Call to Order
Council President James called the meeting to order at 5:18 p.m.
Council President stated that the meeting was being conducted by video
teleconference, pursuant to KRS 61.826 and in accordance with Senate Bill
150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.
Council Members attended the meeting remotely, except for the following who
were present in Chambers:

Review of Metro Council Agenda
Council President James reviewed the Metro Council agenda.
Council Member Yates spoke about a letter to Bobbie Holsclaw, Jefferson
County Clerk, that was initially going to be done in the form of a Resolution
regarding opening more polling locations in the upcoming election and some
options to assist in achieving that so that the city is not dealing with voter
suppression issues. He stated that he now thinks a letter signed by all of the
Council Members offering their assistance would be a better and stronger
option. He stated that adding polling sites at such a late date was not an
option and that one issue concerned ballots already being printed. He also
wants to send the letter to companies like Uber and Lyft requesting their
assistance in providing rides to the polls. He also acknowledged the work of
Council Member Dorsey and Brian Powell on this issue.
Council President James spoke about the Council resolving into the
Committee of the Whole during the Council meeting, pursuant to Council Rule
3.04, for the purpose of allowing Breonna Taylor's mother to address the
Council.
Council Member Green spoke about the Breonna's Law legislation and
thanked all that worked on it, and stated that there would be an amendment
by substitution proposed that bans all no-knock warrants and makes a few
other changes as well.
