Chair Person Hamilton called the meeting to order at 4:04 p.m.

A motion was made by Committee Member Butler, seconded by Vice Chair
Benson, that this Resolution be recommended for approval.

The motion carried by a voice vote and the Resolution was sent to the Consent
Calendar.

A motion was made by Vice Chair Benson, seconded by Committee Member
Butler, that this Ordinance be recommended for approval.
As a primary sponsor of this Ordinance, Committee Member Butler requested
Council Member Barbara Shanklin be added as a sponsor.
A motion was made by Committee Member Butler, seconded by Committee
Member Mulvihill, that this Ordinance be amended as shown in the attached
proposed amendment document. The motion carried by a voice vote.
Jason Ballard, Information Technology, spoke to the item. Sharon Meador,
Information Technology, spoke to the item and gave a presentation. Robert
Kirchdorfer, Codes and Regulations, spoke to the item.
Committee Member Butler distributed and discussed a handout (see attached).
The following also spoke to the item:
- Rue McFarland, Kentuckiana Real Estate Investors Association
- Dan Jones, renovator and landlord
- Cathy Hinko, Metro Housing Coalition
Sarah Martin, Jefferson County Attorney's Office, stated a correction should be
made to the amended ordinance by correcting 'property manager' to
'managing operator' under Subsection (A) of Violations and Penalties. Chair
Person Hamilton stated the committee would consider the change a technical
correction and the correction was made.
The motion to recommend for approval carried by the following vote and the
amended Ordinance was sent to Old Business:
Yes: 3- Hamilton, Mulvihill, and Butler
Excused: 1- Engel
Abstain: 1- Benson
