Council President James called the meeting to order at 5:21 p.m.

Neighborhood Development Fund/Capital Infrastructure Fund Issues - Office of
Management and Budget, Daniel Frockt, Monica Harmon, and Aaron Jackson
Council President James explained that some Council Members had questions
about how Neighborhood Development Funds ("NDF") were handled at the
end of the year, and how money is carried forward.
Daniel Frockt, Office of Management and Budget, explained that if the NDFs
were provided to a Metro Government agency, such as Metro Parks or Public
Works, the funds remain in the agency's accounts and carry forward to the
next year. He stated that when NDFs were provided to external agencies the
accounts get closed out after a certain period of time, and he suggested a few
ways in which to close out those accounts in a more timely fashion. He
suggested that the Council also consider addressing how funds are returned
when an account is closed out and funds were contributed by several Council
Members. Daniel Frockt suggested that the Council Members contact Monica
Harmon for help with the NDF accounts.
Council Member Shanklin asked about funds she had provided to Metro Parks
for various activities and how those funds were handled, and Daniel Frockt
clarified that the funds she was discussing were different from NDFs. Council
Member Peden asked about adding additional NDFs to unused funds from the
previous year and Daniel Frockt stated that is was possible to do this but he
suggested it not be done in this manner because it was not as clean and may
cause problems. Council Member Blackwell asked some clarifying questions
about closing out the accounts.

Council President James briefly reviewed the Metro Council agenda.
Council Member Benson spoke about his guest, Kurt Mason.
Council Member Peden requested that item 31 [O-073-20] be removed from the
Consent Calendar and added to Old Business.
Council Member Ackerson explained that there were three Appointments on
Old Business so that Council Member Purvis could abstain. Council Member
Blackwell briefly spoke about the Appropriation items on Old Business.
Council Member Flood briefly spoke about the two items on Old Business from
the Planning and Zoning Committee.

Announcements
Council President James announced the following:
-Tours of the new soccer stadium are scheduled for March 11, 2020 at 6:00 p.m.
and March 19, 2020 at 2:30 p.m.
-CPR training was held on March 4, 2020
-The Stop the Bleed training is on April 8, 2020 from 2:30 p.m. to 4:00 p.m.
-WFPL's next Louisville Community Conversations are:
Monday, March 9, 2020 at the Northeast Library from 6:00-8:00 p.m.
Wednesday, March 11, 2020 at the Southwest Library from 6:00-8:00 p.m.
Monday, March 16, 2020 at the Main Library from 6:00-8:00 p.m.

Council President James and Council Member Shanklin announced that there
would be a special discussion about the Coronavirus at the Community Affairs,
Health and Education Committee on March 11, 2020 at 1:30 p.m.
