He also spoke about provisions regarding any disruptions in remote access for Council Members, which would require a temporary suspension of the meeting, and the time allotted to regain remote access before the meeting resumes. Council Members attended the meeting remotely, except for the following who were present in Chambers: Council President James Council Member Reed Council Member Winkler Council Member George Council Member Engel Council Member Ackerson Roll Call A quorum was established. Council Member Parker experienced technical difficulties and was unable to join the meeting. Louisville Metro Government Page 1 Committee of the Whole Action Summary - Final July 23, 2020 Announcements Council President James wished the following a happy birthday: - Scott Harrington - Barbara Nichols - Council Member Fox - Chanelle Smith - Jared Townes - Monica Hodge Special Discussion ID 20-0838 Introductions of Council Member-Elects, Jecorey Arthur and Cassie Chambers Armstrong Cassie Chambers Armstrong and Jecorey Arthur were introduced and gave brief statements. Council Member Coan and Council Member Sexton Smith made brief remarks as well. Council President James also introduced Cheryl Woods, the newest Assistant Clerk. Review of Metro Council Agenda ID 20-0906 Metro Council Agenda - July 23, 2020 Attachments: Final Metro Council Agenda for 7-23-20.pdf Council President James reviewed the Metro Council agenda. Council Member Reed spoke briefly about his and Council Member Peden's guest for the evening. The Clerk confirmed that there were three Addresses to Council and one cancellation. Council President James announced that item 29 (R-100-20) listed under Special Legislation would not be heard and would be referred to the Government Oversight and Audit Committee. Council Member Ackerson briefly spoke about item 28 (R-098-20) and explained that it was procedural in nature to adopt the subpoena form and the oath [to be used by the Government Oversight and Audit Committee]. Louisville Metro Government Page 2 Committee of the Whole Action Summary - Final July 23, 2020 Committee Member George briefly explained that item 29 (R-100-20) makes the Committee on Equity and Inclusion a permanent committee and allows the Council President to vote and serve in a leadership role in the Committee. Council Member Ackerson explained that item 30, the reappointment of Keith Jackson, and item 31, the reappointment of JT Sims, were on Old Business so that Council Member Purvis could abstain from voting on them. Council Member Piagentini spoke about item 20, the reappointment of John Launius, and explained that his previous concern was in regards to the position of new TARC Board members relating to the level of openness and transparency the TARC Board has provided to the Council. Since the appointment passed out of Committee, Council Member Piagentini has spoken to John Launius and will stand by his vote to approve the appointment since John Launius committed to working with the Council to increase transparency. ID 20-0895 Addresses to Council - July 23, 2020 Attachments: Addresses to Council - 7-23-20.pdf Closed Session A motion was made by Council President James, seconded by Council Member Piagentini, that the Committee enter into closed session, pursuant to KRS 61.810(c), to discuss pending litigation. The motion carried by a voice vote and the Committee entered into closed session at 5:34 p.m. --- A motion was made by Council Member Winkler, seconded by Council Member Benson, that the Committee reconvene in open session. The motion carried by a voice vote and the Committee reconvened in open session at 6:02 p.m. Council President James explained that, pursuant to KRS 61.815(1)(c), no final action was taken during the closed session.
