A motion was made by Committee Member Woolridge, seconded by Committee Member Hamilton, that this Ordinance be amended as read into the record by Beth Stenberg, Metro Council Finance (see Proposed Budget Amendment Handouts 1 - 5). Committee Member Butler noted a technical correction on page 1 of the Operating Budget Language handout in the first e. Unexenpended balances should be replaced with the amount of $437,168. The motion to amend carried by a voice vote. Louisville Metro Government Page 4 Budget Committee Action Summary - Final June 21, 2018 A motion was made by Committee Member Butler, seconded by Committee Member Fowler, that this Ordinance be amended on Page 2 B. Deputy Mayor/Chief of Staff 2. Criminal Justice Commission (see Proposed Budget Amendment Handout 6) which includes a friendly amendment requested by Council Member Green, to add reporting to the Public Safety Committee and a friendly amendment requested by Committee Member Ackerson, Council President James and Council Member Sexton Smith to add and specify which unions are to be involved. The motion to amend carried by a voice vote. A motion was made by Vice Chair Kramer, seconded by Committee Member Hamilton, that this motion to amend be reconsidered. The motion to reconsider carried by a voice vote. A motion was made by Committee Member Butler, seconded by Committee Member Fowler, that this Ordinance be amended as previously stated and also to include the Department of State Corrections. Matt Golden, Jefferson County Attorney's Office, spoke to the amendment. Council Member Sexton Smith requested a friendly amendment to change "invite" to "written invitation with RSVP". The friendly amendment was accepted. Mark Bolton, Metro Department of Corrections, spoke to the amendment. The motion to amend carried by a voice vote. A motion was made by Committee Member Ackerson, seconded by Committee Member Woolridge, that this Ordinance be amended on Page 4 E. Chief of Public Services 4. Department of Corrections (see Proposed Budget Amendment Handout 7). Committee Member Parker suggested a friendly amendment that no funds will be expended until after stakeholders meet and provide recommendations for reform and the Council will then vote to release funding. The friendly amendment was accepted. Mark Bolton, Metro Department of Corrections, spoke to the amendment. Committee Member Parker withdrew her friendly amendment, however, Committee Member Ackerson then added it to his original amendment. A voice vote was taken but Committee Member Woolridge requested a roll call vote and Chair Person Hollander agreed. Beth Stenberg, Metro Council Finance, previously read proposed amendments to the Capital Budget while reading the proposed amendments to the Operating Budget into the record (see Proposed Budget Amendment Handouts 1 and 2). She then read the Proposed Language for the Capital Budget into the record (see Proposed Budget Amendment Handouts 8 and 9) and asked for the authority to add any technical corrections necessary to the language based on the previously read spreadsheet. A motion was made by Vice Chair Kramer, seconded by Committee Member Butler, that this Ordinance be amended as read into the record by Ms. Stenberg. Daniel Frockt, Office of Management and Budget spoke to the item. A motion was made by Chair Person Hollander, seconded by Vice Chair Kramer, that the amendment be amended so that the language in Project 58 a. would mirror the language in Project 57 a. The motion to amend the amendment carried by a voice vote. The motion to amend carried by a voice vote.
