Council Member Fowler asked to clarify that the total amount being set aside for the Blevins Gap paving was $100,000, and Beth Stenberg made an adjustment to make this accurate. Enactment No: Ordinance 072-2020 Louisville Metro Government Page 3 Budget Committee Action Summary - Final June 22, 2020 Council Member Coan spoke about a report by the Center for Health Equity regarding the impact of $25M in budget cuts and recommendations to the Council, and a 20-page letter titled "A Path Forward for Louisville" that was signed by 64 community and religious leaders, both of which were received the previous Friday. He spoke about reassigning tasks and funding for a broader and more diverse public safety plan, which starts by reducing the Mayor's proposed appropriation to the Louisville Metro Police Department's General Fund by 5 percent and discussed how that money should be spent elsewhere. He asked for this to be made as an amendment to the Budget. Committee Member Ackerson asked some questions about other pending legislation regarding the Blevins Gap paving and whether it would die now that District 14 is contributing $100,000 to that project in the Budget, and Committee Member Fowler stated that it would remain tabled for now and may be taken up later. He also asked questions about $300M listed in the Budget to subsidize a grocery store and whether there was language regarding where the store was to be located. Council President James spoke about Solid Waste Management not having any functioning cameras in any of the alleys to catch people dumping trash in the alleys and asked if a committee member would make a motion to amend the bond by adding $50,000 to get new cameras or have existing cameras fixed. A motion was made by Committee Member Winkler, seconded by Committee Member Dorsey, for an amendment to the amendment to add $50,000 to the bond for cameras in alleys as stated above. The motion for the amendment to the amendment carried by a voice vote. Vice Chair Kramer spoke about the extensive discussion that had taken place regarding alley clean up and the need for cameras, and just finding out that this appropriation was needed. Council Member Fox spoke about not de-funding the Louisville Metro Police Department, and how an increase in pay is needed to recruit and maintain good police officers. He referenced crime rates in the community and how more police officers are needed to serve the community at a high level. Committee Member Mulvihill spoke about funding for behavioral health specialists as part of the justice system that may help stop the revolving door. Council Member Fowler spoke about making batteries and chargers available to police officers for body cameras. Committee Member McCraney spoke about what de-funding means, and the many ways in which it can take place. She also spoke about incentive options for police officers to promote those that do a good job. Council Member George asked for clarity regarding District 21's CIF, and Beth Stenberg stated that she would add $30,000 from District 21's CIF for the Preston Highway Corridor Master Plan. The original motion to amend was approved by a voice vote. Louisville Metro Government Page 6 Budget Committee Action Summary - Final June 22, 2020 Council Member Purvis asked about the amount appropriated for alley maintenance, and it was explained that the new amount has been reduced because it only covers 9 months rather than a full year since the crew will not be ready to start until October. Committee Member Sexton Smith spoke about the amendments to the Budget and what they reflect, and she pointed out a few changes made to the Budget that address the concerns of the community. She also spoke about funding for the Louisville Metro Police Department and for the Belle of Louisville. Committee Member Ackerson asked about the funding for two new Code Enforcement Officers. The motion to amend carried by the following vote: Yes: 11 - Hollander, Kramer, Dorsey, Sexton Smith, McCraney, Mulvihill, Fowler, Reed, Winkler, Piagentini, and Ackerson Enactment No: Ordinance 073-2020 Committee Member Winkler spoke about previous comments regarding de-funding the Louisville Metro Police Department, investments in the community and making Louisville a strong and vibrant economy, and how police officers should not be vilified as they are important members of the community. Council President James spoke about the Budget not being what everyone wants but everyone worked hard to get where they are and they will be prepared to address the Budget again in 6 months for a mid-year adjustment and again next fiscal year. He also spoke about raises for police officers to provide for professional law enforcement officers, as well as provide other funding to protect the community. Committee Member Piagentini spoke about the Administration, not the Council, being responsible for negotiating raises for police officers in their labor contracts. Committee Member Reed spoke about the need to compensate police officers, how they are being lost to peer cities as they come out of the police academy, and being able to attract the best and the brightest people for the job. He also said that Fire and Emergency Management Services should be included in this conversation. Chair Hollander thanked the departments and agencies that helped in coming up with some of the programs, such as those that assist with eviction prevention and small business strategies. He spoke about the millions of dollars being invested into disadvantaged neighborhoods and improvements for ways in which police can provide services regarding mental illness, drug abuse, and homelessness. He also spoke the first steps being taken towards police reform.
