Council Member Sexton Smith spoke about item 16 (O-373-19) regarding the change in zoning on property located on Barrett Avenue and East Breckinridge Street, formerly the Urban Government Center, from R-6 Residential Multi-Family and OR-2 Office-Residential to C-2 Commerical without a development plan in order to garner more interest from potential buyers for the property. Additionally, Council Member Coan spoke about the proposed amendment by substitution he would be offering on the Council floor in regards to this property. His amendment by substitution would overturn the Planning Commission's rezoning of the property, which would allow the property to maintain its current zoning and require any future buyer/developer to request a change in zoning that includes a development plan the Council can consider before approving. There was robust discussion and questions were asked and answered regarding the Ordinance and proposed amendment by substitution. Announcements Council President James congratulated the newly appointed caucus leaders: Majority Caucus Chair Markus Winkler, Majority Caucus Vice Chair Mark Fox, Minority Caucus Chair Kevin Kramer, and Minority Vice Chair Scott Reed. Council President James reminded the Council Members about the upcoming mandatory Diveristy Training sessions on January 13, 2020 at 4:00 p.m. and January 22, 2020 at 1:00 p.m. Council President James also noted that the work on City Hall's roof was 95 percent complete.
