Chair Person Yates called the meeting to order at 3:02 p.m.
Roll Call
Chair Person Yates introduced the committee members and non-committee
members present. A quorum was established.
Chair Person Yates departed the meeting at 3:51 p.m.

CITY, INC. (“PARC”) TO ISSUE A REQUEST FOR PROPOSAL FOR A CONSULTANT
TO STUDY THE EXPANSION OF ON STREET PARKING METERS, SPECIFICALLY
EVALUATING IMPLEMENTATION BY PRIVATIZATION, PUBLIC OPERATION AND
PARTNERSHIP THEREOF; AND TO STUDY COMPLETE PRIVATIZATION OF
CURRENT AND PROPOSED EXPANSION OF ON STREET PARKING METERS.

A motion was made by Committee Member Winkler, seconded by Vice Chair
Piagentini, that this Ordinance be recommended for approval.
Chair Person Yates spoke to the item's history in coming to the committee, and
the driving force of generating additional revenue.
Committee Member George expressed support for any efforts to expand
revenue, but expressed concern about the scope and timeline of the effort,
and the potential for duplication of other efforts.
Ms. Tiffany Smith, Parking Authority of River City (PARC), spoke to the
timeline.
Ms. Mary Ellen Wiederwohl, Develop Louisville, spoke to the potential for
duplication of other efforts.
Vice Chair Piagentini complimented Ms. Smith, Ms. Wiederwohl, and Chair
Person Yates on the work achieved so far on the legislation. Vice Chair
Piagentini requested to be added as a sponsor to the Ordinance.
Committee Member Winkler asked about the process of fixing parking rates.
Ms. Smith responded that rates are reviewed annually, with input from
consultants and other cities in order to set rates that are competitive, and
appropriate for both short term and long term users.
Committee Member Winkler asked about the timing of activities proposed by
the Ordinance. Chair Person Yates explained his reasoning for requesting the
financial impact statement prior to the RFP.
Committee Member Winkler expressed concern about potential costs and
expenditures.
Council Member Coan spoke about the value of PARC and its role in the City's
transportation systems. He asked about ongoing studies to improve efficiencies
and Ms. Smith responded, describing the current operational study of

efficiencies, and this requested RFP.
Council Member Coan spoke to other studies regarding on-street parking and
requested that specific elements of those studies be evaluated in the
requested RFP. Chair Person Yates responded that getting the RFP currently
under discussion should not delay the other studies.
Council Member Sexton Smith asked about the costs of an ongoing study and
the benefits of the proposed study. She also asked about potential costs for the
proposed study. Ms. Smith responded, comparing and contrasting the ongoing
study and the requested RFP.
Chair Person Yates spoke about the history of the legislation and different
considerations applied to the cost issue.
Committee Member Winkler requested clarification on the RFP described by
the Ordinance. Chair Person Yates, Ms. Smith, and Ms. Wiederwohl
responded.
Committee Member George asked about the potential for privatization of
on-street metering. Ms. Smith responded that this potential is included in the
current efficiency study.
The motion to recommend for approval carried by the following vote and the
Ordinance was sent to the Consent Calendar:

AN ORDINANCE CREATING A NEW SECTION OF CHAPTER 113 OF THE
LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT CODE OF ORDINANCES
TO ESTABLISH AN ENTERTAINMENT DESTINATION CENTER WITHIN THE WHISKEY
ALLEY AREA.

Chair Person Yates relinquished the chair to Vice Chair Piagentini.
Council Member Sexton Smith spoke about the proposed ordinance, the focus
of the location, and its potential as a pleasant entertainment destination.
Vice Chair Piagentini and Committee Member Ackerson requested clarification
on affected streets and sidewalks. The committee members discussed the
affected streets at length and discussed the legal description in the Ordinance.
Mr. Tim Mulloy and Mr. Greg Erhardt, Whiskey Row Lofts, responded to
questions regarding ownership of the city fixtures (which will remain with the
City) and their intended enhancements to the area by Whiskey Row Lofts and
other area businesses, including lighting and streetscaping.
Committee Member Ackerson expressed doubts that the Ordinance is drafted
with sufficient specificity regarding rights and responsibilities. Mr. Mulloy and
Mr. Erhardt offered input on those concerns.
Council Member Coan requested to see the development agreement before
voting on the Ordinance.
Council Member Winkler expressed his qualified support, but with reservations
regarding the benefit to the City.
A motion was made by Committee Member Winkler, seconded by Committee
Member Ackerson, that the Ordinance be tabled. The motion to table carried
by a voice vote.
