A quorum was established. *NOTE: All committee members and non-committee members present attended virtually. ID 20-0853 Andrew Moore, National League of Cities Institute for Youth, Education and Families, gave an overview about the programs he runs, which included the following: - Issue of disconnected youth - 16 to 24 year olds who have dropped out of high school and out of work - Action remains at local levels, which need local solutions - Re-engagement centers or re-engagement programs - 5 functions for drop out recovery: (1) affirmative out reach; (2) on going out reach assessment of education and psychological-social needs and early development of case management; (3) referring the young person for training, work or education option; (4) helping them to re-enroll in complex process; (5) provide at least a year of support after training re-enrollment The following spoke to the item: Committee Member Piagentini Chair Hollander Council Member George Committee Member Mulvihill The following topics were discussed: - Question regarding underlying causes that connect the youth - Question regarding underlying reasons why young adults can and cannot get on the right path - Issue of disconnected youth - Re-engagement eco-system which is on-going caring adult relationships to help after programs - Question regarding reason or cause of disconnected youth - Process to get external support for up to a year of support - Training youth workers to work with youth that are no longer on anyone's list - Peer mentoring and trained adult youth workers 25 years old and up - At least one physical drop-in center centrally located - Question regarding family engagement; the services mostly do not concentrate on family engagement unless it is requested or noticed, it mostly focused on getting where they can support themselves - Other cities comparable in size and budget as Louisville would be Nashville, Washington State and Tucson Arizona - Invest in new staff position or realign budgets for re-engagement coaches Louisville Metro Government Page 2 Printed on 7/27/2020 Budget Committee Meeting Minutes July 16, 2020 - Most places with funding from the state operator as an entitlement so to the degree of helping bring people back to school would have a benefit to the school district - Foundation grants to supplement the public funding Natalie Harris, Coalition for the Homeless, spoke about the Coalition's support for young adults: - Certain zip codes are struggling in a quarter of our city, the youth and young adults suffer the most - The Coalition Supporting Young Adults noticed a number of homeless young adult were starting to rise from 125 to 600 young adults at its peak per year after the economic crisis in 2010 - Opportunity Youth is for youth between the ages of 16 and 24 that are not engaged in work - Bank of America is one of the leading research entities that look at Opportunity Youth - If a person does not engage by age 24, reports say they will be on government subsidy or engage in negative activities - In 2010, 1 in 5 youths were disconnected, in 2018 it was 1 in 9, great strive towards improvement - Four basic principles needed for homeless youth: (1) mental health support; (2) restored justice and zero detention; (3) educational opportunity; (4) life coaches - Coalition Supporting Young Adults has surveyed young adults since 2012, and in doing so they have surveyed 197 youth -Young adults find housing, transportation, education, financial resources and planning difficult to access - The number dealing with mental health issues is really higher than what was expected The following spoke to the item: Council Member George Chair Hollander Committee Member Mulvihill The following topics were discussed: - Larger number of black youth are not in school or at work - Commitment on the best use of funds for our future which is young adults - Volunteers for the program would probably not be effective - HUD Grant is a Youth Homelessness Demonstration Program Grant, Louisville is one of 30 cities nationwide to receive the grant - Case loads for re-engagement coaches would be approximately 40 to 80 young people per year - Homeless system case loads are 25 to 30 young people at a time Louisville Metro Government Page 3 Printed on 7/27/2020 Budget Committee Meeting Minutes July 16, 2020 2. ID 20-0866 The following spoke to the item: Committee Member Kramer Council Member George Chair Hollander Committee Member Winkler Committee Member McCraney Committee Member Sexton-Smith The following topics were discussed: - $2.7 million that was allocated for COVID-19 crisis and was reimbursed through the Federal Government Cares Act - Question regarding whether the $2.7 million from Cares Act was to be used for evictions and food - Whether to let the Department of Resillence and Community Services do the work - Question regarding whom should administer the money allocated - The current eviction rate is 20-30 percent in delinquency in payment - Council to monitor and make sure funds were narrowly spent - Need for a broad reach in helping those in need - Resillence and Community Services does not help with home mortgages - None of the allocated funds will go to community ministries for reimbursement - Whether other programs be created to help with the gaps in the program Pending Legislation 3. O-036-20 AN ORDINANCE AMENDING CHAPTER XX OF THE LOUISVILLE METRO CODE OF ORDINANCES BY CREATING A NEW SECTION REGARDING A SURCHARGE ON TICKETS AND A TAX ON RESTAURANT GROSS RECEIPTS. This item was held in committee. 4. O-190-20 AN ORDINANCE AMENDING ORDINANCE NO. 082, SERIES 2019 RELATING TO THE FISCAL YEAR 2019-20 CAPITAL BUDGET FOR THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT BY REALLOCATING $99,053.26 OF PARKS & RECREATION POOL REPAIRS FUNDING TO A NEW PROJECT TITLED D14 BLEVINS GAP REPAVING UNDER PUBLIC WORKS & ASSETS. This item was held in committee. 5. R-053-20 A RESOLUTION APPROVING THE RELEASE OF METRO GOVERNMENT’S RIGHT OF REVERTER PERTAINING TO PROPERTY DEEDED TO LOUISVILLE URBAN LEAGUE SPORTS AND LEARNING COMPLEX, INC. AS SURPLUS.
