This item will be considered at the next Metro Council meeting on
Thursday, January 9, 2020 under Special Legislation as an Emergency
Ordinance.
Committee Member Peden explained that Quail Chase must currently
charge their summer rates, unlike the other Metro golf courses, and the fee
schedule should be amended to allow for lower rates at Quail Chase
during the winter months.
Sarah Martin, Jefferson County Attorneys Office, explained the process of
identifying the Ordinance as an "Emergency Ordinance," which includes
adding language regarding the reason for the emergency and getting a
two-thirds vote of the Council deeming it an emergency. She also stated
that she would review recent amendments to the current Metro golf course
rates to see if Quail Chase was deliberlately not included in the previous
reduction of winter rates at other courses, and that she will provide
language to amend the Ordinance to deem it an emergency for the
reasons Committee Member Peden provided.

Council President James entertained a motion to enter into closed session
to discuss personnel matters pursuant to KRS 61.810(1)(f).
A motion was made by Committee Member Kramer, seconded by
Committee Member Peden, to move into closed session. The motion
carried by a voice vote and the Committee moved into closed session at
approximately 4:17 p.m.

Committee Member Peden, to reconvene in open session. The motion
carried by a voice vote and the Committee reconvened in open session at
approximately 4:44 p.m.
Council President James explained that no vote or final action was taken
during the closed session.
