A quorum was established. R-163-19 A RESOLUTION APPROVING THE JEFFERSON COUNTY CLERK’S 2020 BUDGET (AMENDMENT BY SUBSTITUTION). Sue Toole, Jefferson County Clerk's Office, gave background information on the item. Chair Person Hollander asked about salary increases and cost-of-living adjustments (COLA). Sue Toole explained how the County Clerk implemented the COLA increases retroactively at the end of the year. Committee Member Winkler asked why there was a four percent COLA which was larger than other employers. Sue Toole answered there was enough funding in the budget, to offset other years when it was only two percent, and salaries were too low to retain employees. Col. John Aubrey, Jefferson County Sheriff's Office, gave background information on the item. Committee Member Fowler expressed appreciation for the services provided for the Southwest Festival. Chair Person Hollander asked about salary increases in the budget. Col. John Aubrey explained there was a two percent increase for this year and there would be a two percent increase in the upcoming budget. The motion carried by a voice vote and the Resolution was sent to the Consent Calendar. 3. O-382-19 AN ORDINANCE AMENDING ORDINANCE NO. 081, SERIES 2019 AS PERTAINING TO THE 2019-2020 OPERATING BUDGET BY ADDING OPERATIONAL LANGUAGE TO PART 1.D.1. TO BE ADMINISTERED BY THE LOUISVILLE FREE PUBLIC LIBRARY. Daniel Frockt, Office of Management and Budget, announced an award received by the agency and discussed the year-end budget transfers. Council Member Piagentini requested the administration to not make budget decisions prior to next year's budget debate at Metro Council. He asked why the Louisville Metro Police Department (LMPD) recruit class in February could not be moved up to January. Maj. Paul Humphrey, LMPD, stated there were logistical challenges that prevented moving up the February class. Council Member Piagentini inquired about the investments for the rainy day fund and Daniel Frockt replied they were governed by statutory authority as to how the fund can be invested. Council Member Piagentini encouraged Metro Council not to extend the $2.7M surplus over three years. Daniel Frockt and Chair Person Hollander commented on the statement. Committee Member Fowler asked how weather was affecting the Louisville Zoo's operation. John Walczak, Louisville Zoo, said weather was the biggest factor on revenue. She also asked how the golf courses were impacted by the rainiest year on record. Dana Kasler, Metro Parks, stated the significant rain events, particularly on weekends, impacted revenue for the golf courses. Committee Member Fowler noted weather was not mentioned in the transfer Ordinance for Metro Parks and Daniel Frockt replied that the transfers were due to weather and long term trends. Chair Person Hollander noted this was the second straight year of budget transfers for the Louisville Zoo and asked how the current budget is doing. John Walczak stated they had a positive variance as of the end of October and are using multiple tools to continue the trend. Committee Member Fowler asked if golf maintenance crews could be moved to Metro Parks during winter months. Dana Kasler stated Human Resources would have to discuss the idea with the union. Council Member Ackerson asked for clarification on the distribution of the surplus funds and investments and Daniel Frockt provided clarification. Louisville Metro Government Page 4 Budget Committee Action Summary - Final December 5, 2019 Council Member Ackerson distributed a handout for a proposed amendment for garbage collection (see attached), discussed it, and asked for a committee member to move it since he is not a member of the committee. Committee Member Mulvihill discussed the funding of the fire department and read an editorial from Mike Gramig (see attached). Vice Chair Kramer and Daniel Frockt discussed the LMPD budget figures from the last several years. He made suggestions to help solve the garbage collection problem. Daniel Frockt and Chair Person Hollander responded to the suggestions. Council Member Piagentini, Council Member Ackerson, Chair Person Hollander, and Daniel Frockt further discussed the garbage collection problem. Committee Member Sexton Smith asked questions about the rainy day fund, if they considered putting $3.7M toward the pension obligations, if the Office of Management and Budget has the authority for investments, and if they issue loans to local businesses. Daniel Frockt confirmed rainy day fund amounts, stated several options were considered for distributing the surplus, they are responsible for the investments, and they are not authorized to give loans to local businesses. Daniel Frockt discussed the effect city services, capital projects, and revenues have on the overall budget.
