Chair Person Hollander called the meeting to order at 5:12 p.m.

A motion was made by Committee Member Winkler, seconded by Committee
Member Sexton Smith, that this Ordinance be recommended for approval.
A motion was made by Committee Member Winkler, seconded by Committee
Member Blackwell, that this Ordinance be amended as read into the record by
Beth Stenberg, Metro Council Finance (see attached documents labeled
'062019 HANDOUT 3' through '062019 HANDOUT 6'). The motion to amend
carried by a voice vote.

A motion was made by Committee Member Winkler, seconded by Committee
Member McCraney, that this amended Ordinance be amended on Page 3 of
HANDOUT 6 under Office of Safe and Healthy Neighborhoods, Subsection b. as
follows:
- Strike through "and $25,000 grant to Life Hope Center for Peace Basketball
League"
The motion to amend carried by a voice vote.
A motion was made by Committee Member Mulvihill, seconded by Committee
Member Winkler, that this amended Ordinance be amended on Page 2 of
HANDOUT 6 under Louisville Free Public Library, Subsection e. as follows:
- Add "at no, or de minimis, cost" after the word "space"
Sarah Martin, Jefferson County Attorney's Office, spoke to the item.
The motion to amend carried by a voice vote.
A motion was made by Committee Member Dorsey, seconded by Committee
Member Blackwell, that this amended Ordinance be amended on Page 4 of
HANDOUT 6 under Develop Louisville, Subsection f. as follows:
- Add "Develop Louisville shall provide a monthly report to the Planning and
Zoning Committee on the effectiveness of adding a third Zoning Enforcement
Officer for the Office of Planning and Design Services."
The motion to amend carried by a voice vote.
A motion was made by Committee Member Blackwell, seconded by
Committee Member Mulvihill, that this amended Ordinance be amended on
Page 4 of HANDOUT 6 under Develop Louisville, Subsection f. as follows:
- Add "and short term rentals" after the word "facilities"
The motion to amend carried by a voice vote.
A motion was made by Committee Member Reed, seconded by Vice Chair
Kramer, that this amended Ordinance be amended on Page 2 of HANDOUT 6
under Youth Detention Services, Subsection b. as follows:
- Add "Should the state not take over operations of Youth Detention Services,
$390,000 will be allocated to extend the Shotspotter contract from the Youth
Detention Services budget in a future Ordinance." at the end of the paragraph
The motion to amend was withdrawn by Committee Member Reed.
A motion was made by Committee Member Fowler, seconded by Committee
Member Winkler, that this amended Ordinance be amended on Page 2 of
HANDOUT 6 under Youth Detention Services, Subsection b. as follows:
- Strike through "will seek to" in the first sentence and insert "shall"

A motion was made by Committee Member McCraney, seconded by
Committee Member Fowler, that this amended Ordinance be amended on
Page 2 of HANDOUT 6 under Youth Detention Services, Subsection b. as
follows:
- Add "When the state takes over operations of Youth Detention Services,
excess funding will be allocated to extend the Shotspotter contract from the
Youth Detention Services budget." at the end of the paragraph
The motion to amend carried by a voice vote.
Daniel Frockt, Office of Management and Budget, spoke to the item.
A motion was made by Vice Chair Kramer, seconded by Committee Member
Winkler, that this amendment be amended by adding "in a future Ordinance"
at the end of the previously stated amendment. The motion to amend the
amendment carried without objection.
A motion was made by Committee Member Sexton Smith, seconded by
Committee Member Mulvihill, that this amended Ordinance be amended on
Page 3 of HANDOUT 6 under Parks and Recreation, Subsection f. as follows:
- Add "Terrace" after the word "Beecher"
The motion to amend carried by a voice vote.
A motion was made by Committee Member Dorsey that this amended
Ordinance be amended on Page 1 of HANDOUT 5 under Office for Safe and
Healthy Neighborhoods to restore $105,000 of the reduced personnel
reductions.
The motion to amend was withdrawn by Committee Member Dorsey.
A motion was made by Vice Chair Kramer, seconded by Committee Member
Sexton Smith, that this amended Ordinance be amended on Page 3 of
HANDOUT 6 under Office of Safe and Healthy Neighborhoods, Subsection b. as
follows:
- Strike through "Urban League" and insert "Jesus and a Job"
The motion to amend carried by a voice vote.
A motion was made by Committee Member Reed that this amended Ordinance
be amended by moving $25,000 from the budget of the Office for Safe and
Healthy Neighborhoods to the Office of Resilience and Community Services for
the Metro Housing Resource Department to restore funding for Council District
5 Senior Home Repairs.
The motion failed for lack of a second.
The motion to recommend for approval carried by the following vote and the
amended Ordinance was sent to Old Business:

Member Fowler, that this Ordinance be recommended for approval.

Member Sexton Smith, that this Ordinance be amended as read into the
record by Beth Stenberg, Metro Council Finance (see attached documents
labeled '062019 HANDOUT 1' through '062019 HANDOUT 4'). The motion to
amend carried by a voice vote.
A motion was made by Committee Member Fowler, seconded by Committee
Member Mulvihill, that this amended Ordinance be amended on Page 2 of
HANDOUT 2 under Norton Camp Taylor & Fairdale Pool Conversion as follows:
- Add "In the event the pools remain open, this appropriation would be used
for continued maintenance of these pools." at the end of the paragraph

A motion was made by Committee Member Mulvihill, seconded by Committee
Member Dorsey, that this amended Ordinance be amended on Page 1 of
HANDOUT 2 under Project 14, Metro Sidewalk Repair Program as follows:
- Add "Once the proactive inventory based program plan is completed, nothing
shall restrict Public Works from dedicating FY 2021 or FY 2022 sidewalk repair
budgets to the new plan instead of the sidewalk repair backlog." at the end of
Subsection a.
The motion to amend carried by a voice vote.
A motion was made by Committee Member Winkler, seconded by Committee
Member Reed, that this amended Ordinance be amended on Page 2 of
HANDOUT 2 under Norton Camp Taylor & Fairdale Pool Conversion as follows:
- Strike through "shall reconsider its conversion of such pools" in the first
sentence and insert "shall not convert such pools but shall open them again to
the public"
The motion to amend carried by a voice vote.
