He also spoke about provisions regarding any disruptions in remote access for Council Members, which would require a temporary suspension of the meeting, and the time allotted to regain remote access before the meeting resumes. Council Members attended the meeting remotely, except for Council President James and Council Member Winkler who were present in Chambers. The Clerk confirmed that there were five Addresses to Council. Council Member Piagentini gave the history that led to amending the Graffiti Louisville Metro Government Page 1 Committee of the Whole Action Summary - Final September 3, 2020 Ordinance, item 27 (O-273-20), and reviewed the changes being proposed. Council Member Blackwell briefly reviewed the appropriation items on Old Business: item 28 (O-385-20), which was moved to Old Business so that it could be amended; and item 29 (O-388-20). Council Member Hollander briefly reviewed item 30 (O-387-20) regarding moving the $1M Restricted Youth Appropriation in the 2020-2021 Fiscal Budget. Council Member Fowler reviewed item 31 (R-104-20) and explained that it was on Old Business because of a minor amendment to the language. Musselman.pdf Closed Session A motion was made by Council Member Fox, seconded by Council Member Winkler, that the Committee enter into closed session, pursuant to KRS 61.810(1)(c), to discuss pending litigation. The motion carried by a voice vote and the Committee entered into closed session at 4:47 p.m. --- A motion was made by Council Member Sexton Smith, seconded by Council Member Purvis, that the Committee reconvene in open session. The motion carried by a voice vote and the Committee reconvened in open session at 5:33 p.m. Council President James explained that, pursuant to KRS 61.815(1)(c), no final action was taken during the closed session. Announcements Council President James wished Geoff Wohl and Kyle Ethridge a happy birthday. Mark Pinto, University of Louisville intern, introduced himself. Council President James let the Council Members know that the Art Selection Committee will meet virtually the week of September 14, 2020, and asked those interested in helping select what art will be placed throughout City Hall to email Ginny First as soon as possible. Council President James let the Council Members know that the University of Louisville interns have completed their orientation and offices that have an intern should reach out to him/her to set up a virtual meeting to start working together. Council President James stated that he has spoken with the Jefferson County Clerk's Office regarding their plans for the upcoming election cycle in Jefferson County, and he was informed that a plan should be in place and Louisville Metro Government Page 2 Committee of the Whole Action Summary - Final September 3, 2020 announced by next Friday, September 11, 2020.
