A quorum was established. *NOTE: All committee members and non-committee members present attended virtually, except Committee Member Piagentini who attended in chambers. ID 20-1090 Update on General Fund Revenue Estimates for Fiscal Year 2021 - Daniel Frockt, Aaron Jackson, Office of Management and Budget Attachments: August 31 2020 FY20 and FY21 General Fund Revenue Estimate Update.pdf Daniel Frockt, Office of Management and Budget, gave a presentation. The following spoke to this item: - Chair Hollander - Committee Member Winkler - Committee Member Piagentini The following was discussed: - The relative strength in finances in July had to do with both the economy and federal action - We have more federal funds flowing in the community - The industries in Louisville are doing well and increasing job opportunities - Outstanding bond obligations concerning the tourism economy - The pandemic effect will show in the fiscal year 2023 - No major obligations - $10 million bond will be paid off by due date - There is CARES funding of $133.8 million thru December 30th - Estimated the need of $45 million per quarter during the pandemic 2. ID 20-1092 Update on process for public engagement called for in connection with the Fiscal Year 2021 appropriation of $3.5 Million for "the development and operation of a grocery in an area undeserved by existing operations, to promote job creation and community health." O-387-20 AN ORDINANCE AMENDING ORDINANCE NO. 073, SERIES 2020 relating TO THE FISCAL YEAR 2020-2021 OPERATING BUDGET FOR THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT BY TRANSFERRING $1,000,000 of restricted youth appropriation from THE OFFICE OF MANAGEMENT & BUDGET TO THE OFFICE OF RESILIENCE & COMMUNITY SERVICES (AS AMENDED). The following spoke to this item: - Committee Member George - Committee Member McCraney - Chair Hollander - Committee Member Piagentini The following was discussed: - Provide notice of funds available to meet deficits for opportunity youth - Larger grants at least $300,000 - $50,000 to hire someone to do grant writing and assist with administrative work - Matrix or score sheet developed between the Administration and the Council to determine who qualifies for the grants - Get funds within 4 to 6 weeks average A motion was made by Committee Member Piagentini, seconded by Committee Member Reed, that this Ordinance be tabled. The motion failed by the following vote: Yes: 3- Kramer, Reed, and Piagentini No: 5- Hollander, Sexton Smith, McCraney, Fowler, and Winkler Absent: 3- Dorsey, Mulvihill, and Ackerson A motion was made by Chair Hollander, seconded by Committee Member Winkler, that this Ordinance be amended as follows: -Add "A plan for the use of the $ 1,000,000 for Youth and Young Adult appropriation shall be presented to the Metro Council for approval, with the understanding that up to $50,000 may be used in advance by the Office of Resilience and Community Services to administer the appropriation." Louisville Metro Government Page 4 Budget Committee Action Summary - Tentative August 27, 2020 Committee Member McCraney requested that the amendment include that the $50,000 be used to staff an administrator. The amendment was re-read as follows: "A plan for the use of the $1,000,000 for Youth and Young Adult appropriation shall be presented to the Metro Council for approval, with the understanding that up to $50,000 may be used in advance by the Office of Resilience and Community Services to staff an administrator for the appropriation." The motion to amend carried by a voice vote. The motion to recommend for approval carried by the following vote and the Ordinance was sent to Old Business: Yes: 9- Hollander, Kramer, Sexton Smith, McCraney, Fowler, Reed, Winkler, Piagentini, and Ackerson Absent: 2- Dorsey, and Mulvihill 5. O-356-20 AN ORDINANCE APPROVING A FORGIVABLE LOAN TO HABITAT OF HUMANITY OF METRO LOUISVILLE PURSUANT TO LOUISVILLE METRO CODE OF ORDINANCES (“LMCO”) SECTION 39.131(B).
