Council Member Winkler spoke briefly about the Pages for the Council meeting being his daughters and their preparation for the evening. Council Member Dorsey, Council Member Fowler, and Council Member Piagentini briefly discussed the guests they were recognizing at the Council Meeting. Council Member Coan asked for Item 41 (O-377-19) to be moved from the Consent Calendar to the Old Business so that he could abstain from voting on the item. Council Member Fowler asked that Item 45 (O-385-19) be held in Council. Each committee chair provided a summary of the legislation on Old Business from their respective committees. Announcements Dee Baltimore informed the Council that she was leaving the Jefferson County Attorney's Office. Council Member Fowler congratulated Danielle Tackett for being accepted into Law School. Council President James informed the Council Members that the Mayor had returned the emergency amendment to the Golf Ordinance (O-400-19) that the Council passed at the last meeting on November 21, 2019 without signing it and that it would become effective at 6:01 p.m. that evening. Council President James spoke about the agreement reached with the Administration regarding Holiday garbage and recycling pick-up, per the discussions pertaining to the Year-End Capital Budget Transfer Ordinance (O-390-19). The agreement allows for the Holiday garbage and recycling pick-up with half of the cost ($35,000) being paid by the Council and the other half ($35,000) by the Administration. This will allow pick-up the day following a holiday so that residents will not need to wait three weeks for pick-up. Council Member Yates spoke about the Coat a Kid Drive, the effects it has on the students that recieve the coats, and the relationships it fosters between the students and school personnel. He also noted that the larger sized coats were most needed. The press conference announcing the final results will take place on December 19, 2019 at 10:30 a.m. in Council Chambers and he invited the other Council Members to participate.
