He also spoke about provisions regarding any disruptions in remote access for Council Members, which would require a temporary suspension of the meeting, and the time allotted to regain remote access before the meeting resumes. Council Members attended the meeting remotely, except for the following who were present in Chambers: Council President James Council Member Kramer Council Member Reed Council Member Winkler Council Member Piagentini Roll Call A quorum was established. The Clerk confirmed that there were ten Addresses to Council. Council Member Purvis requested that item 39 (O-335-20) be moved from the Consent Calendar to Old Business so that she could abstain from voting on this item. Council Member Piagentini explained that the following items were on Old Business: - Item 40 (RP081120MH), so that one of the Council Members can abstain from voting on the item; and - Item 41 (R-100-20), because it was amended in committee. Council Member Triplett briefly spoke to item 42 (O-336-20). Council Member Coan also spoke to item 42 (O-336-20) and explained how he would address it when called upon during the Council meeting. Council Member Yates also spoke to item 42 (O-336-20) regarding an amendment that would be proposed at the Council meeting. The amendment would require the healthcare facility applying for a buffer zone to provide/appoint security. Council Member Mulvihill also discussed this proposed amendment and its purpose. Council Member Flood briefly spoke to each of the Planning and Zoning items. - Item 45 (O-298-20), which was amended to have it sent back to the Planning Commission because it was sent to the Council without a recommendation due to a tie vote; - Item 46 (O-328-20); - Item 47 (O-329-20); - Item 48 (O-330-20); and - Item 49 (O-331-20), which was recommended for denial by the Planning Commission. Council Member Piagentini spoke about an Open Records Request from the Administration regarding the questions that the Council Members were going to ask of Administration Officials who were coming to testify in front of the Government Oversight and Audit Committee. He also stated that one of the security officers (Anthony) was no longer working at City Hall and Council Members could contact him for more information.
