of committee members to arrive, she would allow the discussion to begin. The discussion covered both Items 1 and 2 on the agenda. Jeff Mosley, Mayor's Office, and Daniel Frockt, Office of Management and Budget, spoke to Items 1 and 2 and gave a presentation. Michael Mountjoy, Louisville City Football Club, also spoke to Items 1 and 2. Chair Person Butler then announced that a quorum was established and the committee would first consider Item 2 on the agenda. Pending Legislation 1. R-137-17 A RESOLUTION OF OFFICIAL INTENT OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT TO FINANCE THE BUTCHERTOWN STADIUM DISTRICT REDEVELOPMENT PROJECT WHICH INCLUDES THE ACQUISITION AND REDEVELOPMENT OF BROWNFIELDS AND ADJACENT PROPERTIES AND THE CONSTRUCTION OF PUBLIC INFRASTRUCTURE IMPROVEMENTS IN THE BUTCHERTOWN STADIUM DISTRICT DEVELOPMENT AREA FROM THE PROCEEDS OF ONE OR MORE PROPOSED ISSUES OF GENERAL OBLIGATION BONDS AND GENERAL OBLIGATION NOTES. The motion carried by a voice vote and the Resolution was sent to Old Business due to a non-unanimous vote. O-345-17 AN ORDINANCE OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT, PROVIDING FOR AND AUTHORIZING THE ISSUANCE OF CERTAIN GENERAL OBLIGATION BONDS AND NOTES OF THE METRO GOVERNMENT IN ONE OR MORE SERIES TO FINANCE THE COSTS OF THE ACQUISITION AND REDEVELOPMENT OF BROWNFIELDS AND ADJACENT PROPERTIES IN THE BUTCHERTOWN STADIUM DISTRICT DEVELOPMENT AREA; SETTING FORTH THE TERMS AND CONDITIONS ON WHICH THE BONDS AND NOTES ARE TO BE ISSUED AND PROVIDING FOR A COMPETITIVE, ADVERTISED SALE THEREOF; DEFINING AND PROVIDING FOR THE RIGHTS OF THE HOLDERS OF THE BONDS AND NOTES AND PROVIDING FOR THE APPLICATION OF THE PROCEEDS THEREOF; AND TAKING OTHER RELATED ACTION RELATING TO THE ISSUANCE AND SALE OF THE BONDS AND NOTES. The following spoke to the item: - Jeff Mosley, Mayor's Office - Michael Mountjoy, Louisville City Football Club - Daniel Frockt, Office of Management and Budget A motion was made by Committee Member Johnson to call the question. Vice Chair Kramer objected to calling the question. Without objection, Chair Person Butler allowed discussion to continue on the item. Charles Musson, Law Firm of Rubin and Hays, and Head Coach James O'Connor, Louisville City Football Club, spoke to the item. A motion was made by Committee Member Blackwell, seconded by Committee Member Kramer, that this Ordinance be tabled until after the Special Labor and Economic Development Committee meeting on Thursday, October 5. The motion to table failed by the following vote: Yes: 3- Kramer, Leet, and Blackwell No: 4- Butler, Hamilton, Hollander, and Johnson Excused: 5- Woolridge, James, Fowler, Reed, and Parker The motion to recommend for approval carried by the following vote and the Ordinance was sent to Old Business: Yes: 4- Butler, Hamilton, Hollander, and Johnson No: 1- Kramer Louisville Metro Government Page 3 Budget Committee Action Summary - Final October 3, 2017 Present: 2- Leet, and Blackwell Excused: 5- Woolridge, James, Fowler, Reed, and Parker Adjournment Without objection, Chair Person Butler adjourned the meeting at 7:55 p.m. *NOTE: Items sent to the Consent Calendar or Old Business will be heard before the full Council at the Metro Council Meeting on October 12, 2017.
