A quorum was established. He also stated the public would be allowed to speak up to three minutes at only one of the two Public Hearings, and can begin signing up to speak one hour prior the start of the Public Hearings. Shellie Hampton (Kentucky Association of Counties) and J.D. Chaney (Kentucky League of Cities) spoke to the item. Daniel Frockt and Aaron Jackson (Office of Management and Budget) spoke to the item and gave a presentation.
