Committee Member Fox also spoke about his review of the personnel handbook and thanked those that worked on it for their good work. 33. ID 20-1618 Special Discussion on R-151-20: A RESOLUTION AMENDING RULE 10.08 OF THE RULES OF THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT. Attachments: R-151-20 V.1 110520 Amend Rule 10.08 RE Accepting Resumes to Fill Vacancies.pdf Council President James mentioned that Council Member David Yates leaving the Council in January will create a vacancy on the Council and explained the reason for the suggested change to Rule 10.08, which concerns the time constraints to appoint a new Council Member and the Louisville Metro Government Page 9 Committee on Committees Action Summary - Final November 17, 2020 recent problems with the USPS mail system and contractor for the Council's internal mail taking additional time to get mail delivered. Committee Member Kramer spoke about concern for eliminating the option to allow submissions via USPS mail, and suggested allowing submissions via USPS with some restrictions. The following discussed the suggested amendment: - Vice Chair Winkler - Committee Member Kramer - Committee Member Fox - Hollie Hopkins, Jefferson County Attorney's Office - Council President James The following was discussed: - Concern that the public can control when they postmark something, but not when it is actually delivered - Companies that accept delivery of payments via USPS do not take into account the postmark date and consider it late if not received by the date the bill is due - Not stopping the use of USPS, which has been an accepted standard of postal delivery for over 100 years, due to being concerned the mail will not get delivered--though it is not an unreasonable concern - Suggestion of requiring the use of registered mail - Need to receive submissions in a timely manner so that the Jefferson County Attorney's Office has time to do the background research on those who apply - Jefferson County Attorney's Office will work on language to be proposed as an amendment to the Resolution - Wanting to provide the public as many opportunities as possible to submit resumes to fill vacancies - Timeline to fill the upcoming vacancy: - Council Member Yates will submit his resignation and it will be accepted by the Council at the January 4, 2021 meeting - Resumes must be submitted within seven business days of that meeting, which makes the deadline January 13, 2021, and prior notification will be provided so that the public knows the vacancy is coming - Jefferson County Attorney's Office has a week and a half to complete the background research on each person that applies - Special meeting of the Committee of the Whole will be held on January 25, 2021 to conduct interviews - At the regular Metro Council meeting on January 28, 2021 the Council will vote on who will fill the vacancy - Publish a public congratulatory message to Council Member Yates on his election to the Kentucky Senate and include the Council's process for filling his vacant seat in order to provide early notification Closed Session A motion was made by Council President James, seconded by Vice Chair Winkler, that the Committee enter into closed session, pursuant to KRS 61.810(1)(f), to discuss personnel matters.
