METRO CODE OF ORDINANCES TO ESTABLISH A COMMERCIAL QUADRICYCLE
PERMIT AND ADOPT REGULATIONS FOR COMMERCIAL QUADRICYCLES. (AS
AMENDED).

Denton, that this Ordinance be untabled. Without objection the motion carried.
Nick Lococo, Jefferson County Attorney's Office, spoke to the item and
presented a proposed amendment. Robert Kirchdorfer, Metro Codes and
Regulations, and Scott Benningfield, Thirsty Pedaler, also spoke.
A motion was made by Vice Chair Benson, seconded by Committee Member
Denton, that this Ordinance be amended as follows:
SECTION I: A. Definitions. - Insert a new number 7 that reads, "Temporary
travel route is a commercial quadricycle route approved by the Department of
Codes and Regulations for a defined amount of time and shall expire at the
end of such time period".
SECTION I: C. Procedure for Approval of Travel Routes and Temporary Travel
Routes. - Insert at the end of the subtitle, "and Temporary Travel Routes".
- Insert under number 2. "deny, or modify proposed" between "Department
of Public Works," and "travel routes for commercial quadricycles...".
- Insert a new number 5 that reads, "Temporary travel routes are
permissible upon approval by the Department of Codes and Regulations. In
addition to conforming to the other requirements of this Section, the
temporary travel route proposal shall include the dates and time of operation.
Any temporary travel route proposal submitted to operate in or around an
organized civic or community-sponsored event, as defined in 804 KAR 4:250,
shall have the express written permission from the organizer or sponsor of the
event".
The motion to amend carried by a voice vote.
A motion was made by Vice Chair Benson, seconded by Committee Member
Denton, that this Ordinance be recommended for approval. The motion carried
by the following vote and the amended Ordinance was sent to Old Business:

presented a proposed amendment.
A motion was made by Vice Chair Benson, seconded by Committee Member
Denton, that this Ordinance be amended as follows:
Title - Strike the word "an" and add an "s" to "zone".
SECTION I: C. - Insert the word "Permanent" in front of "APC Operational
Zone" in the subtitle; between, "...identifies the" and "APC Operational
Zone..." and between, "...shall serve as the" and "premise for APC licensees."
Insert a new D. that reads, "Temporary APC Operational Zone. Any temporary
travel route approved to permit the commercial quadricycle business to
operate in or around an organized civic or community-sponsored event, as
defined in 804 KAR 4:250, shall serve as a premise for an APC licensee. Any
such temporary APC premise shall terminate upon the expiration of the
temporary travel route, as such term is defined in LMCO Chapter 115".
The motion to amend carried by a voice vote.
The motion to recommend for approval carried by the following vote and the
amended Ordinance was sent to Old Business:
