A quorum was established. ID 20-0386 How the Loss of Federal Toll Credits Impacts Louisville Road Projects - Jeff O’Brien, Develop Louisville The following spoke to this item: - Chair Person Hollander - Jeff O'Brien, Develop Louisville - Committee Member Ackerson - Dirk Gowen, Public Works - Committee Member Piagentini - Committee Member Sexton Smith The following was discussed - Louisville Metro's reliance on federal toll credits that are now expiring - other sources of funding are needed, such as the proposed gasoline tax (HB 580) that could net Louisville $8M - explained what toll credits were and how the funding is used in Louisville Metro - expiration of the toll credits has been anticipated for the past two years - the effects on current and ongoing projects, as well as future projects - whether there were any commitments made for projects that are currently funded by the toll credits - Transportation Improvement Program - everything done with KIPDA funds must have a 20 percent match - Federal Highway Administration is the authority that controls the toll credits - impact on projects on various streets that are being converted from one-way to two-way streets, particularly Jefferson Street - possibility of having to return federal dollars if Louisville Metro does not provide matching dollars - negotiations regarding the Lexington Road repaving by the Water Company, which has allowed for the correction of a safety concern Louisville Metro Government Page 2 Budget Committee Action Summary - Final March 12, 2020 Council Member Winkler introduced a new topic of discussion. The following spoke about this topic: - Committee Member Winkler - Committee Member Piagentini - Committee Member Sexton Smith - Committee Member McCraney - Chair Person Hollander - Council President James - Committee Member Ackerson - Vice Chair Kramer - Committee Member Mulvihill - Committee Member Fowler - Committee Member Dorsey The following was discussed: - an Ordinance will be introduced on Monday [March 16, 2020] to address the needs of the community in response to the effects of the Coronavirus - the $2.7M budget surplus would be used as emergency funding for rent relief and food pantry assistance - concerns about rushing to allocate money without a specific plan - concerns about how funding will be allocated, and to which agencies or organizations funds will be allocated to Louisville Metro Government Page 3 Budget Committee Action Summary - Final March 12, 2020 Pending Legislation 2. O-109-20 AN ORDINANCE AMENDING ORDINANCE NO. 081, SERIES 2019 RELATED TO THE FISCAL YEAR 2019-2020 OPERATING BUDGET BY TRANSFERRING $500,000 TO THE JEFFERSON COUNTY SHERIFF’S OFFICE TO FUND EXPENSES ASSOCIATED WITH THE FIRING RANGE. The following spoke to this item: - Chair Person Hollander - John Aubrey, Jefferson County Sheriff - Committee Member Sexton Smith - Committee Member Ackerson - Daniel Frockt, Office of Management and Budget The following was discussed: - during discussion on the Resolution for the Sheriff's budget in November 2019, the Sheriff requested to carryover $500,000 from the end of the term surplus to pay for a firing range - the Council agreed to hold these funds and release them back to the Sheriffi's office when it was time to build the firing range - the project is almost complete and the Sheriff's office will take possession of the firing range in a few weeks and the final payment will be due at that time - the cost is right under $500,000 - what will be done with any funds left over if the entire $500,000 is not used Sheriff John Aubrey will provide the final cost of the firing range to the Committee. The motion carried by the following vote and the Ordinance was sent to the Consent Calendar: Yes: 8- Hollander, Kramer, Sexton Smith, McCraney, Mulvihill, Reed, Piagentini, and Ackerson Absent: 3- Dorsey, Fowler, and Winkler Enactment No: Ordinance 043-2020 Louisville Metro Government Page 4 Budget Committee Action Summary - Final March 12, 2020 3. O-036-20 AN ORDINANCE AMENDING CHAPTER XX OF THE LOUISVILLE METRO CODE OF ORDINANCES BY CREATING A NEW SECTION REGARDING A SURCHARGE ON TICKETS AND A TAX ON RESTAURANT GROSS RECEIPTS.
