A quorum was established. R-111-16 A RESOLUTION OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT REQUESTING THAT THE KENTUCKY ECONOMIC DEVELOPMENT FINANCE AUTHORITY ADOPT A RESOLUTION PROVIDING FOR THE ISSUANCE OF REVENUE BONDS, THE PROCEEDS OF WHICH WILL PROVIDE FOR THE FINANCING OF THE ACQUISITION, CONSTRUCTION, INSTALLATION AND EQUIPPING OF CERTAIN FACILITIES CONSISTING OF HEALTH CARE AND HEALTH RELATED FACILITIES LOCATED WITHIN THE BOUNDARIES OF LOUISVILLE METRO TO BE OWNED BY MASONIC HOME INDEPENDENT LIVING II, INC. R-113-16 A RESOLUTION APPROVING THE GRANTING OF LOCAL INCENTIVES TO COMPUTERSHARE INC., AND ANY SUBSEQUENT ASSIGNEES OR APPROVED AFFILIATES THEREOF PURSUANT TO KRS CHAPTER 154, SUBCHAPTER 32. KEDFA prelim approval September 15, 2014 A motion was made by Vice Chair Benson, seconded by Committee Member Butler, that this Resolution be recommended for approval. O-261-16 AN ORDINANCE CREATING A NEW CHAPTER OF THE LOUISVILLE METRO CODE OF ORDINANCES REQUIRING THE REGISTRATION OF RENTAL HOUSING UNITS AND ESTABLISHING PENALTIES FOR VIOLATIONS. Sponsors:Primary Marianne Butler (D-15), Primary Rick Blackwell (D-12), Primary Bill Hollander (D-9), Primary Vicki Aubrey Welch (D-13), Additional Cheri Bryant Hamilton (D-5), Additional Mary C. As a primary sponsor of this Ordinance, Committee Member Butler requested Council Member Barbara Shanklin be added as a sponsor. A motion was made by Committee Member Butler, seconded by Committee Member Mulvihill, that this Ordinance be amended as shown in the attached proposed amendment document. The motion carried by a voice vote. Jason Ballard, Information Technology, spoke to the item. Sharon Meador, Information Technology, spoke to the item and gave a presentation. Robert Kirchdorfer, Codes and Regulations, spoke to the item. Committee Member Butler distributed and discussed a handout (see attached). The following also spoke to the item: - Rue McFarland, Kentuckiana Real Estate Investors Association - Dan Jones, renovator and landlord - Cathy Hinko, Metro Housing Coalition Sarah Martin, Jefferson County Attorney's Office, stated a correction should be made to the amended ordinance by correcting 'property manager' to 'managing operator' under Subsection (A) of Violations and Penalties. Chair Person Hamilton stated the committee would consider the change a technical correction and the correction was made.
