Call to Order
Council President James called the meeting to order at 5:16 p.m.
Council President stated that the meeting was being conducted by video
teleconference, pursuant to KRS 61.826 and in accordance with Senate Bill
150. He also spoke about provisions regarding any disruptions in remote
access for Council Members, which would require a temporary suspension of
the meeting, and the time allotted to regain remote access before the meeting
resumes.
Council Members attended the meeting remotely, except for the following who
were present in Chambers:

Review of Metro Council Agenda

Council President James reviewed the Metro Council agenda.
The Clerk confirmed that there were four Addresses to Council and six letters
of Communication from the Mayor.
Council Member Hollander stated that there would be amendments made to
item 49 (O-194-20) and item 50 (O-196-20), the Capital and Operating Budget
Ordinances. He also addressed an inaccruate social media post regarding the
cutting of the Louisville Free Public Library's budget and stated that it was
being funded as proposed by the Mayor, which was confirmed to be sufficient
during the Budget Hearing, and at the same level as last year.
Council Member Coan briefly reviewed the details about item 51 (O-186-20)
and item 57 (O-259-20).
The following spoke to items 52-54:

- Hollie Hopkins, Jefferson County Attorney's Office
- Council Member Flood
The following was discussed regarding items 52-54:
- Details about each reappointment and why each was on Old Business
- Request to have reappointments sent back to Committee
- The possible incompatible office issue in relation to the reappointment of
Bruce Blue (item 54).
Council Member Flood explained that she would be requesting that item 55
(O-163-20) be sent back to Committee for further work on the binding element.
Council Member Flood and Council Member Peden both spoke briefly about
item 56 (O-182-20).
Council Member Piagentini and Council Member Sexton Smith both spoke
about item 58 (O-267-20) and provided some of the details about the
development.
Council Member Blackwell briefly spoke about item 59 (O-270-20).

Announcements
Council President James wished Connie Dearing, Assistant Clerk, a happy
birthday.
Council President James stated that City Hall would be reopening when the
Council returns from break and he will send an email regarding safety
guidelines so that everyone understands the procedures.
Adjournment
Without objection, Council President James adjourned the meeting at 5:40
p.m.
